    Utilization of Crowdsourced Maps in Catastrophic Disasters

    Crowdsourced data, the collective messages from citizens through social media like Twitter® or Facebook®, have been increasingly recognized as a vital information source in a catastrophic disaster. Because there is often insufficient emergency personnel to gather situational information during a big disaster, the crowdsourced data can offer a supplemental means for data collection or dissemination immediately after the disaster. In addition, crowdsourced maps can empower citizens with their involvement. In the Haiti earthquake of 2010, crowdsourced data was first used to create a web map application to aid the humanitarian effort. With some success in Haiti, these crowdsourced maps have since been created for other disasters in many countries. However, although the crowdsourced map showed great potential, it also revealed a major shortcoming: most first responders did not use the crowdsourced map. This thesis addresses the issues associated with using crowdsourced maps in the responder community and seeks a possible solution for increasing utilization by first responders during catastrophic disasters. Citizen messages from the Japan earthquake of 2011 were analyzed and filtered by categories best suited for responders. Then, considering the technological difficulties experienced immediately following the disaster, the best communication means were explored to complete two-way communication between responders and citizens

    Citizen science and crowdsourcing for Earth observations: An analysis of stakeholder opinions on the present and future

    The impact of Crowdsourcing and citizen science activities on academia, businesses, governance and society has been enormous. This is more prevalent today with citizens and communities collaborating with organizations, businesses and authorities to contribute in a variety of manners, starting from mere data providers to being key stakeholders in various decision-making processes. The “Crowdsourcing for observations from Satellites” project is a recently concluded study supported by demonstration projects funded by European Space Agency (ESA). The objective of the project was to investigate the different facets of how crowdsourcing and citizen science impact upon the validation, use and enhancement of Observations from Satellites (OS) products and services. This paper presents our findings in a stakeholder analysis activity involving participants who are experts in crowdsourcing, citizen science for Earth Observations. The activity identified three critical areas that needs attention by the community as well as provides suggestions to potentially help in addressing some of the challenges identified

    Developing a Framework for Stigmergic Human Collaboration with Technology Tools: Cases in Emergency Response

    Information and Communications Technologies (ICTs), particularly social media and geographic information systems (GIS), have become a transformational force in emergency response. Social media enables ad hoc collaboration, providing timely, useful information dissemination and sharing, and helping to overcome limitations of time and place. Geographic information systems increase the level of situation awareness, serving geospatial data using interactive maps, animations, and computer generated imagery derived from sophisticated global remote sensing systems. Digital workspaces bring these technologies together and contribute to meeting ad hoc and formal emergency response challenges through their affordances of situation awareness and mass collaboration. Distributed ICTs that enable ad hoc emergency response via digital workspaces have arguably made traditional top-down system deployments less relevant in certain situations, including emergency response (Merrill, 2009; Heylighen, 2007a, b). Heylighen (2014, 2007a, b) theorizes that human cognitive stigmergy explains some self-organizing characteristics of ad hoc systems. Elliott (2007) identifies cognitive stigmergy as a factor in mass collaborations supported by digital workspaces. Stigmergy, a term from biology, refers to the phenomenon of self-organizing systems with agents that coordinate via perceived changes in the environment rather than direct communication. In the present research, ad hoc emergency response is examined through the lens of human cognitive stigmergy. The basic assertion is that ICTs and stigmergy together make possible highly effective ad hoc collaborations in circumstances where more typical collaborative methods break down. The research is organized into three essays: an in-depth analysis of the development and deployment of the Ushahidi emergency response software platform, a comparison of the emergency response ICTs used for emergency response during Hurricanes Katrina and Sandy, and a process model developed from the case studies and relevant academic literature is described

    Citizen Science: Reducing Risk and Building Resilience to Natural Hazards

    Natural hazards are becoming increasingly frequent within the context of climate change—making reducing risk and building resilience against these hazards more crucial than ever. An emerging shift has been noted from broad-scale, top-down risk and resilience assessments toward more participatory, community-based, bottom-up approaches. Arguably, non-scientist local stakeholders have always played an important role in risk knowledge management and resilience building. Rapidly developing information and communication technologies such as the Internet, smartphones, and social media have already demonstrated their sizeable potential to make knowledge creation more multidirectional, decentralized, diverse, and inclusive (Paul et al., 2018). Combined with technologies for robust and low-cost sensor networks, various citizen science approaches have emerged recently (e.g., Haklay, 2012; Paul et al., 2018) as a promising direction in the provision of extensive, real-time information for risk management (as well as improving data provision in data-scarce regions). It can serve as a means of educating and empowering communities and stakeholders that are bypassed by more traditional knowledge generation processes. This Research Topic compiles 13 contributions that interrogate the manifold ways in which citizen science has been interpreted to reduce risk against hazards that are (i) water-related (i.e., floods, hurricanes, drought, landslides); (ii) deep-earth-related (i.e., earthquakes and volcanoes); and (iii) responding to global environmental change such as sea-level rise. We have sought to analyse the particular failures and successes of natural hazards-related citizen science projects: the objective is to obtain a clearer understanding of “best practice” in a citizen science context

    Mapping Crisis

    The digital age has thrown questions of representation, participation and humanitarianism back to the fore, as machine learning, algorithms and big data centres take over the process of mapping the subjugated and subaltern. Since the rise of Google Earth in 2005, there has been an explosion in the use of mapping tools to quantify and assess the needs of those in crisis, including those affected by climate change and the wider neo-liberal agenda. Yet, while there has been a huge upsurge in the data produced around these issues, the representation of people remains questionable. Some have argued that representation has diminished in humanitarian crises as people are increasingly reduced to data points. In turn, this data has become ever more difficult to analyse without vast computing power, leading to a dependency on the old colonial powers to refine the data collected from people in crisis, before selling it back to them. This book brings together critical perspectives on the role that mapping people, knowledges and data now plays in humanitarian work, both in cartographic terms and through data visualisations, and questions whether, as we map crises, it is the map itself that is in crisis
