Digital Libraries and Portals Saving National Cultural Heritage (IMI–BAS Experience)

The current research activities of the Institute of Mathematics and Informatics at the Bulgarian Academy of Sciences (IMI—BAS) include the study and application of knowledge-based methods for the creation, integration and development of multimedia digital libraries with applications in cultural heritage. This report presents IMI-BAS’s developments at the digital library management systems and portals, i.e. the Bulgarian Iconographical Digital Library, the Bulgarian Folklore Digital Library and the Bulgarian Folklore Artery, etc. developed during the several national and international projects: - "Digital Libraries with Multimedia Content and its Application in Bulgarian Cultural Heritage" (contract 8/21.07.2005 between the IMI–BAS, and the State Agency for Information Technologies and Communications; - FP6/IST/P-027451 PROJECT LOGOS "Knowledge-on-Demand for Ubiquitous Learning", EU FP6, IST, Priority 2.4.13 "Strengthening the Integration of the ICT research effort in an Enlarged Europe" - NSF project D-002-189 SINUS "Semantic Technologies for Web Services and Technology Enhanced Learning". - NSF project IO-03-03/2006 ―Development of Digital Libraries and Information Portal with Virtual Exposition "Bulgarian Folklore Heritage". The presented prototypes aims to provide flexible and effective access to the multimedia presentation of the cultural heritage artefacts and collections, maintaining different forms and format of the digitized information content and rich functionality for interaction. The developments are a result of long- standing interests and work in the technological developments in information systems, knowledge processing and content management systems. The current research activities aims at creating innovative solutions for assembling multimedia digital libraries for collaborative use in specific cultural heritage context, maintaining their semantic interoperability and creating new services for dynamic aggregation of their resources, access improvement, personification, intelligent curation of content, and content protection. The investigations are directed towards the development of distributed tools for aggregating heterogeneous content and ensuring semantic compatibility with the European digital library EUROPEANA, thus providing possibilities for pan- European access to rich digitalised collections of Bulgarian cultural heritage

Attitudinal Correlates of Some Selected Nigerian Librarians towards the Use of ICT

The explosion of information communication technology (ICT) since the beginning of the 20th century has been rendering manual-based library system in academic, research, special and public libraries less relevant. This is because using and implementing information communication technology in the library depend largely on the librarian attitude toward the current digital age. This study examined the attitudinal correlates of some selected Nigerian Librarian towards the use and application of ICT in their various libraries. A total of 41 librarians from all the four censured automated libraries in Oyo state of Nigeria formed the study’s population. Two research questions were developed to guide the study. The results indicate that all the four out of the five variables age, gender, educational qualifications and prior knowledge of ICT significantly correlate with librarian attitude towards ICT; while the other variable ICT anxiety correlate negatively with the librarian attitude towards ICT. Findings further show that all the 5 variables significantly predict librarian’s attitude towards ICT with prior ICT experience showing the greatest predictive effect. Based on these findings, it is recommended that libraries in the developing countries should consider training those librarians who do not have knowledge of ICT in order to remove the fear and anxiety hindering them from developing good attitude towards the use of ICT in their libraries

Towards personalization in digital libraries through ontologies

In this paper we describe a browsing and searching personalization system for digital libraries based on the use of ontologies for describing the relationships between all the elements which take part in a digital library scenario of use. The main goal of this project is to help the users of a digital library to improve their experience of use by means of two complementary strategies: first, by maintaining a complete history record of his or her browsing and searching activities, which is part of a navigational user profile which includes preferences and all the aspects related to community involvement; and second, by reusing all the knowledge which has been extracted from previous usage from other users with similar profiles. This can be accomplished in terms of narrowing and focusing the search results and browsing options through the use of a recommendation system which organizes such results in the most appropriate manner, using ontologies and concepts drawn from the semantic web field. The complete integration of the experience of use of a digital library in the learning process is also pursued. Both the usage and information organization can be also exploited to extract useful knowledge from the way users interact with a digital library, knowledge that can be used to improve several design aspects of the library, ranging from internal organization aspects to human factors and user interfaces. Although this project is still on an early development stage, it is possible to identify all the desired functionalities and requirements that are necessary to fully integrate the use of a digital library in an e-learning environment

Role and support of libraries towards India’s start-up and stand-up entrepreneurship movement program

Now a day’s India is one of the major markets in the world which is still achieved common growth in both print and digital media. It’s start-up and stand-up movement campaigning program is based on the major action plan aimed for promoting sufficient bank finance towards a new start-up ventures to boost and generate entrepreneurship and also to promote start-ups with much more job creation facilities. Start-up India should be coincident with public libraries and will also provide the supporting infrastructures like; accessories, equipments, computer peripherals with good amenities and well accommodation for reading and learning facilities for users in both indoor and outdoor of school and colleges through both online and offline mode. All Public libraries could do the same in a start-up economy and play a major vital role with sufficient beneficiary assets for users to develop knowledge, education and will gain certain creativity power through start-up and stand-up India movement programs

HILT IV : subject interoperability through building and embedding pilot terminology web services

A report of work carried out within the JISC-funded HILT Phase IV project, the paper looks at the project's context against the background of other recent and ongoing terminologies work, describes its outcome and conclusions, including technical outcomes and terminological characteristics, and considers possible future research and development directions. The Phase IV project has taken HILT to the point where the launch of an operational support service in the area of subject interoperability is a feasible option and where both investigation of specific needs in this area and practical collaborative work are sensible and feasible next steps. Moving forward requires detailed work, not only on terminology interoperability and associated service delivery issues, but also on service and end user needs and engagement, service sustainability issues, and the practicalities of interworking with other terminology services and projects in UK, Europe, and global contexts

Organisational challenges of the semantic web in digital libraries: A Norwegian case study

The semantic web initiative holds great promise for the future for digital libraries. There is, however, a considerable gap in semantic web research between the contributions in the technological field and research in the organisational field. Design/methodology/approach – A comprehensive case study of the National Library of Norway (NL) is conducted, building on two major sources of information: the documentation of the digitising project of the NL; and interviews with nine different stakeholders at three levels of NL's organisation during June to August 2007. Top managers are interviewed on strategy, middle managers and librarians are interviewed regarding organisational issues and ICT professionals are interviewed on technology issues. Findings – The findings indicate that the highest impact will be at the organisational level. This is mainly because inter-organisational and cross-organisational structures have to be established to address the problems of ontology engineering, and a development framework for ontology engineering in digital libraries must be examined. Originality/value – ICT professionals and library practitioners should be more mindful of organisational issues when planning and executing semantic web projects in digital libraries. In particular, practitioners should be aware that the ontology engineering process and the semantic meta-data production will affect the entire organisation. For public digital libraries this probably will also call for a more open policy towards user groups to properly manage the process of ontology engineering

Personalisation and recommender systems in digital libraries

Widespread use of the Internet has resulted in digital libraries that are increasingly used by diverse communities of users for diverse purposes and in which sharing and collaboration have become important social elements. As such libraries become commonplace, as their contents and services become more varied, and as their patrons become more experienced with computer technology, users will expect more sophisticated services from these libraries. A simple search function, normally an integral part of any digital library, increasingly leads to user frustration as user needs become more complex and as the volume of managed information increases. Proactive digital libraries, where the library evolves from being passive and untailored, are seen as offering great potential for addressing and overcoming these issues and include techniques such as personalisation and recommender systems. In this paper, following on from the DELOS/NSF Working Group on Personalisation and Recommender Systems for Digital Libraries, which met and reported during 2003, we present some background material on the scope of personalisation and recommender systems in digital libraries. We then outline the working group’s vision for the evolution of digital libraries and the role that personalisation and recommender systems will play, and we present a series of research challenges and specific recommendations and research priorities for the field
