E-Government evaluation factors: Citizenâs perspective
The e-government field is growing to a considerable size, both in its contents and position with respect to other research fields. The government to citizen segment of egovernment is taking the lead in terms of its importance and size. Like the evaluation of all other information systems initiatives, the evaluation of egovernments in both theory and practice has proved to be important but complex. The complexity of evaluation is mostly due to the multiple perspectives involved, the difficulties of quantifying benefits, and the social and technical context of use. The importance of e-government evaluation is due to the enormous investment of governments on delivering e-government services, and to the considerable pace of growing in the e-government field. However, despite the importance of the evaluation of e-government services, literature shows that e-government evaluation is still an immature area in terms of development and management. This work is part of a research effort that aims to develop a holistic evaluation framework for e-government systems. The main aim of this paper is to investigate the citizenâ perspective in evaluating e-government services, and present a set of evaluating factors that influence citizensâ utilization of e-government services. These evaluation factors can serve as part of an e-government evaluation framework. Moreover, the evaluation factors can also be used as means of providing valuable feedback for the planning of future egovernment initiatives
Control responsibility : the discursive construction of privacy, teens, and Facebook in Flemish newspapers
This study explores the discursive construction of online privacy through a critical discourse analysis of Flemish newspapers' coverage of privacy, teens, and Facebook between 2007 and 2018 to determine what representation of (young) users the papers articulate. A privacy-as-control discourse is dominant and complemented by two other discourses: that of the unconcerned and reckless teenager and that of the promise of media literacy. Combined, these discourses form an authoritative language on privacy that we call "control responsibility." Control responsibility presents privacy as an individual responsibility that can be controlled and needs to be learned by young users. We argue that the discourses contribute to a neoliberal rationality and have a disciplinary effect that strengthens various forms of responsibilization
Governance and information governance: some ethical considerations within an expanding information society
Governance and information governance ought to be an integral part of any government or
organisations information and business strategy. More than ever before information and
knowledge can be produced, exchanged, shared and communicated through many different
mediums. Whilst sharing information and knowledge provides many benefits it also provides
many challenges and risks to governments, global organisations and the individual citizen.
Information governance is one element of a governance and compliance programme, but an
increasingly important one, because many regulations apply to how information is managed
and protected from theft and abuse, much of which resides with external agencies usually
outside the control of the individual citizen. This paper explores some of the compliance and
quality issues within governance and information governance including those ethical
concerns as related to individual citizens and multiple stakeholders engaged directly or
indirectly in the governance process
A qualitative study of stakeholders' perspectives on the social network service environment
Over two billion people are using the Internet at present, assisted by the mediating activities of software agents which deal with the diversity and complexity of information. There are, however, ethical issues due to the monitoring-and-surveillance, data mining and autonomous nature of software agents. Considering the context, this study aims to comprehend stakeholders' perspectives on the social network service environment in order to identify the main considerations for the design of software agents in social network services in the near future. Twenty-one stakeholders, belonging to three key stakeholder groups, were recruited using a purposive sampling strategy for unstandardised semi-structured e-mail interviews. The interview data were analysed using a qualitative content analysis method. It was possible to identify three main considerations for the design of software agents in social network services, which were classified into the following categories: comprehensive understanding of users' perception of privacy, user type recognition algorithms for software agent development and existing software agents enhancement
Lex Informatica: The Formulation of Information Policy Rules through Technology
Historically, law and government regulation have established default rules for information policy, including constitutional rules on freedom of expression and statutory rights of ownership of information. This Article will show that for network environments and the Information Society, however, law and government regulation are not the only source of rule-making. Technological capabilities and system design choices impose rules on participants. The creation and implementation of information policy are embedded in network designs and standards as well as in system configurations. Even user preferences and technical choices create overarching, local default rules. This Article argues, in essence, that the set of rules for information flows imposed by technology and communication networks form a âLex Informaticaâ that policymakers must understand, consciously recognize, and encourage
