A Social Platform for Knowledge Gathering and Exploitation, Towards the Deduction of Inter-enterprise Collaborations

AbstractSeveral standards have been defined for enhancing the efficiency of B2B web-supported collaboration. However, they suffer from the lack of a general semantic representation, which leaves aside the promise of deducing automatically the inter-enterprise business processes. To achieve the automatic deduction, this paper presents a social platform, which aims at acquiring knowledge from users and linking the acquired knowledge with the one maintained on the platform. Based on this linkage, this platform aims at deducing automatically cross-organizational business processes (i.e. selection of partners and sequencing of their activities) to fulfill any opportunity of collaboration

Towards the new generation of web knowledge

Purpose - As the web evolves its purpose and nature of its use are changing. The purpose of the paper is to investigate whether the web can provide for the competing stakeholders, who are similarly evolving and who increasingly see it as a significant part of their business. Design/methodology/approach - The paper adopts an exploratory and reviewing approach to the emerging trends and patterns emanating from the web's changing use and explores the underpinning technologies and tools that facilitate this use and access. It examines the future and potential of web-based knowledge management (KM) and reviews the emerging web trends, tools, and enabling technologies that will provide the infrastructure of the next generation web. Findings - The research carried out provides an independent framework for the capturing, accessing and distributing of web knowledge. This framework retains the semantic mark-up, a feature that we deem indispensable for the future of KM, employing web ontologies to structure organisational knowledge and semantic text processing for the extraction of knowledge from web sites. Practical implications - As a result it was possible to identify the implications of integrating the two aspects of web-based KM, namely the business-organisational-users' perspective and that of the enabling web technologies. Originality/value - The proposed framework accommodates the collaborative tools and services offered by Web 2.0, acknowledging the fact that knowledge-based systems are shared, dynamic, evolving resources, whose underlying knowledge model requires careful management due to its constant changing

Adopting the digital platform model for citizen services - proposed waves towards a government platform organization

Following the rise of digital platform models, governments also start deploying this model for certain citizen services such as employment, education, care, health, or social services. This paper presents an exploratory case study of VDAB, Flanders’ (BE) regional government agency for labour services and its journey in adopting a platform model for employment services to citizens. Research suggests a new wave of e-government evolution focusing on digital platform technology adoption and ecosystems to deliver citizen services. We observed the need for VDAB to adapt its IT governance approach as a critical driver for success. We come up with a suggested roadmap to describe VDAB\u27s transition to a platform organization, linked to the waves of e-government evolution. We reflect on this using extant IT governance literature. Further research will focus on how governance of government platform models can be organized and what governance mechanisms can be employed for success
