A call for resilience index for health and social systems in Africa
This repository item contains a single issue of Issues in Brief, a series of policy briefs that began publishing in 2008 by the Boston University Frederick S. Pardee Center for the Study of the Longer-Range Future. This paper is part of the Africa 2060 Project, a Pardee Center program of research, publications and symposia exploring African futures in various aspects related to development on continental and regional scales. The views expressed in this paper are strictly those of the author and should not be assumed to represent the views of the Frederick S. Design Matters : CBNRM and Democratic Innovation
Community-based natural resource management (CBRNM) aims to realize sustainable management of resources and improvements in livelihood. A central focus is the empowerment of indigenous and local communities through customary or devolved rights to common pool resources. Less attention is given to the extent to which inclusive forms of governance are realized in CBNRM. Democratic innovations are institutions designed explicitly to increase and deepen citizen participation in political decision-making. A number of exemplary cases around the world provide evidence that it is possible to empower citizens in ways that are inclusive and achieve desirable outcomes such as redistribution, recognition of marginalized groups, and improved livelihoods. By clarifying elements of the design of democratic innovations - in particular goods, tasks, mechanisms, and co-design - it is possible to understand how effective forms of participatory governance can be crafted. With careful attention to the endogenous practices of indigenous and local communities and the governance structures imposed by public authorities, CBNRM practitioners can draw on these elements of democratic design to craft forms of inclusive participatory governance that promote sustainable management of resources and improve livelihoods. A program of collaboration between CBNRM and democratic innovations practitioners will contribute to improvements amongst both communities of practice and the communities they serve
The Future Evolution of Consciousness
ABSTRACT. What potential exists for improvements in the functioning of consciousness? The paper addresses this issue using global workspace theory. According to this model, the prime function of consciousness is to develop novel adaptive responses. Consciousness does this by putting together new combinations of knowledge, skills and other disparate resources that are recruited from throughout the brain. The paperâs search for potential improvements in the functioning of consciousness draws on studies of the shift during human development from the use of implicit knowledge to the use of explicit (declarative) knowledge. These studies show that the ability of consciousness to adapt a particular domain improves significantly as the transition to the use of declarative knowledge occurs in that domain. However, this potential for consciousness to enhance adaptability has not yet been realised to any extent in relation to consciousness itself. The paper assesses the potential for adaptability to be improved by the conscious adaptation of key processes that constitute consciousness. A number of sources (including the practices of religious and contemplative traditions) are drawn on to investigate how this potential might be realised
Tackling concentrated worklessness: integrating governance and policy across and within spatial scales
Spatial concentrations of worklessness remained a key characteristic of labour markets in advanced industrial economies, even during the period of decline in aggregate levels of unemployment and economic inactivity evident from the late 1990s to the economic downturn in 2008. The failure of certain localities to benefit from wider improvements in regional and national labour markets points to a lack of effectiveness in adopted policy approaches, not least in relation to the governance arrangements and policy delivery mechanisms that seek to integrate residents of deprived areas into wider local labour markets. Through analysis of practice in the British context, we explore the difficulties of integrating economic and social policy agendas within and across spatial scales to tackle problems of concentrated worklessness. We present analysis of a number of selected case studies aimed at reducing localised worklessness and identify the possibilities and constraints for effective action given existing governance arrangements and policy priorities to promote economic competitiveness and inclusion
Shifting Directions: Conceiving, Implementing, and Navigating the Inherent Complexities of Student Recruitment Customer/Constituent Relationship Management (CRM) Systems within Higher Education
A Constituent (often and typically referenced as Customer) Relationship Management (CRM) system is utilized within organizations whose focus is on customer development and service. A CRM is both an organizational approach involving significant human and system processes, as well as a technological intervention. Typically, CRMs have been implemented within commercial enterprises, specifically those operations with direct contact with customers or consumers, possibly as endâusers of products, or even middleâsales operators such as wholesalers and governmental agencies. Over the past number of decades, higher education institutions in Canada have developed strategic and tactical plans to more fully respond to the changing conditions of the prospective student marketplace, both domestically as well as internationally. Student engagementâfocused CRM systems are strategic in orientation meant to positively affect student application and subsequent program enrolment. This document describes a change intervention at a large, researchâintensive Canadian university and articulates the various factors that would influence the conception, development, communication, and implementation of a coordinated student recruitment CRM platform. Through the lenses of an Adaptive Leadership model and the Path-Goal Leadership Theory and framed by paradigms based on Lewinâs (1951) Stage Theory of Change and systems modelling, this Organizational Improvement Plan (OIP) will trace my own leadership influence upon this initiative and will seek to move from theory to practice the strategies and tactics required for implementation
Randomised controlled trials of complex interventions and large-scale transformation of services
Complex interventions and large-scale transformations of services are necessary to meet the health-care challenges of the 21st century. However, the evaluation of these types of interventions is challenging and requires methodological development.
Innovations such as cluster randomised controlled trials, stepped-wedge designs, and non-randomised evaluations provide options to meet the needs of decision-makers. Adoption of theory and logic models can help clarify causal assumptions, and process evaluation can assist in understanding delivery in context. Issues of implementation must also be considered throughout intervention design and evaluation to ensure that results can be scaled for population benefit. Relevance requires evaluations conducted under real-world conditions, which in turn requires a pragmatic attitude to design. The increasing complexity of interventions and evaluations threatens the ability of researchers to meet the needs of decision-makers for rapid results. Improvements in efficiency are thus crucial, with electronic health records offering significant potential

Capacity and tendency: A neuroscientific framework for the study of emotion regulation.
It is widely accepted that the ability to effectively regulate one's emotions is a cornerstone of physical and mental health. As such, it should come as no surprise that the number of neuroimaging studies focused on emotion regulation and associated processes has increased exponentially in the past decade. To date, neuroimaging research on this topic has examined two distinct but complementary features of emotion regulation - the capacity to effectively utilize a strategy to regulate emotion and to a lesser extent, the tendency to choose to regulate. However, theoretical accounts of emotion regulation have only recently begun to distinguish capacity from tendency. In the present review, we provide a novel framework for conceptualizing these two intertwined, yet distinct, facets of emotion regulation. First we characterize brain regions that support emotion generation and are thus targeted by emotion regulation. Next, we synthesize findings from the dozens of neuroimaging studies that have examined emotion regulation capacity, focusing in particular on the most commonly studied emotion regulation strategy - reappraisal. Finally, we discuss emerging neuroimaging research examining state and trait regulatory tendencies. We conclude by integrating findings from neuroimaging research on emotion regulation capacity and tendency and suggest ways that this integrated model can inform basic and translational neuroscientific research on emotion regulation
