    A Holistic Quality Evaluation, Selection and Improvement Approach driven by Multilevel Goals and Strategies

    Organizations should establish business goals and check for their achievement in a systematic and disciplined way. In order to know if a business goal is achieved, it should be necessary to consider information need goals that also can require satisfying measurement and evaluation goals at operational level. Furthermore, if measurement and evaluation goals are not aligned with top-level business goals such as tactical or strategic level goals, the organization could waste its effort and resources. Usually, the different goals established in an organization are operationalized through projects. For a given project, strategies should be used in order to help in the goal achievement. A strategy defines a set of activities and methods to be followed for a specific goal purpose. Ultimately, to engineering all these issues in a systematic way, organizations should adopt a holistic evaluation approach supported by a set of integrated strategies. By means of a systematic literature review as research method, we have observed that very few approaches support integrated strategies and multilevel goals. To bridge this gap, we have developed a holistic quality multilevel and multipurpose evaluation approach that ties together multilevel goals, projects and integrated strategies. As contributions, this paper discusses an enhanced conceptual base (specified by ontologies) for linking business and information need goal concepts with project, strategy and nonfunctional requirements concepts. Then, it defines the step by step of our holistic quality evaluation approach, by listing the necessary activities to establish goals and projects at different organizational levels. Lastly, it specifies and illustrates evaluation scenarios for business/information need goal purposes such as understanding, improving, monitoring and controlling, comparing and selecting entities, which are supported by strategies and strategy patterns.Fil: Rivera, María Belén.     APPRAISE: a framework for managing AI compliance

    As AI systems increasingly impact society, the EU AI Act (AIA) is the first serious attempt to contain its less desired effects. Among others the act proposes audit as a mechanism and compliance products as tools for organizations to demonstrate compliance. In this paper, a framework for managing AI compliance, APPRAISE, is proposed. The framework is built upon the rationale that driving a balance between generating shareholder value through innovation in AI systems and managing compliance through organizational processes will eventually result in value that is responsible. By adhering to AIA compliance products, the framework operationalizes and hence safeguards compliance. Furthermore, a two-phase experiment with a limited scope is presented. The experiment aims to measure the extent to which companies coordinate technical elements of AI systems to ultimately comply with the AIA. In the first phase a survey is conducted and in the second phase the survey results are validated with a couple of respondents to generate additional in-depth insights and root causes

    Evolution of Technological Capabilities: A study of Indian products based Telecom start-up firms

    New technology based start-ups play a very important role in developing the economy of a country. However, product based B2B start-ups in India are rare and existing ones have to undergo several challenges in commercializing. Present study explores the evolution of technological capabilities that enable commercialization among such early stage start-ups by adopting a multiple case based (four independent start-ups) inductive methodology with Indian telecom start-ups as the context. We have identified architectural design, algorithmic implementation and product adaptation as components of technological capability of such start-ups. We explore the link between knowledge acquisition, telecom specific knowledge and capability evolution in present work in a regulated and knowledge intensive context. Finally, we put forth a three stage framework mapping the evolution of technological capabilities among telecom start-ups, as well as identify regulatory bodies, standard making bodies and social network as facilitators in the capability evolution process.
