    Is it really different? Patterns of regionalisation in the post-Soviet Central Asia

    While the regional economic integration encompassing the former Soviet Union (FSU) transpires to be inefficient, there appears to be a stronger interest in regionalism in smaller groups of more homogenous and geographically connected countries of the region, specifically, Central Asia. Using a new dataset, we find that although the economic links between the Central Asian countries are more pronounced than between that of the CIS in several key areas, this advantage has been disappearing fast over the last decade. In addition, the trend of economic integration of Central Asia strongly correlates to that of the CIS in general. Currently Central Asia should be treated as a sub-region of the post-Soviet world rather than a definite integration region.On the other hand, however, we find that Kazakhstan emerges as a new centre for regional integration, which can bear some potential for regionalism in Central Asia, and that there is an increasing trend towards greater economic interconnections with China in Central Asia. --regionalisation,economic integration,post-Soviet space,Central Asia

    Russia's Integration into the World Economy: An Interjurisdictional Competition View

    The aim of the paper is to analyze the problems of RussiaÂŽs integration into the world economy from the point of view of the theory of interjurisdictional competition. It argues, that huge exit-effects in the Russian economy do not lead to increasing quality of institutions and economic policies. In order to explain this situation, the paper focuses on the demand and supply sides of the market for institutions and public policies. Their behavior patterns contribute to the stabilization of the inefficient equilibrium. From the normative point of view, the result of the paper is that RussiaÂŽs integration into the world economy can succeed, only if the political institutions are transformed and centers of private economic power are weakened.Economic integration, Russia, interjurisdictional competition

    Ex ante and ex post institutional convergence: Case of the post-Soviet space

    Abstract: The paper discusses the interaction of ex ante and ex post institutional convergence in the post-Soviet world, i.e. 12 members of the Commonwealth of Independent States. It starts with analysing empirical evidence for institutional convergence in the CIS, and then considers two channels of convergence: institutional competition for mobile capital and ex ante harmonization via interaction in political sphere. In both cases the paper points out potential positive and negative features of the processes from the point of view of institutional transformation. The influence of institutional competition is ambiguous, as both factors of “demand for good institutions” and “demand for bad institutions” influence corporate behaviour. The ex ante harmonization is much less influential and seems to be most successful in preserving semi-authoritarian regimes from potential competitors and therefore supports inefficient equilibrium. Finally, the paper focuses on interaction between ex ante and ex post harmonization, i.e. demand for harmonization from businesses and support of institutional competition environment from the governments. For the governments ex post harmonization could be an attractive way to avoid long and costly bargaining: this factor is probably relevant for the current support of business expansion of Russian corporations by Russian government. For the businesses the situation is more difficult: since historically post- Soviet business did not express significant interest in formal integration (associated with ex ante harmonization), the paper discusses three variables (lobbying, changes in market structure and preferences of the demand side) able to influence their decisions.Institutional convergence, institutional competition, regionalization

    Semantic Integration of Cervical Cancer Data Repositories to Facilitate Multicenter Association Studies: The ASSIST Approach

    The current work addresses the unifi cation of Electronic Health Records related to cervical cancer into a single medical knowledge source, in the context of the EU-funded ASSIST research project. The project aims to facilitate the research for cervical precancer and cancer through a system that virtually unifi es multiple patient record repositories, physically located in different medical centers/hospitals, thus, increasing fl exibility by allowing the formation of study groups “on demand” and by recycling patient records in new studies. To this end, ASSIST uses semantic technologies to translate all medical entities (such as patient examination results, history, habits, genetic profi le) and represent them in a common form, encoded in the ASSIST Cervical Cancer Ontology. The current paper presents the knowledge elicitation approach followed, towards the defi nition and representation of the disease’s medical concepts and rules that constitute the basis for the ASSIST Cervical Cancer Ontology. The proposed approach constitutes a paradigm for semantic integration of heterogeneous clinical data that may be applicable to other biomedical application domains

    Outputs of innovation systems: a European perspective

    This paper focuses upon the performance of innovation systems from an output perspective. On it, we try to characterize some European countries according to seven innovation output indicators in the manufacturing and service sectors. The data are gathered from the Community Innovation Surveys between 1996 and 2006. Innovation performance measurement is considered as increasingly interesting by several scholars during last years. It is also important as basis for the design and implementation of innovation policies as the comparison among countries allows policy failures to be detected.
