A programme management approach for ensuring coherence in IS (higher) education
This paper examines IS higher education, concentrating on issues of âcoherenceâ in IS curricula. While curriculum coherence can be jeopardized by poor curriculum design, misalignment between module content and/or misalignment between module or course aims can cause serious coherence issues over time. Misalignment of this type is exacerbated by the traditional processes of curriculum (re)design, which rely heavily on the (singular) interpretation of highly abstract documents, such as module syllabi and course specifications â often produced by curriculum designers in isolation. To improve curriculum coherence, this paper examines the use of a programme management framework as a means of (a) âhumanizingâ the abstract aims and goals of curricula schemes and (b) managing the delivery and evolution of curricula in relation to the stakeholders in the process of delivery. The practical use of the framework is examined in the context of a Masters-level course in âInformation Systems Managementâ. An action research approach is used to demonstrate the practical utility of the framework in terms of (a) improving communication of curricula, (b) improving the coherence between modules and between modules and course and (c) removing content redundancy. Guidelines are presented that generalize the findings in order that key practices may be adopted by others
The rise of policy coherence for development: a multi-causal approach
In recent years policy coherence for development (PCD) has become a key principle in international development debates, and it is likely to become even more relevant in the discussions on the post-2015 sustainable development goals. This article addresses the rise of PCD on the Western donorsâ aid agenda. While the concept already appeared in the work of Organisation for Economic Co-operation and Development (OECD) in the early 1990s, it took until 2007 before PCD became one of the Organisationâs key priorities. We adopt a complexity-sensitive perspective, involving a process-tracing analysis and a multi-causal explanatory framework. We argue that the rise of PCD is not as contingent as it looks. While actors such as the EU, the DAC and OECD Secretariat were the âactive causesâ of the rise of PCD, it is equally important to look at the underlying âconstitutive causesâ which enabled policy coherence to thrive well
Going beyond instrument interactions: towards a more comprehensive policy mix conceptualization for environmental technological change
Reaching a better understanding of the policies and politics of transitions presents a main agenda item in the emerging field of sustainability transitions. One important requirement for these transitions, such as the move towards a decarbonized energy system, is the redirection and acceleration of technological change, for which policies play a key role. Several studies of policies supporting environmental technological change have argued for the need to combine different policy instruments in so-called policy mixes. However, existing policy mix studies often fall short of reflecting the complexity and dynamics of actual policy mixes and the underlying politics of (re)designing them. In this
paper we take a first step towards a more comprehensive, interdisciplinary policy mix concept for environmental technological change based on a review of the bodies of literature on innovation studies, environmental economics and policy analysis. The concept introduces a clear terminology and consists of the three building blocks elements, processes and characteristics, which can be delineated by several dimensions. Throughout the
paper, we illustrate the concept using the example of the policy mix for fostering the transition of the German energy system to renewable power generation technologies.
We argue that the proposed concept provides an integrating analytical framework for empirical studies analyzing the impact of the policy mix on environmental technological change and sustainability transitions more broadly. Finally, we derive policy implications and suggest avenues for future research

To bring this ambition to fruition, EU institutions have gradually expanded their âcomprehensive approach to external conflict and crisisâ (CA) to become a full-fledged âintegrated approach to conflict and crisisâ (IA).1

Performance measurement in the public sector: some theoretical and practical reflections
Performance measurement innovation in the public sector has been gaining a great deal of interest among academics, practitioners and policy makers since the implementation of the New Public Management reforms. The aim of this paper is to contribute to the current debate on the topic through the study of the conditions and factors that may hinder or foster the introduction of performance measurement systems, such as the Balanced Scorecard (BSC). The results derive from two longitudinal studies conducted in two Italian public administrations, which introduced the BSC device. The empirical evidences are discussed through the Ferreira and Otleyâs (2009) framework, as extended by Broadbent and Laughlin (2009). BIM semantic-enrichment for built heritage representation
In the built heritage context, BIM has shown difficulties in representing and managing the large and complex knowledge related to non-geometrical aspects of the heritage. Within this scope, this paper focuses on a domain-specific semantic-enrichment of BIM methodology, aimed at fulfilling semantic representation requirements of built heritage through Semantic Web technologies. To develop this semantic-enriched BIM approach, this research relies on the integration of a BIM environment with a knowledge base created through information ontologies. The result is knowledge base system - and a prototypal platform - that enhances semantic representation capabilities of BIM application to architectural heritage processes. It solves the issue of knowledge formalization in cultural heritage informative models, favouring a deeper comprehension and interpretation of all the building aspects. Its open structure allows future research to customize, scale and adapt the knowledge base different typologies of artefacts and heritage activities
Policy Coherence for Development in the EU Council: Strategies for the Way Forward. CEPS Paperbacks. July 2006
In recognition of the fact that EU policies in non-development areas, such as trade, energy and migration, can also profoundly affect the poor in developing countries, the EU has affirmed âPolicy Coherence for Developmentâ as an important principle for achieving more effective development cooperation. This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas: trade, environment, climate change, security, agriculture, fisheries, social dimension of globalisation, employment and decent work, migration, research and innovation, information society, transport and energy. The study also includes coverage of the policy-making processes in the European Commission as it initiates and defends most of the policies being discussed in the EU Council. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making. To strengthen the potential for PCD the study suggests six proposals for structural reform as well as a set of specific recommendations

These changes in health trends have led to the rise of Global Health Governance as a theoretical notion for health policy-making. The Southeast Asian region is particularly prone to public health threats and it is for this reason that this brief looks at the potential of the Association of Southeast Asian Nations (ASEAN) as a regional organisation to take a lead in health cooperation. Through a comparative study
between the regional mechanisms for health cooperation of the European Union (EU) and ASEAN, we look at how ASEAN could maximise its potential as a global health actor. Regional institutions and a network of civil society
organisations are crucial in relaying global initiatives for
health, and ensuring their effective implementation at the
national level. While the EU benefits from higher degrees of
integration and involvement in the sector of health policy
making, ASEANâs role as a regional body for health
governance will depend both on greater horizontal and vertical regional integration through enhanced regional mechanisms and a wider matrix of cooperation
