    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    BUILDING THE NEXT GENERATION OF CYBER SECURITY PROFESSIONALS

    Cyber security is an area of strategic and policy interest to governments and enterprises globally, which results in an increase in the demand for cyber security professionals. However, there is a lack of education based on sound theories, standards and practices. In this paper, we adapted the Situational Crime Prevention Theory and the NICE National Cybersecurity Workforce Framework in the design and delivery of our courses, particularly in the Cyber Security Exercise (CSE) which forms an integral part of the courses. The CSE is an attack/defence environment where students are grouped and given a virtual machine with which to host a number of services (e.g. HTTP(S), FTP and SSH) for access by other groups. The CSE is designed to mirror real-world environments where the studentsÂŽ skills will be applied. An overview of the CSE architecture was also provided for readers interested in replicating the exercise in their institutions. Based on student assessment and feedback, we found that our approach was useful in transferring theoretical knowledge to practical skills suitable for the cyber security workforce

    Sharing the vision:representing the matters of concern for design-led fledgling companies in Scotland

    Design is being performed on an ever-increasing spectrum of complex practices arising in response to emerging markets and technologies, co-design, digital interaction, service design and cultures of innovation. This emerging notion of design has led to an expansive array of collaborative and facilitation skills to demonstrate and share how such methods can shape innovation. The meaning of these design things in practice can't be taken for granted as matters of fact, which raises a key challenge for design to represent its role through the contradictory nature of matters of concern. This paper explores an innovative, object-oriented approach within the field of design research, visually combining an actor-network theory framework with situational analysis, to report on the role of design for fledgling companies in Scotland, established and funded through the knowledge exchange hub Design in Action (DiA). Key findings and visual maps are presented from reflective discussions with actors from a selection of the businesses within DiA's portfolio. The suggestion is that any notions of strategic value, of engendering meaningful change, of sharing the vision of design, through design things, should be grounded in the reflexive interpretations of matters of concern that emerge

    The Fault Is Not in Our Stars: Avoiding an Arms Race in Outer Space

    The world is on the precipice of a new arms race in outer space, as China, Russia, the United States, and others undertake dramatic new initiatives in anti-satellite weaponry. These accelerated competitive efforts at space control are highly destabilizing because developed societies have come to depend so heavily upon satellite services to support the entire civilian economy and the modern military apparatus; any significant threat or disruption in the availability of space assets would be massively, and possibly permanently, disruptive. International law regarding outer space developed with remarkable rapidity in the early years of the Space Age, but the process of formulating additional treaties and norms for space has broken down over the past several decades; no additional legal instruments have emerged that could cope with today’s rising threats. This Article therefore proposes three initiatives. Although none of them can suffice to solve the emerging problems, they could, perhaps, provide additional diplomacy, reinvigorating the prospects for rapprochement in space. Importantly, each of these three ideas has deep roots in other sectors of arms control, where they have served both to restore a measure of stability and to catalyze even more ambitious agreements in the longer term. The first proposal is for a declaratory regime of “no first use” of specified space weapons; this would do little to directly alter states’ capabilities for space warfare, but could serve as a “confidence-building measure,” to temper their most provocative rhetoric and practices. The second concept is a “limited test ban,” to interdict the most dangerous debris-creating developmental tests of new space weapons. Third is a suggestion for shared “space situational awareness,” which would create an international apparatus enabling all participants to enjoy the benefits of greater transparency, reducing the possibilities for secret malign or negligent behavior. In each instance, the Article describes the proposal and its variations, assesses its possible contributions to space security, and displays the key precedents from other arms-control successes. The Article concludes by calling for additional, further-reaching space diplomacy, in the hope that these relatively modest initial measures could provoke more robust subsequent negotiations

    Method Engineering as Design Science

    In this paper, we motivate, devise, demonstrate, and evaluate an approach for the research-based development of information systems development methods (ISDMs). This approach, termed “method engineering as design science” (ME-DS), emerged from the identified need for scholars to develop ISDMs using proper research methods that meet the standards of both rigor and relevance. ISDMs occupy a position of central importance to information systems development and scholars have therefore invested extensive resources over the years in developing such methods. The method engineering (ME) discipline has developed different frameworks and methods to guide such development work and, for that purpose, they are well-suited. Still, there remains a need for applications and evaluations of ISDMs based on the demands for knowledge justification. Unfortunately, in many cases, scholars come up short with regard to how ISDMs are generated and empirically validated. While design science (DS) stresses knowledge justification, prominent DS approaches seem to be biased toward the development of IT artifacts, making this approach ill-suited for the development of method artifacts. We therefore propose eight principles that marry ME and DS, resulting in a process model with six activities to support research-based development of ISDMs. We demonstrate and evaluate ME-DS by assessing three existing research papers that propose ISDMs. These retrospectives show how ME-DS directs attention to certain aspects of the research process and provides support for future ISDM development

Whatever the case, the word is now synonymous with any hierarchical system of classification that orders domains of inquiry into groups and signifies natural relationships among these. (A taxonomic scheme is often depicted as a “tree” and individual taxonomic units as “branches” in the tree.) Almost anything can be classified according to some taxonomic scheme.     Scenarios for the development of smart grids in the UK: literature review

    Smart grids are expected to play a central role in any transition to a low-carbon energy future, and much research is currently underway on practically every area of smart grids. However, it is evident that even basic aspects such as theoretical and operational definitions, are yet to be agreed upon and be clearly defined. Some aspects (efficient management of supply, including intermittent supply, two-way communication between the producer and user of electricity, use of IT technology to respond to and manage demand, and ensuring safe and secure electricity distribution) are more commonly accepted than others (such as smart meters) in defining what comprises a smart grid. It is clear that smart grid developments enjoy political and financial support both at UK and EU levels, and from the majority of related industries. The reasons for this vary and include the hope that smart grids will facilitate the achievement of carbon reduction targets, create new employment opportunities, and reduce costs relevant to energy generation (fewer power stations) and distribution (fewer losses and better stability). However, smart grid development depends on additional factors, beyond the energy industry. These relate to issues of public acceptability of relevant technologies and associated risks (e.g. data safety, privacy, cyber security), pricing, competition, and regulation; implying the involvement of a wide range of players such as the industry, regulators and consumers. The above constitute a complex set of variables and actors, and interactions between them. In order to best explore ways of possible deployment of smart grids, the use of scenarios is most adequate, as they can incorporate several parameters and variables into a coherent storyline. Scenarios have been previously used in the context of smart grids, but have traditionally focused on factors such as economic growth or policy evolution. Important additional socio-technical aspects of smart grids emerge from the literature review in this report and therefore need to be incorporated in our scenarios. These can be grouped into four (interlinked) main categories: supply side aspects, demand side aspects, policy and regulation, and technical aspects.
