JISC Final Report: IncReASe (Increasing Repository Content through Automation and Services)
The IncReASe (Increasing Repository Content through Automation and Services) was an eighteen month project (subsequently extended to twenty months) to enhance White Rose Research Online (WRRO)1. WRRO is a shared repository of research outputs (primarily publications) from the Universities of Leeds, Sheffield and York; it runs on the EPrints open source repository platform. The repository was created in 2004 and had steady growth but, in common with many other similar repositories, had difficulty in achieving a “critical mass” of content and in becoming truly embedded within researchers’ workflows. The main aim of the IncReASe project was to assess ingestion routes into WRRO with a view to lowering barriers to deposit. We reviewed the feasibility of bulk import of pre-existing metadata and/or full-text research outputs, hoping this activity would have a positive knock-on effect on repository growth and embedding. Prior to the project, we had identified researchers’ reluctance to duplicate effort in metadata creation as a significant barrier to WRRO uptake; we investigated how WRRO might share data with internal and external IT systems. This work included a review of how WRRO, as an institutional based repository, might interact with the subject repository of the Economic and Social Research Council (ESRC). The project addressed four main areas: (i) researcher behaviour: we investigated researcher awareness, motivation and workflow through a survey of archiving activity on the university web sites, a questionnaire and discussions with researchers (ii) bulk import: we imported data from local systems, including York’s submission data for the 2008 Research Assessment Exercise (RAE), and developed an import plug-in for use with the arXiv2 repository (iii) interoperability: we looked at how WRRO might interact with university and departmental publication databases and ESRC’s repository. (iv) metadata: we assessed metadata issues raised by importing publication data from a variety of sources. A number of outputs from the project have been made available from the IncReASe project web site http://eprints.whiterose.ac.uk/increase/. The project highlighted the low levels of researcher awareness of WRRO - and of broader open access issues, including research funders’ deposit requirements. We designed some new publicity materials to start to address this. Departmental publication databases provided a useful jumping off point for advocacy and liaison; this activity was helpful in promoting awareness of WRRO. Bulk import proved time consuming – both in terms of adjusting EPrints plug-ins to incorporate different datasets and in the staff time required to improve publication metadata. A number of deposit scenarios were developed in the context of our work with ESRC; we concentrated on investigating how a local deposit of a research paper and attendant metadata in WRRO might be used to populate ESRC’s repository. This work improved our understanding of researcher workflows and of the SWORD protocol as a potential (if partial) solution to the single deposit, multiple destination model we wish to develop; we think the prospect of institutional repository / ESRC data sharing is now a step closer. IncReASe experienced some staff recruitment difficulties. It was also necessary to adapt the project to the changing IT landscape at the three partner institutions – in particular, the introduction of a centralised publication management system at the University of Leeds. Although these factors had some impact on deliverables, the aims and objectives of the project were largely achieved
Geographic profiling in Nazi Berlin: fact and fiction
Geographic profiling uses the locations of connected crime sites to make inferences about the probable location of the offender’s ‘anchor point’ (usually a home, but sometimes a workplace). We show how the basic ideas of the method were used in a Gestapo investigation that formed the basis of a classic German novel about domestic resistance to the Nazis during the Second World War. We use modern techniques to re-analyse this case, and show that these successfully locate the Berlin home address of Otto and Elise Hampel, who had distributed hundreds of anti-Nazi postcards, after analysing just 34 of the 214 incidents that took place before their arrest. Our study provides the first empirical evidence to support the suggestion that analysis of minor terrorism-related acts such as graffiti and theft could be used to help locate terrorist bases before more serious incidents occur
First direct observation of a torsional Alfvén oscillation at coronal heights
Context. Torsional Alfvén waves are promising candidates for the transport of energy across different layers of the solar atmosphere. They have been predicted theoretically for decades. Previous detections of Alfvén waves so far have however mostly relied on indirect signatures.
Aims. We present the first direct observational evidence of a fully resolved torsional Alfvén oscillation of a large-scale structure occurring at coronal heights.
Methods. We analysed IRIS imaging and spectral observation of a surge resulting from magnetic reconnection between active region prominence threads and surrounding magnetic field lines.
Results. The IRIS spectral data provide clear evidence of an oscillation in the line-of-sight velocity with a 180° phase difference between the oscillation signatures at opposite edges of the surge flux tube. This together with an alternating tilt in the Si IV and Mg II k spectra across the flux tube and the trajectories traced by the individual threads of the surge material provide clear evidence of torsional oscillation of the flux tube.
Conclusions. Our observation shows that magnetic reconnection leads to the generation of large-scale torsional Alfvén waves
Gender Mainstreaming Case Study - India: Chhattisgarh Irrigation Development Project
Project Goals and Results
• The Chhattisgarh Irrigation Development Project (CIDP) aimed to increase agricultural productivity, improve rural livelihoods, and reduce poverty by improving irrigation delivery, enhancing agricultural practices, and strengthening water resource management.
• The CIDP supported the rehabilitation and upgrading of irrigation systems that serve more than 150,000 households; strengthened government capacity to assist water users’ associations (WUAs); and trained 1,250 out of 1,324 WUAs in Chhattisgarh based on the Participatory Irrigation Management (PIM) Act, a legislation that mandated the roles and responsibilities of WUAs, including the membership of women in irrigation management. It also trained 191 WUAs on how to improve agricultural techniques and how to be more effective in general. It offered opportunities for collective actions by communities, such as joint purchase of seeds, fertilizers, and pesticides, and joint marketing of produce. Overall, participants reported improved crop yields and higher household incomes.
• Building on the new PIM Act, the CIDP strengthened women’s participation in WUAs. A widespread education campaign raised awareness on the importance of women’s participation in decision making and encouraged women to become active in these associations. In the 2007 WUA elections, women were elected in one-third of available positions.
Processes and Management Tools
• The PIM Act was passed through the CIDP. With this new law, the CIDP promoted PIM, especially women’s participation. The project predated the requirement for a Gender Action Plan and gender targets and indicators in the Design and Monitoring Framework (DMF) outputs. Gender-related strategies and targets were indicated in the Summary Poverty Reduction and Social Strategy.
• All irrigation upgrading and rehabilitation activities included contractual obligations to offer “equal pay for equal work” to men and women.
