    Flood Disaster Relief Operation: A Systematic Literature Review

    A flood is natural disaster that often occurs in many regions. Flood has a significant impact on the nature conditions, local communities, and regional economic losses. The flood can happen due to a damaged environmental system; therefore, it needs deeper study and extra effort to prevent it. Thus, an appropriate and right Disaster Relief Operation (DRO) is needed in responding to flood disaster. In this research, 50 articles categorized in "flood disaster relief operation" published in the range 2012 to 2022 have been reviewed. This review is conducted by using the Systematic Literature Review (SLR) method. This study aims to explore and analyze flood DRO. The findings reveal that the flood DRO still has several weaknesses in the current system that should be improved: the lack of an integrated information system, not enough collaboration of the stakeholders, the lateness of information exchange, and unplanned relief operations through the preparation. For further research, it is recommended to implement the proposed system in the relief operations execution

    Team Performance in Flood Emergency Response: A Conceptual Model and Scale Development

    Based on the literature on knowledge integration, social media, and emergency management, the purpose of this paper to present our conceptual model of EM team performance and propose a rigorous approach in scale development and validation it, scale which can be used to assess organizations volunteer and staff work on flood field used social media. This study conceptualizes the construct of EM team performance and generates an initial 39 item EM task scale. Based on the sample data, this study provides an empirical validation of the EMTP constructs and its underlying dimensionality, and develops a generic EMT scale with desirable psychometric properties, including face validity, content validity and pilot testing.This study develops and validates a 30-item EM task scale with 6 constructs (task characteristic, task technology, task technology fit, social media usage, knowledge integration and EM team performance). This study is a pioneering effort to develop and validate EMTP scale and will contribute to the development of knowledge integration literature and add to the repository of rigorous research instruments for researcher’s utilization

    How IT Governance can assist IoT project implementation

    Internet of things (IoT) is considered a key technology for the Industry 4.0 revolution. Information Technology (IT) governance (ITG) is now an increasingly important tool for organizations to align their IT strategy and infrastructures with the organizations’ business objectives. The most adopted ITG framework is COBIT, which defines seven enabler categories. These enablers aim to facilitate the implementation, identification, and management of IT. This research aims to determine, explore, and define which are the most suitable IT governance enablers to assist managers in IoT implementation. The study adopted the Design Science Research methodology, including two systematic literature reviews and a Delphi method to build the artefact. The artefact was demonstrated and evaluated in a real organization. The results indicate that data privacy, data protection, and data analysis are currently the most relevant enablers to consider in an IoT implementation because they increase the efficiency of the solution and enhance data credibility

    The Issues and Challenges of Flood-related Agencies in Malaysia

    Objectives of this study is to identify the real issues and challenges of flood related agencies in Malaysia. By using qualitative thematic analysis, this study found that limited authorities, lack of enforcement power, lack of cooperation among agencies, lack of man-power and assets for logistics, insufficient funding for flood risk management and communication problems are the issues faced by the flood-related agencies.     Data driven decision support systems as a critical success factor for IT-Governance: an application in the financial sector

    IT-Governance has a major impact not only on IT management but also and foremost in the Enterprises performance and control. Business uses IT agility, flexibility and innovation to pursue its objectives and to sustain its strategy. However being it more critical to the business, compliance forces IT on the opposite way of predictability, stability and regulations. Adding the current economical environment and the fact that most of the times IT departments are considered cost centres, IT-Governance decisions become more important and critical. Current IT-Governance research and practise is mainly based on management techniques and principles, leaving a gap for the contribution of information systems to IT-Governance enhancement. This research intends to provide an answer to IT-Governance requirements using Data Driven Decision Support Systems based on dimensional models. This seems a key factor to improve the IT-Governance decision making process. To address this research opportunity we have considered IT-Governance research (Peter Weill), best practises (ITIL), Body of Knowledge (PMBOK) and frameworks (COBIT). Key IT-Governance processes (Change Management, Incident Management, Project Development and Service Desk Management) were studied and key process stakeholders were interviewed. Based on the facts gathered, dimensional models (data marts) were modelled and developed to answer to key improvement requirements on each IT-Governance process. A Unified Dimensional Model (IT-Governance Data warehouse) was materialized. To assess the Unified Dimensional Model, the model was applied in a bank in real working conditions. The resulting model implementation was them assessed against Peter Weill‘s Governance IT Principles.Assessment results revealed that the model satisfies all the IT-Governance Principles. The research project enables to conclude that the success of IT-Governance implementation may be fostered by Data Driven Decision Support Systems implemented using Unified Dimensional Model concepts and based on best practises, frameworks and body of knowledge that enable process oriented, data driven decision support

    IT governance enablers for an efficient IoT implementation

    IoT is considered to be one of the focal points for the 4.0 industry revolution because of the way it is changing the business models of each organization. IT governance is now an increasingly important tool for organizations to align their IT infrastructure with the organization's business objectives. IT governance has been used to help implement new technologies using the best practices such as COBIT, which defines a number of enablers that facilitate the implementation, identification and management of IT. This research aims to explore and define the most suitable enablers for an IoT implementation. These objectives will be achieved through the Design Science Research methodology, which incorporates two literature reviews, a Delphi method and, finally, a semi-structured interview. With a first systematic review of the literature, it was possible to identify the main enablers to implement IoT. Next, the list was improved using the Delphi method, gathering expert opinion. In the Delphi method, the level of agreement was verified to create exclusion criteria and a level of efficiency in each recommendation. Finally, a specialist was interviewed to demonstrate the applicability and validation of the proposed artifact in the various IoT projects implemented by his organization. At the end, a final list of enablers for IoT implementation is provided. The results indicate that data privacy, data protection, and data analysis are currently the best recommendations to be considered in an IoT implementation because they increase the efficiency of the solution and increase the credibility of the data obtained. Future work and limitations are detailed in the end.A IoT é considerada como um dos pontos fulcrais para a revolução da indústria 4.0, devido à maneira como está a alterar os modelos de negócio das organizações. A governação das TI é atualmente uma ferramenta cada vez mais importante para as organizações alinharem a sua infraestrutura tecnológica com os objetivos de negócio da organização. A governação de TI tem sido utilizada para ajudar na implementação de novas tecnologias recorrendo à utilização de boas práticas como por exemplo o COBIT, que define vários enablers que facilitam a implementação, identificação e gestão das TI. Esta investigação visa explorar e definir os enablers mais adequados para uma implementação de IoT. Estes objetivos vão ser alcançados através da metodologia Design Science Research, que incorpora duas revisões de literatura, um método Delphi e por fim uma entrevista semiestruturada. Com uma primeira revisão sistemática da literatura, foi possível identificar os principais enablers para implementar IoT. De seguida, a lista foi melhorada utilizando o método Delphi, recolhendo a opinião de especialistas. No método Delphi, verificou-se o nível de concordância para criar critérios de exclusão e um nível de eficiência em cada recomendação. Finalmente, um especialista foi entrevistado para demonstrar a aplicabilidade e validar o artefacto proposto nos diversos projetos de IoT implementados pela sua organização. No final a lista de enablers para implementar IoT é fornecida. Os resultados indicam que atualmente, a privacidade de dados, a proteção de dados e a análise de dados são as melhores recomendações a serem consideradas numa implementação de IoT, porque aumentam a eficiência da solução e aumentam a credibilidade dos dados obtidos.     EXPLORING THE INFLUENCE OF EXECUTIVE MANAGEMENT DIVERSITY ON IT GOVERNANCE

    As all organizations are attaching more strategic importance to information technology (IT), IT governance has gained researchers’ interest. In fact, a large body of literature focuses on firm-specific or executive management attributes such as leadership as determinants of IT governance. However, it is still relevant to identify other factors influencing IT governance. Since executive management demographics and demographic diversity have an impact on strategic decisions, we explore the influence of executive management diversity on IT governance. Results suggest that IT governance for a high educational-high tenure diversity profile differs significantly from that for a low industry-moderate tenure diversity profile and a high industry-low tenure diversity profile. Furthermore, IT governance structures differ according to executive management diversity profile more than IT governance processes and relational mechanisms

    Mitigating risk through effective information technology operations in local governments : towards a best practice

    Sound IT governance is becoming increasingly important for any public or private organisation. However, based on previous research, it can be argued that local municipalities in South Africa are seemingly struggling to implement sound IT governance practices. As a result, very few municipalities perform strategic IT planning and as many as 80percent of municipalities do not have a Master System Plan (MSP) in place, which is required by law. IT governance and corporate governance are lately viewed as one and no longer as two separate governance disciplines, because computer systems and electronic communication are more important now than ever for the survival of any organisation. Therefore, it is important for municipalities to streamline their efforts towards sound IT governance. There are limitations which are faced by municipalities that limit these efforts. Possibly the biggest contributing factor towards this current municipal IT governance predicament, among others, is the fact that there are very few, if any, guidelines and resources available to municipalities to aid them in implementing proper IT infrastructures, systems and governance procedures. To improve the current state of IT governance in municipalities, better guidelines and procedures are required. This dissertation presents an IT governance framework to meet this aforementioned requirement. It is tailored to the requirements of local municipalities and is based on the international best practice, the Control Objectives for Information and related Technologies (COBIT) and the ISO/IEC 17799 code of practice for information security management. This proposed framework takes into account the Municipal Systems Act (nr 32 of 2000), Municipal Structures Act (nr 117 of 1998) and annual municipal IT audit reports’ requirements. Research was conducted at a district and its underlying, local municipalities to determine the proper IT governance criteria for municipalities. Case studies were performed at the municipalities and consisted of performing literature studies on the available municipal legislation and annual, municipal IT audit reports, conducting COBIT gap analyses, an ISO 17799 analysis, conducting interviews and developing questionnaires and data capturing and presentation tools. The resultant, proposed IT governance framework, titled the IT strategic objective plan (IT-SOP), when implemented by a municipality, should provide a solid governance foundation on which to base its business processes on

    A Framework for Implementing IT Service Management in the Field of Pre-hospital Emergency Management with an Integrated Approach COBIT Maturity Model and ITIL Framework

    Introduction: The purpose of this research is to provide an appropriate framework forimplementing IT management services in the field of pre-hospital emergencies with anintegrated approach of COBIT maturity model and ITIL framework.Methods: In a qualitative part, experts familiar with the field of pre-hospital emergency andinformation technology were purposefully selected. In the quantitative phase of the statisticalcommunity, we included experts in the field of information technology management whoare also experts in the field of emergency, as well as university professors who workedin the field of emergency and senior and middle managers in the field of pre-hospitalemergency entered the community. Considering the limitations of the community and thepurposefulness of the selection of individuals to enter the community, 915 individuals wereselected as a sample. To select a sample in the quantitative section, Morgan table was used.They were selected by simple random method using software. To collect information, wefirst reviewed the texts and articles in the field of ITIL and COBIT and then the extractedcodes in this category were reviewed and an overview of the research was obtained; then,in the qualitative part the interview method and in the quantitative part the researchermadequestionnaire were used. To analyze the data in the qualitative section, we used MAXQDA software to review and categorize the information. Then, in the quantitative section,the researcher-made questionnaire was collected and finally the model was fitted usingconfirmatory factor analysis.Results: In the end, it was concluded that the main components such as management,organization, processes, eyes, size, goals of the organization, staff, monitoring and evaluation,support, organization, information architecture and service delivery and their subcomponentswere the main factors that should be paid special attention in the field of prehospitalemergency management.Conclusion: To be more successful in implementing the organization’s framework, it mustidentify the most important problems and then create a controllable domain to implementservice support processes in the organization. The selected processes should be strongly andclearly supported by the general management of the organization. A codified and specificplan for implementation should be developed. A coordinated and planned approach fordesign, implementation should be specified and after the implementation of the mentionedprocesses. After expressing the output measurement indicators of the processes, the outputsshould be measured and based on the changes that exist, these changes should be consideredand returned to the planning stage to re-formulate the steps
