    Broadening Girls' Horizons: Effects of Life Skills Education Programme in Rural Uttar Pradesh

    This report is the result of a collaborative project undertaken by Prerana and the Population Council to implement a life skills education programme for unmarried adolescent girls in rural Uttar Pradesh and to evaluate its effectiveness. The intervention programme aimed to empower unmarried adolescent girls aged 13-17 years and address their vulnerabilities by building their agency; fostering egalitarian gender role attitudes; building awareness about sexual and reproductive health matters; developing vocational skills and future work aspirations; and influencing perceptions about marriage and their ability to negotiate marriage-related decisions, delaying marriage and first pregnancy

    Religious Minorities and Provision of Public Goods: Evidence from Rural West Bengal

    Religious and ethnic minorities across the world face partisan treatment with regard to provision of public goods, either as outcome of discriminatory practices or due to historical antecedents, such as the caste and religious divides in India. In several districts of West Bengal in India concentration of religious minorities, namely Muslims is higher than state and country-level averages. We measures access to public goods in rural West Bengal for different strata of minority concentration. Using Least Square, Generalized Linear Models and Blinder-Oaxaca decomposition, we find evidence of strong horizontal inequality against Muslims in terms of access to public goods. Blinder-Oaxaca decomposition shows that Muslims in larger concentrations face poorer access to infrastructure, health and transport facilities.religious minorities, public good, discrimination, welfare, West Bengal

    Open defecation and childhood stunting in India: an ecological analysis of new data from 112 districts.

    Poor sanitation remains a major public health concern linked to several important health outcomes; emerging evidence indicates a link to childhood stunting. In India over half of the population defecates in the open; the prevalence of stunting remains very high. Recently published data on levels of stunting in 112 districts of India provide an opportunity to explore the relationship between levels of open defecation and stunting within this population. We conducted an ecological regression analysis to assess the association between the prevalence of open defecation and stunting after adjustment for potential confounding factors. Data from the 2011 HUNGaMA survey was used for the outcome of interest, stunting; data from the 2011 Indian Census for the same districts was used for the exposure of interest, open defecation. After adjustment for various potential confounding factors--including socio-economic status, maternal education and calorie availability--a 10 percent increase in open defecation was associated with a 0.7 percentage point increase in both stunting and severe stunting. Differences in open defecation can statistically account for 35 to 55 percent of the average difference in stunting between districts identified as low-performing and high-performing in the HUNGaMA data. In addition, using a Monte Carlo simulation, we explored the effect on statistical power of the common practice of dichotomizing continuous height data into binary stunting indicators. Our simulation showed that dichotomization of height sacrifices statistical power, suggesting that our estimate of the association between open defecation and stunting may be a lower bound. Whilst our analysis is ecological and therefore vulnerable to residual confounding, these findings use the most recently collected large-scale data from India to add to a growing body of suggestive evidence for an effect of poor sanitation on human growth. New intervention studies, currently underway, may shed more light on this important issue

    Can Private School Growth Foster Universal Literacy? Panel Evidence from Indian Districts

    Millennium Development Goals (MDGs) set the agenda for the attainment of universal literacy by 2015 primarily to be delivered by the state sector. This agenda tends to ignore the significant private school growth around the world since early 1990s, thus initiating the policy debate as to whether private school growth may foster 'education for all'. Despite growing literature on the difficulties of attaining MDGs, there is hardly any attempt to assess the role of private sector in this respect. Using India as an important case in point, we intend to bridge this gap of the literature. Results using a unique district-level panel data-set from 17 major states of India for the period 1992-2002 that we compile highlight a significant positive impact of private school growth on literacy while its effect on gender gap in literacy remains rather limited in our sample. Compared to 15-19 year olds, private school effect of literacy is stronger among 10-14 year old children. Interesting variations across the regions and also among the marginalised ethnic groups are noted.     Inclusive education in India: interpretation, implementation, and issues

    Children with disabilities are a minority that are not prioritised in the context of education programmes in India, although they are often found in many marginalised groups that are catered for if non-disabled ? for example, girls, scheduled tribe, scheduled caste, and other backward caste children. Inclusive education may be a way of merging these children’s needs in order to improve school quality and achieve EFA. However, a dominant special needs conceptualisation of IE in India, combined with negative attitudes towards disability, are currently preventing this approach. After exploring the relevance of disability and inclusive education in the context of EFA, this paper analyses the interpretation and implementation of inclusive education in India. The issues and constraints faced by the stakeholders involved, and the implications these may have, particularly for children with disabilities, lead to the conclusion that a twin-track approach to disability may assist not only in improving education access, but also the reconceptualisation of inclusive education as a school quality issue. In the long-term, it is hoped that this could assist in fulfilling the right to education for all children

    The Role of Social Norms in Child Labor and Schooling in India

    This paper aims to summarize the unexplained propensity of children to engage in work, school, or neither. After controlling for a wide range of determinants of child labor, schooling, and idleness, we estimate a hierarchical model that allows for heteroskedastic, spatially correlated random effects. We use the posterior distribution of ranks of random effects to capture social norms toward children’s activities in each district and thus identify those Indian districts where social attitudes favor education and oppose child labor and idleness. We propose that government intervention be targeted at districts with pro-schooling, anti-child-labor, and anti-idleness social attitudes if limited government resources necessitate implementing minimal cost policies that have the greatest potential to succeed.Child Labor, Education, Spatial Dependence, Social Norms, India

    Gender Equity in Education: A Review of Trends and Factors

    This review paper draws on recent data to map the access and participation rates of girls relative to boys. This paper offers a critical assessment of findings of different recent researches on school education in India identifying the areas that need further research. The paper reveals that while enrolment of girls has increased rapidly since the 1990s, there is still a substantial gap in upper primary and secondary schooling and gender inequalities interlock with other forms of social inequality, notably caste, ethnicity and religion. The paper concludes with recommendation for implementation of enabling policy to meet the challenges for improving the quality of schools ensuring better opportunities for girls at higher levels of education, notably upper primary and secondary schools
