State of the art 2015: a literature review of social media intelligence capabilities for counter-terrorism
Overview
This paper is a review of how information and insight can be drawn from open social media sources. It focuses on the specific research techniques that have emerged, the capabilities they provide, the possible insights they offer, and the ethical and legal questions they raise. These techniques are considered relevant and valuable in so far as they can help to maintain public safety by preventing terrorism, preparing for it, protecting the public from it and pursuing its perpetrators. The report also considers how far this can be achieved against the backdrop of radically changing technology and public attitudes towards surveillance. This is an updated version of a 2013 report paper on the same subject, State of the Art. Since 2013, there have been significant changes in social media, how it is used by terrorist groups, and the methods being developed to make sense of it.
The paper is structured as follows:
Part 1 is an overview of social media use, focused on how it is used by groups of interest to those involved in counter-terrorism. This includes new sections on trends of social media platforms; and a new section on Islamic State (IS).
Part 2 provides an introduction to the key approaches of social media intelligence (henceforth âSOCMINTâ) for counter-terrorism.
Part 3 sets out a series of SOCMINT techniques. For each technique a series of capabilities and insights are considered, the validity and reliability of the method is considered, and how they might be applied to counter-terrorism work explored.
Part 4 outlines a number of important legal, ethical and practical considerations when undertaking SOCMINT work
Minds Online: The Interface between Web Science, Cognitive Science, and the Philosophy of Mind
Alongside existing research into the social, political and economic impacts of the Web, there is a need to study the Web from a cognitive and epistemic perspective. This is particularly so as new and emerging technologies alter the nature of our interactive engagements with the Web, transforming the extent to which our thoughts and actions are shaped by the online environment. Situated and ecological approaches to cognition are relevant to understanding the cognitive significance of the Web because of the emphasis they place on forces and factors that reside at the level of agentâworld interactions. In particular, by adopting a situated or ecological approach to cognition, we are able to assess the significance of the Web from the perspective of research into embodied, extended, embedded, social and collective cognition. The results of this analysis help to reshape the interdisciplinary configuration of Web Science, expanding its theoretical and empirical remit to include the disciplines of both cognitive science and the philosophy of mind
Values-Based Network Leadership in an Interconnected World
This paper describes values-based network leadership conceptually aligned to systems science, principles of networks, moral and ethical development, and connectivism. Values-based network leadership places importance on a leader\u27s repertoire of skills for stewarding a culture of purpose and calling among distributed teams in a globally interconnected world. Values-based network leadership is applicable for any leader needing to align interdependent effort by networks of teams operating across virtual and physical environments to achieve a collective purpose. An open-learning ecosystem is also described to help leaders address the development of strengths associated with building trust and relationships across networks of teams, aligned under a higher purpose and calling, possessing moral fiber, resilient in the face of complexity, reflectively competent to adapt as interconnected efforts evolve and change within multicultural environments, and able to figure out new ways to do something never done before
The Jiminy Advisor: Moral Agreements Among Stakeholders Based on Norms and Argumentation
An autonomous system is constructed by a manufacturer, operates in a society
subject to norms and laws, and is interacting with end users. All of these
actors are stakeholders affected by the behavior of the autonomous system. We
address the challenge of how the ethical views of such stakeholders can be
integrated in the behavior of the autonomous system. We propose an ethical
recommendation component, which we call Jiminy, that uses techniques from
normative systems and formal argumentation to reach moral agreements among
stakeholders. Jiminy represents the ethical views of each stakeholder by using
normative systems, and has three ways of resolving moral dilemmas involving the
opinions of the stakeholders. First, Jiminy considers how the arguments of the
stakeholders relate to one another, which may already resolve the dilemma.
Secondly, Jiminy combines the normative systems of the stakeholders such that
the combined expertise of the stakeholders may resolve the dilemma. Thirdly,
and only if these two other methods have failed, Jiminy uses context-sensitive
rules to decide which of the stakeholders take preference. At the abstract
level, these three methods are characterized by the addition of arguments, the
addition of attacks among arguments, and the removal of attacks among
arguments. We show how Jiminy can be used not only for ethical reasoning and
collaborative decision making, but also for providing explanations about
ethical behavior
Cryptocurrency with a Conscience: Using Artificial Intelligence to Develop Money that Advances Human Ethical Values
Cryptocurrencies like Bitcoin are offering new avenues for economic empowerment
to individuals around the world. However, they also provide a powerful tool that
facilitates criminal activities such as human trafficking and illegal weapons sales
that cause great harm to individuals and communities. Cryptocurrency advocates
have argued that the ethical dimensions of cryptocurrency are not qualitatively new,
insofar as money has always been understood as a passive instrument that lacks
ethical values and can be used for good or ill purposes. In this paper, we challenge
such a presumption that money must be âvalue-neutral.â Building on advances in
artificial intelligence, cryptography, and machine ethics, we argue that it is possible
to design artificially intelligent cryptocurrencies that are not ethically neutral but
which autonomously regulate their own use in a way that reflects the ethical values
of particular human beings â or even entire human societies. We propose a technological framework for such cryptocurrencies and then analyse the legal, ethical, and
economic implications of their use. Finally, we suggest that the development of
cryptocurrencies possessing ethical as well as monetary value can provide human
beings with a new economic means of positively influencing the ethos and values
of their societies
Health literacy practices in social virtual worlds and the influence on health behaviour
This study explored how health information accessed via a 3D social virtual world and the representation of âselfâ through the use of an avatar impact physical world health behaviour.
In-depth interviews were conducted in a sample of 25 people, across 10 countries, who accessed health information in a virtual world (VW): 12 females and 13 males. Interviews were audio-recorded via private in-world voice chat or via private instant message. Thematic analysis was used to analyse the data.
The social skills and practices evidenced demonstrate how the collective knowledge and skills of communities in VWs can influence improvements in individual and community health literacy through a distributed model. The findings offer support for moving away from the idea of health literacy as a set of skills which reside within an individual to a sociocultural model of health literacy. Social VWs can offer a place where people can access health information in multiple formats through the use of an avatar, which can influence changes in behaviour in the physical world and the VW. This can lead to an improvement in social skills and health literacy practices and represents a social model of health literacy
When situativity meets objectivity in peer-production of knowledge:the case of the WikiRate platform
PurposeThe purpose of this paper is to further the debate on Knowledge Artefacts (KAs), by presenting the design of WikiRate, a Collective Awareness platform whose goal is to support a wider public contributing to the generation of knowledge on environmental, social and governance (ESG) performance of companies.Design/methodology/approachThe material presented in the paper comes from the first-hand experience of the authors as part of the WikiRate design team. This material is reflexively discussed using concepts from the field of science and technology studies.FindingsUsing the concept of the âfunnel of interestâ, the authors discuss how the design of a KA like WikiRate relies on the designersâ capacity to translate general statements into particular design solutions. The authors also show how this funnelling helps understanding the interplay between situativity and objectivity in a KA. The authors show how WikiRate is a peer-production platform based on situativity, which requires a robust level of objectivity for producing reliable knowledge about the ESG performance of companies.Originality/valueThis paper furthers the debate on KAs. It presents a relevant design example and offers in the discussion a set of design and community building recommendations to practitioners
Mapping wisdom as a complex adaptive system
This is the second of two papers concerning wisdom as an ecosystem appearing in sequential editions of Management & Marketing journal. The notion of wisdom as an ecosystem, or "the wisdom ecology", builds on work by Hays (2007) who first identified wisdom as an organisational construct and proposed a dynamic model of it. The centrepiece of this and its former companion paper is a relationship map of the Wisdom Ecosystem (the Causal Loop Diagram at Figure 1). The first paper, "The Ecology of Wisdom", introduced readers to the topics of wisdom and complex adaptive systems, and presented a dynamic model of the Wisdom Ecosystem. This second paper discusses systems dynamics modelling (mapping systems) and covers the Wisdom Ecosystem model in detail. It describes the four domains, or subsystems, of the Wisdom Ecosystem, Dialogue, Communal Mind, Collective Intelligence, and Wisdom, and walks readers through the model, exploring each of its 25 elements in turn. It examines the relationships amongst system elements and illuminates important aspects of systems function, providing a rare tutorial on developing and using Causal Loop Diagrams.Causal Loop Diagramming, Complexity, Dialogue, Organisational Learning, Systems Dynamics, Wisdom.
