    'Transformations towards sustainability':Emerging approaches, critical reflections, and a research agenda

    Over the last two decades researchers have come to understand much about the global challenges confronting human society (e.g. climate change; biodiversity loss; water, energy and food insecurity; poverty and widening social inequality). However, the extent to which research and policy efforts are succeeding in steering human societies towards more sustainable and just futures is unclear. Attention is increasingly turning towards better understanding how to navigate processes of social and institutional transformation to bring about more desirable trajectories of change in various sectors of human society. A major knowledge gap concerns understanding how transformations towards sustainability are conceptualised, understood and analysed. Limited existing scholarship on this topic is fragmented, sometimes overly deterministic, and weak in its capacity to critically analyse transformation processes which are inherently political and contested. This paper aims to advance understanding of transformations towards sustainability, recognising it as both a normative and an analytical concept. We firstly review existing concepts of transformation in global environmental change literature, and the role of governance in relation to it. We then propose a framework for understanding and critically analysing transformations towards sustainability based on the existing ‘Earth System Governance’ framework (Biermann et al., 2009). We then outline a research agenda, and argue that transdisciplinary research approaches and a key role for early career researchers are vital for pursuing this agenda. Finally, we argue that critical reflexivity among global environmental change scholars, both individually and collectively, will be important for developing innovative research on transformations towards sustainability to meaningfully contribute to policy and action over time

    Creative destruction or mere niche creation? Innovation policy mixes for sustainability transitions

    Recently, there has been an increasing interest in policy mixes in innovation studies. While it has long been acknowledged that the stimulation of innovation and technological change involves different types of policy instruments, how such instruments form policy mixes has only recently become of interest. We argue that an area in which policy mixes are particularly important is the field of sustainability transitions. Transitions imply not only the development of disruptive innovations but also of policies aiming for wider change in socio-technical systems. We propose that ideally policy mixes for transitions include elements of ‘creative destruction’, involving both policies aiming for the ‘creation’ of new and for ‘destabilising’ the old. We develop a novel analytical framework including the two policy mix dimensions (‘creation’ and ‘destruction’) by broadening the technological innovation system functions approach, and specifically by expanding the concept of ‘motors of innovation’ to ‘motors of creative destruction’. We test this framework by analysing ‘low energy’ policy mixes in Finland and the UK. We find that both countries have diverse policy mixes to support energy efficiency and reduce energy demand with instruments to cover all functions on the creation side. Despite the demonstrated need for such policies, unsurprisingly, destabilising functions are addressed by fewer policies, but there are empirical examples of such policies in both countries. The concept of ‘motors of creative destruction’ is introduced to expand innovation and technology policy debates to go beyond policy mixes consisting of technology push and demand pull instruments, and to consider a wider range of policy instruments combined in a suitable mix which may contribute to sustainability transitions

    Fostering energy efficiency dynamics through ex-ante strategic niche management: the UK perspective

    The United Kingdom building sector has been challenged to retrofit a huge stock of existing buildings in order to increase its adaptive capacity for climate change impacts. Addressing such challenges will require systematic structural changes in both, socio-technical and socio-political infrastructure. A numbers of studies have suggested the approach of strategic niche management of transition for sustainable technological regimes. Accordingly, any such transition would follow processes: early stages of niche formation; creation of policy mechanism required to harness the niches; niche expansion into incumbent regime; and the regime transition into more sustainable technological regime. Following this, the UK Government has introduced a raft of initiatives; one of which is “Green Deal” to enable buildings to become energy efficient through retrofit technologies, ultimately contributing towards the national goal of achieving 80% reduction in carbon emission by 2050. This paper serves three purposes. First, the paper introduces multi-level socio-technical system for construction/retrofitting in building industry. Second, the ex-ante strategic niche management approach has been used to analyse the dynamic of “Green Deal” initiative. Thereby the paper would critically assess technological, organisational and institutional reforms undertaken for the initiative in the processes for sustainable socio-technical transition. Third, the paper would contribute towards strategic niche management literature which lacks in practical examples of using it as an ex-ante tool for niche building and regime transition

    Engaging stakeholders in research to address water-energy-food (WEF) nexus challenges

    The water–energy–food (WEF) nexus has become a popular, and potentially powerful, frame through which to analyse interactions and interdependencies between these three systems. Though the case for transdisciplinary research in this space has been made, the extent of stakeholder engagement in research remains limited with stakeholders most commonly incorporated in research as end-users. Yet, stakeholders interact with nexus issues in a variety of ways, consequently there is much that collaboration might offer to develop nexus research and enhance its application. This paper outlines four aspects of nexus research and considers the value and potential challenges for transdisciplinary research in each. We focus on assessing and visualising nexus systems; understanding governance and capacity building; the importance of scale; and the implications of future change. The paper then proceeds to describe a novel mixed-method study that deeply integrates stakeholder knowledge with insights from multiple disciplines. We argue that mixed-method research designs—in this case orientated around a number of cases studies—are best suited to understanding and addressing real-world nexus challenges, with their inevitable complex, non-linear system characteristics. Moreover, integrating multiple forms of knowledge in the manner described in this paper enables research to assess the potential for, and processes of, scaling-up innovations in the nexus space, to contribute insights to policy and decision making

    Why tracing a locality's networked governance is worthwhile

    The transition from government to governance brings about a shift in performance evaluation. The focus can no longer be on an individual entity, but must extend into considering how a collective of government and non-government institutions achieves the outcomes sought. How can this evaluation task proceed? While applying the formal methods of social network analysis (SNA) to measuring, analysing and managing networked governance may seem obvious to some, such a solution seems to have been avoided over many decades. SNA tools that non-experts can use have been released in recent past, providing opportunities in learning-by-doing among practitioners and scholars with responsibilities or interests in public sector management. The overarching aim in this paper is to promote adoption of an open-source software tool - NodeXL - as one pathway toward understanding and improving networked governance situations, and toward communicating results to others. It begins by establishing three areas of information needs held by Australia's local governments, where undertaking a pilot study could be useful. They are, local government's real positioning with other decision-makers in the networked governance that is Australian federalism; world better practice in risk governance, given the significant exposure of Australian councils to natural disaster events; and measuring change over time in governance capital, as a component in the capitals approach to measuring sustainable development. Establishing functional and spatial boundaries was a key step in design, with the choice being environment protection and natural resources management in the 350km2 catchment area of the Wonboyn Lake estuary on the far south coast of New South Wales. A Web search of documents containing the terms 'Wonboyn Lake' or 'Wonboyn River' then followed. One hundred and twenty nine documents were retrieved. Analysing their contents led to identifying over two hundred institutional actors either transmitting or receiving knowledge relevant to the locality. Some 420 communications taking place between 1967 and 2011 were identified, and tagged according to year of transmission. The decision-making level within which each institutional actor operated; and whether industry, regulator, external researcher or stakeholder were other characteristics recorded. A 421 x 2 matrix of Wonboyn data was then pasted into the NodeXL template operating on MS Excel 2007/2010. Resource materials downloaded from the Web supported the learning-by-doing element of the pilot study. Four visualisations on networked environmental governance are provided. The first shows unmodified data as a graph in random layout. Its purpose is to provide a benchmark against which some of the SNA procedures available for analysing data can be compared. Then follow three graph layouts, each designed to meet the areas of information need established at the study's beginning. Results suggest, in the author's opinion, any time invested in learning-by-doing with NodeXL will reward those wishing to understand, manage and communicate the complexity that is networked governance. Suggestions on how the Australian Centre for Excellence in Local Government, and practitioners in local councils, could be early adopters of this innovation by using data already available to them are offered, so that they may undertake similar pilot studies

    INNOVATIONS AND SUSTAINABLE DEVELOPMENT: NEOCLASSICAL VERSUS EVOLUTIONARY APPROACH

    In the last 20 years, the concept of ‘Sustainable Development’ (SD) has become very popular and wide spread in the world. In particular, the environmental dimension of SD asks for new ways to accomplish enhanced quality of life with reduced environmental impact. As a consequence, innovations that contribute to sustainable path ways through an improved environmental quality (the so-called ‘Sustainable Innovations’ - SI s) are facing a growing interest. The present study aims at contributing to the debate about innovation and SD, by focusing on the analysis of SIs from, respectively, the neoclassical and the evolutionary perspective. Whereas neoclassical theorists neoclassical theorists focus on the ‘double externality problem’ of SIs, on the one hand, and on the factors that influence the irimplementation, on the other, evolutionary approach analyses mainly radical technological changes thus stressing the need for a consideration of additional aspects ( in particular social and institutional ones) in the analysis of SIs.Innovations, Sustainable Development, Neoclassical Theory, Evolutionary Approach
