Towards a fair distribution mechanism for asylum
It has been suggested that the distribution of refugees over host countries can be made more fair or efficient if policy makers take into account not only numbers of refugees to be distributed but also the goodness of the matches between refugees and their possible host countries. There are different ways to design distribution mechanisms that incorporate this practice, which opens up a space for normative considerations. In particular, if the mechanism takes countriesâ or refugeesâ preferences into account, there may be trade-offs between satisfying their preferences and the number of refugees distributed. This article argues that, in such cases, it is not a reasonable policy to satisfy preferences. Moreover, conditions are given which, if satisfied, prevent the trade-off from occurring. Finally, it is argued that countries should not express preferences over refugees, but rather that priorities for refugees should be imposed, and that fairness beats efficiency in the context of distributing asylum. Beyond Crisis Management: The Path Towards an Effective, Pro-active and Fair European Refugee Policy. Bertelsmann Study
Europe urgently needs an effective, pro-active and fair refugee policy. Short-sighted policy-making and a narrow focus on what seemed to be in the immediate national interests have led to a conglomerate of European refugee policies. These policies are clearly ineffective and resulted in a large and partially uncontrolled refugee movement to and within Europe in 2015. Refugee flows to Europe are unlikely to subside soon, as many conflicts persist and the average duration of protracted refugee situations worldwide is on the rise. In a reaction to these circumstances, the European Com-mission has proposed a number of initiatives to reform the Common European Asylum System (CEAS). Consensus is more likely on the introduction of restrictions and sanctions rather than, for example, fair distribution systems or pooling sovereignty on the EU level by establishing a strong EU Agency of Asylum. Yet, especially pro-active solutions that meet Europeâs humanitarian responsi-bilities are necessary.
The paper puts forward policy-recommendations for a paradigm-shift from reactive to pro-active refugee policies. The overarching objective is to create further legal channels for refugees to seek protection in Europe. Measures include both national and EU-policies and are supposed to pave the way to a sustainable and coherent European refugee policy. The policy recommendations are clus-tered in five overarching themes: create safe passages to protection, improve national asylum processing and integration systems, establish further legal pathways for mixed migration, enable protection in the region of origin, and tackle the root causes of forced migration through a sustainable foreign, economic and trade policy. Finally, it has to be stressed that only if we can restore Europeâs political will to manage refugee flows together, there will be sustainable solutions in sight. Regular dialogue taking into account the different resources and histories of the countries are the way forward. If member states can incrementally alight their different national policies, a comprehensive European refugee policy may follow. Given the current political differences amongst member states, this will be a lengthy process â but certainly worth the effort

controversies over Search and Rescue (SAR) and disembarkation of asylum
seekers and migrants in the Mediterranean. This Policy Insight provides a critical
analysis of the declaration, questioning its added value in ensuring a predictable
EU solidarity mechanism in the Mediterranean. It underlines how the
intergovernmental and extra-EU Treaty character of this initiative raises a number
of concerns regarding its compliance with EU Treaties and principles such as the
one of equal solidarity and fair responsibility sharing for asylum seekers among all
member states

Asylum Policy in the EU: The Case for Deeper Integration
Over the last decade the locus of policy-making towards asylum seekers and refugees has shifted away from national governments and towards the EU as the Common European Asylum Policy has developed. Most of the focus has been on the harmonisation of policies relating to border control, the processing of asylum claims and reception standards for asylum seekers. But this still falls far short of a fully integrated EU-wide policy. This paper examines the basis upon which a joint EU policy can be justified. I then ask whether superior outcomes can be achieved by harmonisation alone or if more centralised policy-making is necessary. I chart the progress of harmonisation and burden-sharing in the development of the Common European Asylum System and explore its effects. I also study the political feasibility of deeper policy integration by analysing public attitudes in the European Social Survey. Asylum Seekers of the Syrian Conflict: procedures and patterns of settlement in Germany
This paper reports the procedures of asylum and patterns of settlement of asylum seekers in Germany, with special focus on the asylum seekers of the Syrian conflict. Initially prepared for a workshop comparing policy responses and settlement outcomes of the Syrian conflict in several countries, this paper presents the German case addressing the development of refugee intake, asylum application duration and results and access to family unification between the years 2015 and 2017. Based on findings of the project âAddressing the Diversity of Asylum Seekersâ Needs and Aspirationsâ, the paper highlights the response of German authorities and civil society to the refugee intake on arrival, and exemplifies the diversity of local actors that engage actively in supporting refugee accommodation and integration measures. Additionally, it addresses the different post arrival programs and policies for accommodation and integration and the differential access of asylum seekers to different rights, offers and services. Finally, the paper summarizes the state of research into refugee intake in Germany focusing on Syrian conflict refugees

The heightened arrivals of asylum seekers and migrants on European shores in 2015â16 sent policymakers
across the continent scrambling for new strategies to manage migration. Proposals to reform the European
Unionâs legal framework for asylum were the first out of the starting blocks but, several years later, no
such agreement has been reached. And with new EU leadership having taken office in late 2019, Brussels
is hungry for fresh ideas that will either revive or reform the Common European Asylum System (CEAS).
Crucial to this search will be a recognition that, while deficiencies still plague Europeâs asylum systems, these
systems have changed significantly since the onset of the migration and refugee crisisâeven in the absence
of legal reforms
How Europe can deliver: Optimising the division of competences among the EU and its member states
This study aims to give guidance for a better-performing EU through an improved allocation of competences between the European Union and its member states. The study analyses eight specific policies from a wide range of fields with respect to their preferable assignment. The analysis applies a unified quantified approach and is precise in its definition of âcounterfactualsâ. These counterfactuals are understood as conceptual alternatives to the allocation of competences under the status quo. As such, they either relate to a new European competence (if the policy is currently a national responsibility) or a new national competence (if the policy is currently assigned to the EU). The comprehensive, quantification-based assessments indicate that it would be preferable to have responsibility for higher education and providing farmers with income support at the national level. Conversely, a shift of competences to the EU level would be advantageous when it comes to asylum policies, defence, corporate taxation, development aid and a (complementary) unemployment insurance scheme in the euro area. For one policy â railway freight transport â the findings are indeterminate. Overall, the study recommends a differentiated integration strategy comprising both new European policies and a roll-back of EU competences in other fields
Tradable Immigration Quotas
International migration is maybe the single most effective way to alleviate poverty at a global level. When a given host country allows more immigrants in, this creates costs and benefits for that particular country as well as a positive externality for all those (individuals and governments) who care about world poverty. This implies that the existing international migration regime is inefficient as it fails to internalize such externality. In addition, host countries quite often restrict immigration due to its apparently unbearable social and political costs. However these costs are never measured and made comparable across countries. In this paper we first discuss theoretically how tradable immigration quotas (TIQs) can reveal information on such costs and, once coupled with a matching mechanism taking into account migrants' preferences, generate substantial welfare gains for all the parties involved. We then propose two potential applications: a market for the resettlement of international (e.g., climate change) refugees, and an extension of the US diversity lottery to a larger set of host countries and other immigration targets.
