    Bringing Foundations and Governments Closer - Evidence from Mexico

    The recommendations formulated in the study provide the basis for close and effective cooperation between Mexican foundations and government agencies, including the Mexican Agency for International Development Co-operation, Agencia Mexicana de Cooperación Internacional para el Desarrollo (AMEXCID). The study expands the spectrum of key development partners for a co-operation agency of the South. Similarly, it has been recognised that not only governments, but all actors, including foundations, must co-operate and assume their respective responsibilities in order to achieve the SDGs

    T-government for benefit realisation

    This paper proposes a model for t-Government and highlights the research agenda needed to increase understanding of transformational government and the processes involved in furthering the agenda of the t-Government. In particular, both an operational and a conceptual model for the effective involvement of citizens and businesses in government functioning have been proposed. This will help to define an agenda for t-Government research that emerges from national UK strategy and policy for e-Government. The main threads of t- Government encompass: (1) A citizen-centric delivery of public services or e-inclusion, (2) A shared services culture to maximize value added to clients, (3) The effective delivery and management of resources and skills within government or professionalism. All three threads should be addressed principally from the perspectives of delivery, evaluation and participation in view of benefit realisation as envisioned by Government strategic planning and policy directives (CabinetOffice, 2005). The management of change dimension of these phenomena have been included in the research agenda. In particular, research is needed to reshape the discourse towards emphasising a citizen centric approach that defines, develops, and benefits from public service. Decision makers in Government will need models of Governance that fulfil transformational objectives. They will also need models of benefits realisation within a strategic Governance framework. It has been argued that t-Government research should be addressing these relative voids

    Laying the Foundation: An Analytical Tool for Assessing Legal and Institutional Readiness for PES

    This booklet has been created as an initial resource for public sector officials interested in fostering an environment in which PES transactions can occur. While PES legal and policy readiness is likely to look very different from one country to another -- depending on legal frameworks, as well as historical and current circumstances and pressures -- understanding policy options for getting ready for PES transactions is an important first step towards assessing readiness within a specific national and subnational context.This booklet offers an analytical framework for assessing legal and institutional readiness for PES transactions. It is divided into three sections based on timing and the order of addressing issues, with an eye to what will be most important to investors and buyers in payment for ecosystem services agreements. Specifically, the first level of preparing for PES agreements should be ensuring that fundamental or threshold conditions are in place for buyers to feel that there is sufficient stability in place to consider entering in these business arrangements. The second level of preparedness, while important for well-functioning PES, may be developed adaptively as needs and options become clearer via PES experience on the ground. Finally, level three includes non-urgent aspects that may be important to streamline or scale up PES, depending on the particular circumstances
