    "Open Innovation" and "Triple Helix" Models of Innovation: Can Synergy in Innovation Systems Be Measured?

    The model of "Open Innovations" (OI) can be compared with the "Triple Helix of University-Industry-Government Relations" (TH) as attempts to find surplus value in bringing industrial innovation closer to public R&D. Whereas the firm is central in the model of OI, the TH adds multi-centeredness: in addition to firms, universities and (e.g., regional) governments can take leading roles in innovation eco-systems. In addition to the (transversal) technology transfer at each moment of time, one can focus on the dynamics in the feedback loops. Under specifiable conditions, feedback loops can be turned into feedforward ones that drive innovation eco-systems towards self-organization and the auto-catalytic generation of new options. The generation of options can be more important than historical realizations ("best practices") for the longer-term viability of knowledge-based innovation systems. A system without sufficient options, for example, is locked-in. The generation of redundancy -- the Triple Helix indicator -- can be used as a measure of unrealized but technologically feasible options given a historical configuration. Different coordination mechanisms (markets, policies, knowledge) provide different perspectives on the same information and thus generate redundancy.     The goal of this paper is to investigate the transition towards a bio-based economy as part of a broader sustainable transition in Europe. To analyse the challenges and opportunities associated with the bio-based economy, we applied the Strategic Niche Management approach to investigate the drivers that boost the emergence of the bio-based economy, the factors hindering it, as well as institutional changes which are at the base of the socio-technological transition. Although considered as just one piece of the sustainability puzzle, the bio-based economy behaves as a socio-technical system on its own, providing valuable hints on systemic transitions

    Has the German reunification strengthened Germanys national innovation system? : Triple Helix dynamics of Germanys innovation system

    This paper investigates whether the German reunification strengthened the countrys national innovation system, using the Triple Helix model. In particular, it assesses the various dimensions of the innovation system by analyzing co-authorship networks from 1973 to 2014. Despite the series of policies promoting collaboration between the two regions and the rise in the number of regional collaborations and in the number of papers, the results show that the national innovation system of Germany has worsened since the reunification in 1990, and the role of government is critical in encouraging collaboration. Finally, this paper uses survey data on the type of Triple Helix configuration that actually occurred in East Germany as a robustness check

    Quintuple Helix Innovation Model for the European Union Defense Industry An Empirical Research

    : The European defense industry is undergoing profound upheavals, and traditional innovation models may no longer be adequate. For this reason, further investigation is needed to know if the triple helix (TH) is suitable for one of the most influential industries in the world. If not suitable, it is necessary to identify which type of n-helices are appropriate. This article follows an embedded case study research strategy that uses several sources of data collection such as interviews with active-duty military personnel, scholars, the defense industry, and interagency professionals. Field notes and official documentation were also collected for corroboration and triangulation purposes. The results showed that the defense industry is increasingly globalized, leaving the national sphere and weakening the action and participation of European Union governments. This research resulted in the design of a quintuple helix innovation model for the defense industry, which was based on a TH combined with technology and the natural environment. We concluded that the traditional TH may not be adequate for the entry of new supranational players and that political contributions are subject to a further response by the European states.     The Evolutionary Dynamics of Discursive Knowledge

    This open access book addresses three themes which have been central to Leydesdorff's research: (1) the dynamics of science, technology, and innovation; (2) the scientometric operationalization of these concept; and (3) the elaboration in terms of a Triple Helix of university-industry-government relations. In this study, I discuss the relations among these themes. Using Luhmann's social-systems theory for modelling meaning processing and Shannon's theory for information processing, I show that synergy can add new options to an innovation system as redundancy. The capacity to develop new options is more important for innovation than past performance. Entertaining a model of possible future states makes a knowledge-based system increasingly anticipatory. The trade-off between the incursion of future states on the historical developments can be measured using the Triple-Helix synergy indicator. This is shown, for example, for the Italian national and regional systems of innovation

We present a systematic review of the research on both fields. We consider not only logics from agency theory and resource-based view, but also the dynamic approach from institutional theory, as they aim to generate sustainable economic and social value. The evolution of Knowledge Transfer Offices depends on their role as brokers of collaborations among different stakeholders, according to their mission and capacity to confront the innovation gap.     Interactions Between University-Company-Government and the Entrepreneurial Ecosystems: Systematic Literature Review

    This research aimed to analyze how scientific and technological publications have characterized, in the last ten years, the interaction between university, business, government and entrepreneurial ecosystems for innovation. Therefore, a research was carried out whose objective was bibliographical in nature, with a qualitative, descriptive approach, covering the period from 2011 to the first quarter of 2021, using, for this purpose, the databases ScienceDirect and Scopus. Then, the results found were analyzed using the My-SAE and VOSViewer software. The results showed that there is a predominance of studies on university entrepreneurship and how the dissemination of knowledge learned in universities contributes to the sustainable development of entrepreneurial ecosystems through the emergence of new entrepreneurial agents.     Mapping the Spatial Integration of Motorised and Non-Motorised Transport Infrastructures: a Case Study of the City of Johannesburg

    Several developments that are tailored towards the improvement of transport integration, particularly public transport systems have been taking place in most cities of the developing world such as City of Johannesburg. Improvement of public transport integration begins with involving the all-inclusive transportation chain instead of only focusing on one part of the journey, by facilitating spatial integration between diverse transport modalities (for instance the bus, walking and cycling) to allow for a multiplicity in travel opportunities. Using an exploratory research design that involves an empirical enquiry to gather and analysed spatial and quantitative infromation, this paper presents the extent of spatial integration of non-motorised and motorised public transport infrastructures within the City of Johannesburg. The crowd-sourced datasets derived from the geolocation based mobile application Strava were used in this study. The datasets illutsrate the spatial and temporal coverage of motorised and non-motorised pattens and trends in Johannesburg. Geographic Information Application (ArcGIS) was used to analyse and visualise the geographical location of the motorised and non-motorised public transport in the City of Johannesburg.Results demostrate that the public transport interchange hub of the City of Johannesburg, the Park Station is the most integrated hub that serviced by both motorised and non-motorised; and public transport commuters at the station switch from one mode to another mode of public transport smoothly at a short walking distance. Although, the results further reveal that the most of motorised and non-motorised networks are not integrated; thus affects the effectiveness and conveniently switch from either motorised to non-motorised public transport or non-motorised to motorised public transport. There is therefore limited to no sharing of infrastructure between commuting, cycling and walking in the city. The paper recommends holistic approaches in planning and development of both commuting, cycling and walking infrastructures that areconnected to promote convenience and efficiency of public transport systems
