    TOWARDS A CONTINGENCY MODEL FOR GREEN IT GOVERNANCE

    Although practitioners have begun to implement Green IT into their companies, the governance of Green IT varies significantly. No research has been done to explain these differences in Green IT governance. Building upon contingency theory and IT governance, we develop a contingency model for Green IT governance which demonstrates the fit between contingencies and the company-specific configuration of Green IT. In the first step, three archetypes of Green IT governance reaching from centralized over federal to decentralized are presented. In the second step, we identify from literature competitive strategy, firm size, organization structure, performance strategy, environmental impact of industry, environmental strategy, IT infusion, and IT diffusion as contingency factors determining the ideal type of Green IT governance. The contingency model for Green IT governance is validated based on insights from five case studies. With the enhanced understanding of how Green IT governance is shaped by contingency factors, organizations are able to select the most successful Green IT governance form

    Taming the ‘trolls’ : major public projects in the making

    Major projects are not yet sufficiently understood, and practices in project governance and project management do not yet reflect the current state of knowledge of large, complex projects. In an attempt to understand the reasons, the authors therefore investigated the latest relevant findings documented in three countries: the UK, Norway, and the Netherlands. Their examination of the effect of implementing governance frameworks for public projects in these countries indicates that efforts to improve major projects are giving rewards: Even if complex public projects, the ‘trolls’, become more challenging, efforts to ‘tame’ them are improving. The results of the study show that project planning has improved and cost overruns are reduced. However, recent observations indicate that the effect may wear off remarkably quickly. Hence, the need for continuous improvement and change is prominent. There are fundamental limitations in the use of formal systems as they cannot detect all problems and there are limitations to humans' ability in terms of optimism bias that cannot be eliminated

    The limits of a diliberative cosmopolitanism : the case of 'new governance' in the EU

    This paper illuminates the limits of a cosmopolitan deliberative governance via an analysis of EU practices and theories of ‘governance’. Analysing the point at which the term ‘governance’ became prominent in the institutions, via a consideration of the European Commission’s 2001 White Paper and the various proposals for ‘new governance’ produced by its in-house think-tank, the Forward Studies Unit (FSU), in the late 1990s, it detects in this turn a Habermasian discourse ethic, which has informed much contemporary social, legal and political theorising on governance and deliberative democracy. In these reports an open, pluralist and procedural rationality and practice of governance is advocated as thirdway between state and market. However, the implicit conditions required for consensus or learning are constitutive of important closures. Turning to recent practice, the EU’s ‘Open Method of Co-ordination’ (OMC) – much vaunted by certain deliberative scholars - while ostensibly embodying an inclusive procedural rationality, is significantly circumscribed by an extant market constitution which excludes certain forms of welfare or social policy. More generally, it is suggested that advocates of a deliberative post-national governance fail to scrutinise the ways in which their key agent, civil society, has been intimately connected with dominant governing rationalities such as those which privilege the market, both historically and contemporaneously

    To Greener Pastures: An Action Research Study on the Environmental Sustainability of Humanitarian Supply Chains

    Purpose: While humanitarian supply chains (HSCs) inherently contribute to social sustainability by alleviating the suffering of afflicted communities, their unintended adverse environmental impact has been overlooked hitherto. This paper draws upon contingency theory to synthesize green practices for HSCs, identify the contingency factors that impact on greening HSCs and explore how focal humanitarian organizations (HOs) can cope with such contingency factors. Design/methodology/approach: Deploying an action research methodology, two-and-a-half cycles of collaboration between researchers and a United Nations agency were completed. The first half-cycle developed a deductive greening framework, synthesizing extant green practices from the literature. In the second and third cycles, green practices were adopted/customized/developed reflecting organizational and contextual contingency factors. Action steps were implemented in the HSC for prophylactics, involving an operational mix of disaster relief and development programs. Findings: First, the study presents a greening framework that synthesizes extant green practices in a suitable form for HOs. Second, it identifies the contingency factors associated with greening HSCs regarding funding environment, stakeholders, field of activity and organizational management. Third, it outlines the mechanisms for coping with the contingency factors identified, inter alia, improving the visibility of headquarters over field operations, promoting collaboration and resource sharing with other HOs as well as among different implementing partners in each country, and working with suppliers for greener packaging. The study advances a set of actionable propositions for greening HSCs. Practical implications: Using an action research methodology, the study makes strong practical contributions. Humanitarian practitioners can adopt the greening framework and the lessons learnt from the implementation cycles presented in this study. Originality/value: This is one of the first empirical studies to integrate environmental sustainability and HSCs using an action research methodology

    Making history beyond neoliberalism: Response to Roper

    Roper (2011a, p. 39) sums up his account of neoliberalism in New Zealand with the following conclusion: “In the absence of a major upsurge in working class and social movement struggle, the neoliberal policy regime is likely to remain firmly in place.” The bulk of his article lends weight to this conclusion in the course of offering a detailed analysis of National’s neoliberalism and New Zealand’s social inequality. In his final assessment Roper turns to list mid-range factors that underpin his conclusion. In particular, he refers to structural constraints resulting from the neoliberalisation of New Zealand’s financial regime; neoliberalisation of the outlooks of successive New Zealand Governments since 1984; and the balance of class forces in favour of capital (pp.37-8). This response focuses, first, on building a sympathetic analysis of these mid-range factors which are linked here with the form and dynamic of the ‘neoliberal model of development’ (Neilson, 2011). In his conclusion Roper also states that if there is an upsurge in social movement and working class politics ‘then the question of alternatives to neoliberalism will come to the forefront of New Zealand politics’ (Roper, 2011a, p. 39). The second theme of this essay is linked to an exploratory discussion of why this might or might not happen and how more specifically a ‘counter-hegemonic project’ could be more consciously constructed and actively pursued

    There were no significant changes in 2019 to FTA’s theory of change1. FTA plans all its work on the basis of its operational priorities. These, in turn, focusresearch towards major development demands and knowledge gaps, orienting FTA towards the implementation of the SDGs and other global commitments. Three operational priorities were added in 2020 (see list in Appendix 1) to better delineate pre-existing research areas addressing development bottlenecks needing dedicated investment and visibility: smallholder tree-crop commodities, tree seeds and seedlings delivery systems, and foresight. FTA organized in 2019, at the request of its ISC, a joint ISC-FTA workshop on impact assessment methods for the program. Based on the outcomes of this workshop FTA will, inter alia, revisit in 2020 its impact pathways and end of programme outcomes, and if need be, corresponding adjustments to the ToC of FTA and/or of its FPs will be made
