Project Controls and Management Systems : current practice and how it has changed over the past decade
Project Controls and Management System (PCMS) refers to an ecosystem of processes, tools and personnel required for the proper planning and execution of capital projects throughout the different phases of design, procurement, construction and startup. This can be divided into different focus areas (functions) that would include Estimating, Planning, Scheduling, Cost Control, Change Management, Progressing, and Forecasting. Various trends such as globalization, contractor specialization and information technology developments have impacted the way PCMS are implemented and made it the subject of extensive research over the past years to investigate how to best utilize those trends. Replicating the research methodology used in a 2011 report published by the Construction Research Institute (CII), this work aims to investigate the current status of PCMS implementation and how it has changed over the past decade. It was concluded that while the original PCMS principles are still valid, adoption has drastically changed in terms of efficiency for the majority of the functions. Towards Design Principles for Data-Driven Decision Making: An Action Design Research Project in the Maritime Industry
Data-driven decision making (DDD) refers to organizational decision-making practices that emphasize the use of data and statistical analysis instead of relying on human judgment only. Various empirical studies provide evidence for the value of DDD, both on individual decision maker level and the organizational level. Yet, the path from data to value is not always an easy one and various organizational and psychological factors mediate and moderate the translation of data-driven insights into better decisions and, subsequently, effective business actions. The current body of academic literature on DDD lacks prescriptive knowledge on how to successfully employ DDD in complex organizational settings. Against this background, this paper reports on an action design research study aimed at designing and implementing IT artifacts for DDD at one of the largest ship engine manufacturers in the world. The optimisation of the estimating and tendering process in warship refit - a case study
The optimisation of a tendering process for warship refit contracts is presented. The tendering process, also known as the pre-contract award process (PCA), involves all the activities needed to be successfully awarded a refit contract. Process activities and information flows have been modelled using Integrated Definition Language IDEF0 and a Dependency Structure Matrix (DSM) with optimisation performed via a Genetic Algorithm (DSM-GA) search technique. By utilising this approach the process activities were re-sequenced in such an order that the number and size of rework cycles were reduced. The result being a 57% reduction in a criterion indicating 're-work' cycles
Innovation, skills and performance in the downturn: an analysis of the UK innovation survey 2011
The link between firmsâ innovation performance and economic cycles, especially
major downturns such as that of 2008-10, is a matter of great policy significance, but
is relatively under-researched at least at the level of micro data on business
behaviour. It is, for example, often argued that economies need to âinnovate out of
recessionsâ since innovation is positively associated with improvements in
productivity that then lead to growth and better employment (Nesta, 2009).
The issues of how individual firms respond to downturns through their investment in
innovation, and how this impacts on innovation outputs and ultimately business
performance and growth during and after downturns, has been less studied because
relevant data has not been readily available. The UK Innovation Survey (UKIS) 2011
now makes this possible. The UKIS 2011 with reference period 2008 to 2010 covers
the downturn in economic activity generated by the global financial crash. The build-up of panels over the life of the UKIS also supports analysis of the longer-term interactions between innovation and the business cycle. This report analyses the last four waves of the surveys. Further, the latest survey includes questions on whether firms employ a specific set of skills, which adds materially to the ability to research the role of skills and human capital in innovation at the micro level
Process capability assessments in small development firms
[Abstract}: Assessment-based Software Process Improvement (SPI) programs such as the Capability Maturity Model (CMM), Bootstrap, and SPICE (ISO/IEC 15504) are based on formal frameworks and promote the use of systematic processes and management practices for software development. These approaches identify best practices for the management of software development and when applied, enable organizations to understand, control and improve development processes. The purpose of a SPI assessment is to compare the current processes used in an organization with a list of recommended or âbestâ practices.
This research investigates the adoption of SPI initiatives by four small software development firms. These four firms participated in a process improvement program which was sponsored by Software Engineering Australia (SEA) (Queensland). The assessment method was based on SPICE (ISO/IEC 15504) and included an initial assessment, recommendations, and a follow-up meeting. For each firm, before and after snapshots are provided of the capability as assessed on eight processes. The discussion which follows summarizes the improvements realized and considers the critical success factors relating to SPI adoption for small firms
