    Sustainable urban development in practice:the SAVE concept

    The need for sustainable development of the urban environment presents the research community with a number of challenges and opportunities. A considerable volume of research has been undertaken into the constituent parts of this complex problem and a number of tool kits and methodologies have been developed to enable and encourage the application of specific aspects of research in practice. However, there is limited evidence of the holistic integration of the body of knowledge arising from the research within real-life decision-making practices. In this paper we present an overview of the existing body of knowledge relating to sustainable development of the urban environment and propose a generic framework for its integration within current practices. This framework recognises the need to: understand social, economic, and environmental issues; understand the decision-making processes; provide a means of measurement, assessment, or valuation of the issues; provide analytical methods for the comparative assessment of complex data to enable an evaluation of strategies and design options and to communicate effectively throughout the process with a wide range of stakeholders. The components of a novel sustainability assessment, visualisation and enhancement (SAVE) framework, developed by the authors to ‘operationalise’ the body of knowledge are presented and justified. These include: decision-mapping methods to identify points of intervention; indicator identification and measurement approaches; appropriate mathematical and analytical tools and an interactive simulation and visualisation platform which integrates and communicates complex multivariate information to diverse stakeholder groups. We report on the application of the SAVE framework to a major urban development project and reflect on its current and potential impact on the development. Conclusions are also drawn about its general applicability

    Community based ecotourism as a panacea for protected areas: the use of common property theory in its analysis and development

    Tourism is the worlds largest employer, accounting for 10% of jobs worldwide (WTO, 1999). There are over 30,000 protected areas around the world, covering about 10% of the land surface(IUCN, 2002). Protected area management is moving towards a more integrated form of management, which recognises the social and economic needs of the worlds finest areas and seeks to provide long term income streams and support social cohesion through active but sustainable use of resources. Ecotourism - 'responsible travel to natural areas that conserves the environment and improves the well- being of local people' (The Ecotourism Society, 1991) - is often cited as a panacea for incorporating the principles of sustainable development in protected area management. However, few examples exist worldwide to substantiate this claim. In reality, ecotourism struggles to provide social and economic empowerment locally and fails to secure proper protection of the local and global environment. Current analysis of ecotourism provides a useful checklist of interconnected principles for more successful initiatives, but no overall framework of analysis or theory. This paper argues that applying common property theory to the application of ecotourism can help to establish more rigorous, multi-layered analysis that identifies the institutional demands of community based ecotourism (CBE). The paper draws on existing literature on ecotourism and several new case studies from developed and developing countries around the world. It focuses on the governance of CBE initiatives, particularly the interaction between local stakeholders and government and the role that third party non-governmental organisations can play in brokering appropriate institutional arrangements. The paper concludes by offering future research directions.

    Marine Spatial Planning: Case Studies

    With marine planning developing in many parts of the world, especially the E.U., U.S. and Australia, it is important for industry to be part of the creation of a shared vision for a marine area and the necessary elements (e.g., outreach, funding, boundaries) of such an effort. World Ocean Council, with funding from the Gordon and Betty Moore Foundation, undertook a project to inform and, as appropriate, engage a diverse range of ocean industries on marine planning and encourage the use of credible science and risk assessment.The project identified industry sectors and business categories and researched industry perspectives on marine planning in part through the following five case studies. These case studies were selected to provide a broad range of regions across the globe and MSP examples at different stages of design, implementation, monitoring and adaptive management. The case studies are based on interviews with many private sector and government sector participants of planning processes, online documents, maps and available information, and a review of MSP literature. Stakeholder feedback, benefits and challenges from these five case studies are incorporated into the WOC report Ocean Industries and Marine Planning.

    Comparison of Approaches to Management of Large Marine Areas

    In order to learn more about the different approaches to managing large-scale marine areas, their comparative merits, and the synergies and overlaps between them, Conservation International (CI) commissioned this independent analysis of several widely applied models. Since 2004, CI, together with a multitude of partners, has been developing the Seascapes model to manage large, multiple-use marine areas in which government authorities, private organizations, and other stakeholders cooperate to conserve the diversity and abundance of marine life and to promote human well-being. The definition of the Seascapes approach and the identification of the essential elements of a functioning Seascape were built from the ground up, informed by the extensive field experience of numerous marine management practitioners. Although the report was commissioned by CI, the views expressed in this report are those of the authors; they were charged with providing a critical examination of all the assessed approaches, including the Seascapes approach. This analysis provides a comprehensive understanding of the strengths and weaknesses of each approach. This will help us -- and, we hope, other readers -- to identify ways to work together to achieve even greater results through synergistic efforts

    Governance of national parks at the crossroads: New Zealand’s silent reform

    New Zealand’s national parks are major attractions for tourism and recreation, while hosting other commercial activities considered compatible with that primary role, like grazing, commercial filming and renewable electricity production. Commercial activities can only be carried out according to the terms of legal documents referred to as ‘concessions’ (typically, permits, licences and leases). There are currently 14 national parks, all managed by the Department of Conservation (DOC). Most of the country’s native birds, reptiles, frogs, bats and plants are unique in the world, but highly vulnerable to introduced predators and human activities. DOC has argued frequently that its conservation activities are ‘heavily weighted towards the trapping and poisoning of ... introduced animals’. However, ‘less than 25% of conservation land receives interventions on key threats, with around 8% receiving possum, rat and stoat control’ The limited availability of financial resources is an important obstacle to implementing the department’s statutory biodiversity protection responsibilities.     Following the 2007–2009 Global Financial Crisis (GFC), some national governments have been pursuing a counter-reform of the public sector characterised by further policy centralisation and the ‘hollowing out’ of regional authorities. Public expenditure and sovereign public debt reductions have become the pretext for the implementation of hyperneoliberal development agendas aimed at the attraction of inward capitals and a further ‘competitive’ repositioning of major cities within a global market. Tourism and the visitor economy have been used as leverage for the attraction of capital and skilled people in the long-term development strategies of cities. This article illustrates how crises have led the way in the recent restructuring of the public sector and of destination management organisations (DMOs) in particular. Findings from national and urban development strategies recently implemented in New Zealand suggest a strong, market-driven agenda that follows a hyperneoliberal script

    Impacts of the global economic crisis on cyprus tourism and policy responses

    This study examines the impacts of the global economic crisis on Cyprus tourism and the pertinent policy responses. A qualitative approach was adopted by conducting eight semi-structured interviews with tourism authorities and suppliers/professionals. Findings indicated the main impacts of the crisis on Cypriot tourism: lack of competitiveness, decreased visitation/revenues, inadequate quality and escalated pricing. Furthermore, findings identify three types of policy measures: (i) immediate response measures; (ii) foreign investment in tourism; and (iii) diversification of the tourism product and quality improvement. The study highlights the need for Cyprus to develop a comprehensive tourism planning framework. It is suggested that crisis plans of small island states should be developed upon a holistic framework that leverages their destination capitals
