    A software architecture to integrate sensor data and volunteered geographic information for flood risk management

    Natural disasters are phenomena that can cause great damage to people in urban and rural areas, and thus require preventive and reactive measures. If they involve multiple sources of information, these measures can be more useful and effective. However, the integration of heterogeneous data still poses challenges due to the differences in their structures and contents. To overcome this difficulty, this paper outlines a service-oriented architecture, as part of the AGORA platform, which aims to support the integration of sensor data and Volunteered Geographic Information (VGI) related to floods. The composition of the architectural components enables sensor data to be integrated with VGI by using several algorithms in a flexible and automated manner. The architecture was implemented by means of a prototype as a proof of concept and the results were used to generate thematic maps. These maps can improve flood risk awareness and support decision-making in flood risk management

    Discovery and integration of Web 2.0 content into geospatial information infrastructures: a use case in wild fire monitoring

    Efficient environment monitoring has become a major concern for society to guarantee sustainable development. For instance, forest fire detection and analysis is important to provide early warning systems and identify impact. In this environmental context, availability of up-to-date information is very important for reducing damages caused. Environmental applications are deployed on top of GeospatialInformation Infrastructures (GIIs) to manage information pertaining to our environment. Suchinfrastructures are traditionally top-down infrastructures that do not consider user participation. This provokes a bottleneck in content publication and therefore a lack of content availability. On the contrary mainstream IT systems and in particular the emerging Web 2.0 Services allow active user participation that is becoming a massive source of dynamic geospatial resources. In this paper, we present a webservice, that implements a standard interface, offers a unique entry point for spatial data discovery, both in GII services and web 2.0 services.     Interoperability and Information Brokers in Public Safety: An Approach toward Seamless Emergency Communications

    When a disaster occurs, the rapid gathering and sharing of crucial information among public safety agencies, emergency response units, and the public can save lives and reduce the scope of the problem; yet, this is seldom achieved. The lack of interoperability hinders effective collaboration across organizational and jurisdictional boundaries. In this article, we propose a general architecture for emergency communications that incorporates (1) an information broker, (2) events and event-driven processes, and (3) interoperability. This general architecture addresses the question of how an information broker can overcome obstacles, breach boundaries for seamless communication, and empower the public to become active participants in emergency communications. Our research is based on qualitative case studies on emergency communications, workshops with public safety agencies, and a comparative analysis of interoperability issues in the European public sector. This article features a conceptual approach toward proposing a way in which public safety agencies can achieve optimal interoperability and thereby enable seamless communication and crowdsourcing in emergency prevention and response

    Synergizing Roadway Infrastructure Investment with Digital Infrastructure for Infrastructure-Based Connected Vehicle Applications: Review of Current Status and Future Directions

The Publisher's final version can be found by following the DOI link.The safety, mobility, environmental and economic benefits of Connected and Autonomous Vehicles (CAVs) are potentially dramatic. However, realization of these benefits largely hinges on the timely upgrading of the existing transportation system. CAVs must be enabled to send and receive data to and from other vehicles and drivers (V2V communication) and to and from infrastructure (V2I communication). Further, infrastructure and the transportation agencies that manage it must be able to collect, process, distribute and archive these data quickly, reliably, and securely. This paper focuses on current digital roadway infrastructure initiatives and highlights the importance of including digital infrastructure investment alongside more traditional infrastructure investment to keep up with the auto industry's push towards this real time communication and data processing capability. Agencies responsible for transportation infrastructure construction and management must collaborate, establishing national and international platforms to guide the planning, deployment and management of digital infrastructure in their jurisdictions. This will help create standardized interoperable national and international systems so that CAV technology is not deployed in a haphazard and uncoordinated manner

    Development of tsunami early warning systems and future challenges

    Fostered by and embedded in the general development of information and communications technology (ICT), the evolution of tsunami warning systems (TWS) shows a significant development from seismic-centred to multi-sensor system architectures using additional sensors (e.g. tide gauges and buoys) for the detection of tsunami waves in the ocean. <br><br> Currently, the beginning implementation of regional tsunami warning infrastructures indicates a new phase in the development of TWS. A new generation of TWS should not only be able to realise multi-sensor monitoring for tsunami detection. Moreover, these systems have to be capable to form a collaborative communication infrastructure of distributed tsunami warning systems in order to implement regional, ocean-wide monitoring and warning strategies. <br><br> In the context of the development of the German Indonesian Tsunami Early Warning System (GITEWS) and in the EU-funded FP6 project Distant Early Warning System (DEWS), a service platform for both sensor integration and warning dissemination has been newly developed and demonstrated. In particular, standards of the Open Geospatial Consortium (OGC) and the Organization for the Advancement of Structured Information Standards (OASIS) have been successfully incorporated. <br><br> In the FP7 project Collaborative, Complex and Critical Decision-Support in Evolving Crises (TRIDEC), new developments in ICT (e.g. complex event processing (CEP) and event-driven architecture (EDA)) are used to extend the existing platform to realise a component-based technology framework for building distributed tsunami warning systems

    Highlighting Current Trends in Volunteered Geographic Information

    Volunteered Geographic Information (VGI) is a growing area of research. This Special Issue aims to capture the main trends in VGI research based on 16 original papers, and distinguishes between two main areas, i.e., those that deal with the characteristics of VGI and those focused on applications of VGI. The topic of quality assessment and assurance dominates the papers on VGI characteristics, whereas application-oriented work covers three main domains: human behavioral analysis, natural disasters, and land cover/land use mapping. In this Special Issue, therefore, both the challenges and the potentials of VGI are addressed
