    Towards a Vocabulary for Open Public Policies

    Despite the large volume of policies and other formal decision instruments in government and international organizations, policy repositories with rich metadata across government and public administration jurisdictions are virtually nonexistent. The lack of such infrastructure and technical resources makes learning within government, across political and economic regions (such as the EU) and cross-border learning challenging. The use of open standards such as the European Union Interoperability Solutions for Public Administrations (ISA) Core vocabularies for describing government policies could enable the development of robust intra and inter-government policy indexing and search infrastructure. This poster describes a policy vocabulary developed through the systematic and detailed analysis of policy documents spanning several sectors. We present the conceptual model for the vocabulary and describe its major classes

    Interim report on Media Analysis

    PACHELBEL WP4 “Stimulus Materials” uses findings from WP3 (Policy Assumptions) and from additional sources to prepare stimulus materials for the group-based process to be implemented in WP5. The output, informed by the present report, will be a set of materials to inform and stimulate the group-based process. These will take the form of real or simulated media coverage and/or documentary materials produced by various sources, scenarios, vignettes, and dramatised accounts. Another output, also informed by this report, will be an individual questionnaire for use in the group-based process. The present deliverable is centred on one of the data-gathering and analytic activities set up by WP4 to identify pertinent representational elements that should be included in the future stimulus materials, country by country. “Representational elements” have been defined in WP4 as typical images, anecdotes, examples, and references which are used by policy actors to explain and justify policy choices within the policy domains pertinent to PACHELBEL. Particular attention is given to references made to citizens, their perceptions and behaviours. In Task 4.2, PACHELBEL partners gathered representational elements in their respective contexts. To support this task, a “media analysis” template was developed by WPL SYMLOG for discussion at the second Consortium project meeting (Dorking, Mo. 6). Criteria were agreed for the analysis of a selection of actual publications in a range of media (print periodicals, public information materials disseminated by authorities, etc.). In Summer 2010, partners in each country used the template to analyze and report a sample of several dozen articles in selected policy areas. This interim report (D4.2) recalls methodology (Part 1), presents representational elements country by country (Part 2) and provides a summary overview of similarities and contrasts across country samples (Part 3). Conclusions and next steps are presented in Part 4. Also provided are a simplified media analysis template (Annex 1) and the compiled basic frequency analysis (Annex 2)

    El siguiente documento es un proyecto de investigación cualitativo cuyo objetivo es integrar la teoría andragógica y el enfoque multisensorial para facilitar el aprendizaje de vocabulario en inglés a adultos mayores. Adicionalmente, este estudio es una iniciativa para incluir a los adultos mayores en un proceso de educación bilingüe ya que esta población casi no ha sido tomada en cuenta para la realización de proyectos bilingües. Por esta razón, este proyecto propone nuevas oportunidades para futuras investigaciones El presente estudio fue implementado en el hogar del anciano Casa Santa María en Pereira, Colombia. Este proyecto fue llevado a cabo en 10 clases en las cuales las participantes aprendieron 47 palabras relacionadas con su contexto inmediato. Las participantes del proyecto fueron cuatro mujeres, quienes tenían más de 60 años de edad. Las cuatro fueron consideradas como un proceso de muestreo típico intencional para recopilar los datos, los cuales fueron interpretados por los investigadores. Además, durante la implementación del estudio, tres métodos de recolección de datos fueron empleados: observaciones, diarios de campo, y entrevistas. Los datos recogidos fueron analizados aplicando la teoría fundada, y después de este análisis los datos sugirieron que a) las estrategias de aprendizaje autodirigido pueden facilitar el éxito del aprendizaje de vocabulario y b) los sentidos de los adultos mayores tienen diferentes usos dependiendo de la etapa de la clase. Para concluir, el enfoque multisensorial es efectivo para enseñar vocabulario en inglés a adultos mayores junto con los principios andragógicos

    RoMEO Studies 8: self-archiving: the logic behind the colour-coding used in the Copyright Knowledge Bank

    Purpose – The purpose of this research is to show how the self-archiving of journal papers is a major step towards providing open access to research. However, copyright transfer agreements (CTAs) that are signed by an author prior to publication often indicate whether, and in what form, self-archiving is allowed. The SHERPA/RoMEO database enables easy access to publishers' policies in this area and uses a colour-coding scheme to classify publishers according to their self-archiving status. The database is currently being redeveloped and renamed the Copyright Knowledge Bank. However, it will still assign a colour to individual publishers indicating whether pre-prints can be self-archived (yellow), post-prints can be self-archived (blue), both pre-print and post-print can be archived (green) or neither (white). The nature of CTAs means that these decisions are rarely as straightforward as they may seem, and this paper describes the thinking and considerations that were used in assigning these colours in the light of the underlying principles and definitions of open access. Approach – Detailed analysis of a large number of CTAs led to the development of controlled vocabulary of terms which was carefully analysed to determine how these terms equate to the definition and “spirit” of open access. Findings – The paper reports on how conditions outlined by publishers in their CTAs, such as how or where a paper can be self-archived, affect the assignment of a self-archiving colour to the publisher. Value – The colour assignment is widely used by authors and repository administrators in determining whether academic papers can be self-archived. This paper provides a starting-point for further discussion and development of publisher classification in the open access environment

    The use of social media in EU policy communication and implications for the emergence of a European public sphere

    Cohesion policy is the European Union’s (EU) main investment policy and seeks to strengthen economic, social and territorial cohesion. While accomplishments in this regard are constantly measured, European citizens are not always aware of the policy’s impact and the role the EU plays therein. This is especially relevant as the communication of EU policies is central to the emergence of a European public sphere, an acknowledged condition for European integration. In this paper, we aim at advancing research in this regard through the analysis of cohesion policy communication on the social media channels of ten Local Managing Authorities (LMAs) responsible for managing and communicating structural funds at the local level. By building on a bottom-up construction of shared meaning structures through semi-automatic analysis techniques, we make the following three observations: first, social media communication is indicative of "horizontal Europeanization"; second, Europeanization occurs both in the form of the spontaneous amalgamation of shared discontent expressed by citizens and the institutionalization of top-down EU communication measures adopted by LMAs; and third, a cluster of topics articulated internationally and showcasing a negative attitude towards the EU funding scheme suggests that, counter-intuitively, Euroscepticism seems to facilitate the emergence of a European public sphere

    A Multilevel Analysis of Implicit and Explicit CSR in French and UK Professional Sport

    Research question: This paper examines the ways in which French and UK professional sports clubs implement and communicate their CSR policies. In addition to identifying similarities and differences between CSR practices in the two countries, our analysis extends and adapts the implicit-explicit CSR framework to the field of sport. Research methods: We used a mixed methods approach to analyse qualitative and quantitative data on the CSR strategies of 66 professional rugby union (Top 14, Aviva Premiership Rugby) and football (Ligue 1, Premier League) clubs over the 2017-2018 season. Results and findings: We found major differences in CSR communication between France and the UK. Communication by French clubs tends to highlight sport’s values, involve few media channels, whereas communication by UK clubs explicitly vaunts their social responsibility and involves numerous channels. In the case of CSR implementation, there are similarities between French and UK clubs, especially in the fields their CSR initiatives cover (e.g., health, diversity), as well as differences. However, the scope of initiatives varies more between sports than between countries, with football demonstrating a more international outlook than rugby. Implications: This article expands Matten and Moon’s (2008) implicit-explicit CSR framework by identifying the influence of interactions between sectorial/field-level factors and national/macro-level factors on CSR practices, and by distinguishing between CSR communication and CSR implementation. Our results throw light on the shift from implicit to explicit CSR in French professional sport
