    Disaster Management Education through Higher Education – Industry Collaboration in the Built Environment

    Effectively responding to the current and dynamic construction labour market requirements is a major responsibility of higher education institutions (HEIs). HEIs aim to reduce the mismatch between what they deliver and what is required by the industry. Built environment professionals require continuous update of knowledge and education in order to effectively contribute to disaster management. However, the complex and multidisciplinary nature of disaster management education pose a challenge to the higher education institutions to make them more responsive to the industrial needs and to prepare the students for careers in disaster resilience. Adopting a lifelong learning approach would be appropriate for HEIs to maintain a through-life studentship and to provide disaster related knowledge and education on a continuous basis to respond to the labour market requirements. However, incorporating lifelong learning approach within the system of higher education is not easy and straightforward for HEIs. This is mainly because of the formal and bureaucratic nature of HEIs that acts as a barrier for providing effective lifelong learning education. In resolving this issue, HEIs are increasingly relying on the benefits associated with fostering close collaboration with external organisations such as industries, professional bodies and communities. In this context, this paper discusses the role of HEIs in providing disaster management education, the challenges associated with it, and the way of addressing the challenges through the higher education industry collaboration

    Ten Cities, Four Countries, Five Years: Lessons on the Process of Building Urban Climate Change Resilience

    The Rockefeller Foundation initiated a nine-year Asian Cities Climate Change Resilience Network (ACCCRN) in ten initial cities and four countries1 in 2008. ACCCRN seeks to strengthen the capabilities of cities to plan, finance and implement urban climate change resilience (UCCR) strategies for coping with the inevitable impacts of climate change taking place now, and in the decades to come.The approach also involves capturing details from the various experiences that will be useful to other cities as they realize the critical importance of building resilience to climate change. Although the initiative is ongoing and has expanded to include two more countries and more than 20 additional cities, this brief highlights the key insights we took from analysis of progress in the first ten cities over the first five years and the changes observable thus far

    Capacity Gaps in Post Disaster Waste Management: Case Study in Sri Lanka

    Disaster waste is one of the major consequences aftermath of any disaster, impacts on public and environment, rescue and emergency services, provision of lifeline support and socio-economic recovery of affected areas. Thus, management of wastes created by disasters has become an increasingly important issue to be addressed in responding to a disaster. This chapter intends to present the prevailing gaps in disaster waste management and approaches to minimize the impacts on disaster management at developing countries with special emphasis to Sri Lankan context. Findings revealed that, unavailability of single point responsibility and provisions for disaster waste in existing policies and capacity constraints of the prevailing peace time solid waste management practices as major capacity gaps. Establishment of a regulatory body and enforceable rules and regulations with necessary levels of capacities were identified with seven areas for capacity building for post disaster waste management. The research enabled to attain sustainable post disaster waste management for future resilience

    ANDROID: An Inter-disciplinary Academic Network that Promotes Co-operation and Innovation among European Higher Education to Increase Society's Resilience to Disasters

    Using knowledge, innovation and education to build a culture of safety and resilience at all levels is one of five priorities for action (PFA) that were identified in the Hyogo Framework for Action (HFA). The responsibility for such capacity building resides largely with educators such as higher education institutes, but the complexity of resilience poses a number of challenges. This paper describes ANDROID, an EU funded international partnership of higher education institutes and key actors in disaster resilience, which has been formed to develop innovative European education. ANDROID is based on an inter-disciplinary consortium of partners that comprises scientists from applied, human, social and natural disciplines. ANDROID set out to achieve this aim through a series of inter-linked projects, identified as work packages and led by a sub-group of international partners. This paper describes these projects and highlights key outputs achieved to date: an inter-disciplinary doctoral school; a survey capturing and sharing innovative approaches to inter-disciplinary working; a survey of European education to map teaching and research programmes in disaster resilience; a survey analysing the capacity of European public administrators to address disaster risk; emerging research and teaching concerns in disaster resilience; and, open educational resources

    Building a Socio-technical Perspective of Community Resilience with a Semiotic Approach

    Situated in the diversity and adversity of real-life contexts facing crisis situations, this research aims at boosting the resilience process within communities supported by digital and social technology. In this paper, eight community leaders in different parts of the world are invited to express their issues and wishes regarding the support of technology to face social challenges. Methods and artefacts based on the Organisational Semiotics (OS) and the Socially-Aware computing have been applied to analyse and consolidate this data. By providing both a systemic view of the problem and also leading to the identification of requirements, the analysis evidences some benefits of the OS-based approach to consolidate perspectives from different real-life scenarios towards building a socio-technical solution

    The Implication of Hyogo Framework for Action for Disaster Resilience Education

    The Hyogo Framework for Action (HFA) is the first global strategy to provide a detailed work plan for different sectors and actors to work on disaster risk reduction. Although, the Priority Action 3 of the HFA demand for a global call to governments and others to use knowledge, innovation and education to build a culture of safety and resilience at all levels. Evidence suggests that there are only very few effective initiatives that have been implemented by stakeholders and especially in the higher education sector where the future policy makers and practitioners are trained. This creates a significant challenge as the ten year plan of the HFA is coming to an end in 2015. This paper attempts to view the world in post-HFA and suggested a framework on mapping and integrating disaster risk reduction into formal, informal and non-formal education at policy, practice and community levels. A case study approach was used to examine how the HFA has been embraced into disaster resilience related higher education programme. The study argues that integrating disaster resilience into education is a key factor for reducing the adverse impact of future disasters. The suggested framework provides an insight into current gaps in knowledge, innovation and education and proposes solutions for effective integration of disaster resilience education at all levels
