Evaluation of software dependability
It has been said that the term software engineering is an aspiration not a description. We would like to be able to claim that we engineer software, in the same sense that we engineer an aero-engine, but most of us would agree that this is not currently an accurate description of our activities. My suspicion is that it never will be.
From the point of view of this essay – i.e. dependability evaluation – a major difference between software and other engineering artefacts is that the former is pure design. Its unreliability is always the result of design faults, which in turn arise as a result of human intellectual failures. The unreliability of hardware systems, on the other hand, has tended until recently to be dominated by random physical failures of components – the consequences of the ‘perversity of nature’. Reliability theories have been developed over the years which have successfully allowed systems to be built to high reliability requirements, and the final system reliability to be evaluated accurately. Even for pure hardware systems, without software, however, the very success of these theories has more recently highlighted the importance of design faults in determining the overall reliability of the final product. The conventional hardware reliability theory does not address this problem at all.
In the case of software, there is no physical source of failures, and so none of the reliability theory developed for hardware is relevant. We need new theories that will allow us to achieve required dependability levels, and to evaluate the actual dependability that has been achieved, when the sources of the faults that ultimately result in failure are human intellectual failures

Lower Mekong Portfolio: Interim Evaluation
This report summarizes a portfolio evaluation of the MacArthur Foundation's conservation investments in the Lower Mekong region since 2011. It is explicitly a portfolio-level evaluation, focusing on common themes rather than individual grants. The evaluation involved understanding the portfolio context through reviewing relevant documents and speaking with donor partners; gathering data from MacArthur grantees; calibrating initial evaluation findings through consultations with independent regional experts and donor partner grantees; improving future evaluation ability by cooperating with NatureServe to improve the Lower Mekong Dashboard; and presenting results in this evaluation report and to MacArthur directly

The Global Health Law Trilogy: Towards a Safer, Healthier, and Fairer World
Global health advocates often turn to medicine and science for solutions to enduring health risks, but law is also a powerful tool. No state acting alone can ward off health threats that span borders, requiring international solutions. A trilogy of global health law—the WHO Framework Convention on Tobacco Control, International Health Regulations (2005), and Pandemic Influenza Preparedness Framework—strives for a safer, healthier, and fairer world. This article critically reviews this global health law trilogy.
These international agreements are not well understood, and contain gaps in scope and enforceability. Moreover, major health concerns remain largely unregulated at the international level, such as non-communicable diseases, mental health, and injuries. The article promotes the lessons learned from 21st century international health law, which are that broad scope, robust compliance, inclusion of public and private actors, and sustainable financing are essential to success. It further explores the notion that in an age of nationalistic populism, collective action remains vital to ameliorate globalized health threats, helping realize the right to health.
Reforms to the “trilogy” of global health laws are necessary to assure success and provide a critical roadmap for the World Health Organization’s next Director-General. The article concludes by calling on the new WHO D-G to take additional action toward a safer, healthier and fairer world by pushing for novel global health laws on major health hazards, including noncommunicable diseases, mental health and injuries, and new initiatives such as universal health care
A set of nine principles for distributed-design information storing
The issues of distributed working are many, with problems relating to information access and information acquisition the most common (Crabtree et al., 1997). Keeping track of project and team information is becoming more complex as design is increasingly being carried out collaboratively by geographically dispersed design teams across different time zones. The literature notes that little prescription or guidance exists on information management for designers (Culley et al., 1999) and Hicks (2007) highlights a relative lack of overall principles for improving information management. Additionally, evidence from earlier studies by the author into ‘How information is stored in distributed design project work’ reinforces the need for guidance, particularly in a distributed context (Grierson, 2008). Distributed information collections were found to be unorganised, contained unclear information and lacked context. Storing and sharing of distributed information was often time consuming and the tools awkward to use. This can lead to poor project progress and can impact directly on the quality and success of project outcomes (Grierson et al., 2004, 2006). This paper seeks to address these issues by presenting the development, implementation and evaluation of a set of Principles and a Framework to support distributed design information storing in the context of a Global Design class. Through both quantitative and qualitative evaluation methods the Principles were found to help in a number of ways – with the easy access of information; the structuring and organising of information; the creation of an information strategy; the making of information clear and concise; the supporting of documentation during project work; and the strengthening of team work; all helping teams to work towards project outcomes
