    Towards an Operational Definition of Group Network Codes

    Group network codes are a generalization of linear codes that have seen several studies over the last decade. When studying network codes, operations performed at internal network nodes called local encoding functions, are of significant interest. While local encoding functions of linear codes are well understood (and of operational significance), no similar operational definition exists for group network codes. To bridge this gap, we study the connections between group network codes and a family of codes called Coordinate-Wise-Linear (CWL) codes. CWL codes generalize linear codes and, in addition, can be defined locally (i.e., operationally). In this work, we study the connection between CWL codes and group codes from both a local and global encoding perspective. We show that Abelian group codes can be expressed as CWL codes and, as a result, they inherit an operational definition

    This paper is concerned with the role of network administrative organizations (NAOs) in the development of social capital in interā€organizational networks aiming at supporting their members to innovate in the food sector through interacting with one another. A multiā€case study approach is used whereby three Belgian interā€organizational networks are investigated i.e. Wagralim, R&eacute;seauā€Club and Flanders Food. Our study shows that there are many options available to NAOs to build social capital within the networks they are responsible for; options which we propose to categorize in three main distinct groups: creation of boundary objects, careful selection of members and effective communication.</p

    Urban regions are an important factor in regional development. During the 2007-2013 programming period, the main input provided by cities and urban areas was at project level. For the 2014-2020 programming period, Cohesion policy enhances the role of urban areas. Nevertheless, in practice the role of cities still seems similar in scale. As the programming phase is almost completed, there is now limited scope for further influence on the design of the new programmes.     Risk Analysis is a collection of methods widely used in many industrial sectors. In the transport sector it has been particularly used for air transport applications. The reasons for this wide use are well-known: risk analysis allows to approach the safety theme in a stochastic - rather than deterministic - way, it forces to break down the system in sub-components, last but not least it allows a comparison between solutions with different costs, introducing de facto an element of economic feasibility of the project alternatives in the safety field. Apart from the United Kingdom, in Europe the application of this tool in the railway sector is relatively recent. In particular Directive 2004/49/EC (the "railway safety directive") provides for compulsory risk assessment in relation to the activities of railway Infrastructure Managers (IMs) and of Railway Undertakings (RUs). Nevertheless the peculiarity of the railway system - in which human, procedural, environmental and technological components have a continuous interchange and in which human responsibilities and technological functions often overlap - induced the EC to allow wide margins of subjectivity in the interpretation of risk assessment. When enacting Commission Regulation (EC) No 352/2009 which further regulates this subject, a risk assessment is considered positive also if the IM or RU declare to take safety measures widely used in normal practice. The paper shows the results of a structured comparative analysis of the rail sector and other industrial sectors, which illustrate the difficulties, but also the opportunities, of a transfer towards the railway system of the risk analysis methods currently in use for the other systems
