    University space planning and space-type profiles

    Universities planning the provision of space for their teaching requirements need to do so in a fashion that reduces capital and maintenance costs whilst still providing a high-quality level of service. Space plans should aim to provide sufficient capacity without incurring excessive costs due to over-capacity. A simple measure used to estimate over-provision is utilisation. Essentially, the utilisation is the fraction of seats that are used in practice, or the ratio of demand to supply. However, studies usually find that utilisation is low, often only 20–40%, and this is suggestive of significant over-capacity. Our previous work has provided methods to improve such space planning. They identify a critical level of utilisation as the highest level that can be achieved whilst still reliably satisfying the demand for places to allocate teaching events. In this paper, we extend this body of work to incorporate the notions of event-types and space-types. Teaching events have multiple ‘event-types’, such as lecture, tutorial, workshop, etc., and there are generally corresponding space-types. Matching the type of an event to a room of a corresponding space-type is generally desirable. However, realistically, allocation happens in a mixed space-type environment where teaching events of a given type are allocated to rooms of another space-type; e.g., tutorials will borrow lecture theatres or workshop rooms. We propose a model and methodology to quantify the effects of space-type mixing and establish methods to search for better space-type profiles; where the term “space-type profile” refers to the relative numbers of each type of space. We give evidence that these methods have the potential to improve utilisation levels. Hence, the contribution of this paper is twofold. Firstly, we present informative studies of the effects of space-type mixing on utilisation, and critical utilisations. Secondly, we present straightforward though novel methods to determine better space-type profiles, and give an example in which the resulting profiles are indeed significantly improved. <br/

    The management of academic workloads: full report on findings

    The pressures on UK higher education (from explicit competition and growth in student numbers, to severe regulatory demands) are greater than ever, and have resulted in a steady increase in measures taken by universities to actively manage their finances and overall quality. These pressures are also likely to have impacted on staff and, indeed, recent large surveys in the sector have indicated that almost half of respondents find their workloads unmanageable. Against this background it would seem logical that the emphasis on institutional interventions to improve finance and quality, should be matched by similar attention given to the allocation of workloads to staff, and a focus on how best to utilise people’s time - the single biggest resource available within universities. Thus the aim of this piece of research was to focus on the processes and practices surrounding the allocation of staff workloads within higher education. Ten diverse organisations were selected for study: six universities in the UK, two overseas universities and two non higher education (but knowledge-intensive) organisations. In each, a crosssection of staff was selected, and in-depth interviews carried out. A total of 59 such interviews were carried out across the ten organisations. By identifying typical practices, as well as interesting alternatives, views on the various strengths and weaknesses of each of their workload allocation approaches was collated; and associated factors requiring attention identified. Through an extensive process of analysis, approaches which promoted more equitable loads for individuals, and which might provide synergies for institutions were also investigated

    Dispatching and Rescheduling Tasks and Their Interactions with Travel Demand and the Energy Domain: Models and Algorithms

    Abstract The paper aims to provide an overview of the key factors to consider when performing reliable modelling of rail services. Given our underlying belief that to build a robust simulation environment a rail service cannot be considered an isolated system, also the connected systems, which influence and, in turn, are influenced by such services, must be properly modelled. For this purpose, an extensive overview of the rail simulation and optimisation models proposed in the literature is first provided. Rail simulation models are classified according to the level of detail implemented (microscopic, mesoscopic and macroscopic), the variables involved (deterministic and stochastic) and the processing techniques adopted (synchronous and asynchronous). By contrast, within rail optimisation models, both planning (timetabling) and management (rescheduling) phases are discussed. The main issues concerning the interaction of rail services with travel demand flows and the energy domain are also described. Finally, in an attempt to provide a comprehensive framework an overview of the main metaheuristic resolution techniques used in the planning and management phases is shown

    Assessment of the tradeoff between energy efficiency and transfer opportunities in an urban rail transit network

    Urban rail transit (URT) in metropolitan areas consumes huge energy. Energy-efficient timetabling (EET) of URT is an essential measurement of URT management and technologies toward carbon neutralization initiatives. However, the majority EET studies focus on single URT lines ignoring passenger transfer and path choice in the entire URT network. As passenger path choice and timetabling are interdependent in a URT network, the ignorance of passenger transfers potentially results in irrelevant energy efficiency of a URT network. This paper proposes a bi-objective EET model incorporating the minimization of passenger transfer times as an objective in addition to energy efficiency. The timetabling objectives and constraints are linearized, and the bi-objective is transformed into a single objective by a linear weighting method. Utilizing the passenger demand and speed profile data of URT in the City of Xi'an (China), a case study is performed to demonstrate the effectiveness of the proposed EET model. The numerical results show that an optimized timetable solution can reduce 25.1% energy consumption and save 3.3% passenger transfer time.</p

    A short-turning policy for the management of demand disruptions in rapid transit systems

    Rapid transit systems timetables are commonly designed to accommodate passenger demand in sections with the highest passenger load. However, disruptions frequently arise due to an increase in the demand, infrastructure incidences or as a consequence of fleet size reductions. All these circumstances give rise to unsupplied demand at certain stations, which generates passenger overloads in the available vehicles. The design of strategies that guarantee reasonable user waiting time with small increases of operation costs is now an important research topic. This paper proposes a tactical approach to determine optimal policies for dealing with such situations. Concretely, a short-turning strategy is analysed, where some vehicles perform short cycles in order to increase the frequency among certain stations of the lines and to equilibrate the train occupancy level. Turn-back points should be located and service offset should be determined with the objective of diminishing the passenger waiting time while preserving certain level of quality of service.
