    Promoting Land Conservation in the Coastal Watershed through Local Faces, Special Places

    The Piscataqua Region Estuaries Partnership provided nearly $3,300.00 to support the Southeast Land Trust of New Hampshire’s (SELTNH) promotion of donated conservation easements in the coastal watershed of Rockingham County. The Southeast Land Trust produced three short web-friendly videos, explaining land conservation from the perspective of a tree farmer, vineyard owner, and a community leader. In addition, the Land Trust hosted two workshops in Kingston and Epping for landowners interested in learning more about the tax and financial benefits of land conservation. Workshop invitations were mailed to more than 1,200 current use landowners within the region. Twenty-two landowners attended the two workshops. From these workshops, the Land Trust generated one donated and one bargain sale conservation easement in 2011 and one potential bargain sale conservation easement in 2012. While originally intended to be part of the grant funded project, the Land Trust was unable to complete a mobile tabletop display or a brochure on the enhanced federal tax incentive for donated conservation easements

    Kant and the Pre-Conceptual Use of the Understanding

    Does Kant hold that we can have intuitions independently of concepts? A striking passage from § 13 of the Critique of Pure Reason appears to say so explicitly. However, it also conjures up a scenario where the categories are inapplicable to objects of intuition, a scenario presumably shown impossible by the following Transcendental Deduction. The seemingly non-conceptualist claim concerning intuition have therefore been read, by conceptualist interpreters of Kant, as similarly counterpossible. I argue that the passage in question best supports an underappreciated middle position where intuition requires a pre-conceptual use of the understanding. Such pre-conceptual use of the understanding faces both textual and systematic objections. I show that these objections can be rebutted

    Perceptual Knowledge, Discrimination, and Closure

    Carter and Pritchard (2016) and Pritchard (2010, 2012, 2016) have tried to reconcile the intuition that perceptual knowledge requires only limited discriminatory abilities with the closure principle. To this end, they have introduced two theoretical innovations: a contrast between two ways of introducing error-possibilities and a distinction between discriminating and favoring evidence. I argue that their solution faces the “sufficiency problem”: it is unclear whether the evidence that is normally available to adult humans is sufficient to retain knowledge of the entailing proposition and come to know the entailed proposition. I submit that, on either infallibilist or fallibilist views of evidence, Carter and Pritchard have set the bar for deductive knowledge too low. At the end, I offer an alternative solution. I suggest that the knowledge-retention condition of the closure principle is not satisfied in zebra-like scenarios

    Why Should Identity Be Harmonious?

    Logical inferentialists have expected identity to be susceptible of harmonious introduction and elimination rules in natural deduction. While Read and Klev have proposed rules they argue are harmonious, Griffiths and Ahmed have criticized these rules as insufficient for harmony. These critics moreover suggest that no harmonious rules are forthcoming. I argue that these critics are correct: the logical inferentialist should abandon hope for harmonious rules for identity. The paper analyzes the three major uses of identity in presumed-logical languages: variable coordination, definitional substitution, and co-reference. We show that identity qua variable coordination is not logical by providing a harmonious natural-deduction system that captures this use through the quantifiers. We then argue that identity qua definitional substitution or co-reference faces a dilemma: either its rules are harmonious but they obscure its actual use in inference, or its rules are not harmonious but they make its actual use in inference plain. We conclude that the inferentialist may have harmonious rules for identity only by disrespecting its inferential use

    Taxing capital? : not a bad idea after all!

    In this paper we quantitatively characterize the optimal capital and labor income tax in an overlapping generations model with idiosyncratic, uninsurable income shocks, where households also differ permanently with respect to their ability to generate income. The welfare criterion we employ is ex-ante (before ability is realized) expected (with respect to uninsurable productivity shocks) utility of a newborn in a stationary equilibrium. Embedded in this welfare criterion is a concern of the policy maker for insurance against idiosyncratic shocks and redistribution among agents of different abilities. Such insurance and redistribution can be achieved by progressive labor income taxes or taxation of capital income, or both. The policy maker has then to trade off these concerns against the standard distortions these taxes generate for the labor supply and capital accumulation decision. We find that the optimal capital income tax rate is not only positive, but is significantly positive. The optimal (marginal and average) tax rate on capital is 36%, in conjunction with a progressive labor income tax code that is, to a first approximation, a flat tax of 23% with a deduction that corresponds to about 6,000(relativetoanaverageincomeofhouseholdsinthemodelof6,000 (relative to an average income of households in the model of 35,000). We argue that the high optimal capital income tax is mainly driven by the life cycle structure of the model whereas the optimal progressivity of the labor income tax is due to the insurance and redistribution role of the income tax system.     Holistic approach to dissolution kinetics : linking direction-specific microscopic fluxes, local mass transport effects and global macroscopic rates from gypsum etch pit analysis

    Dissolution processes at single crystal surfaces often involve the initial formation and expansion of localized, characteristic (faceted) etch-pits at defects, in an otherwise comparatively unreactive surface. Using natural gypsum single crystal as an example, a simple but powerful morphological analysis of these characteristic etch pit features is proposed that allows important questions concerning dissolution kinetics to be addressed. Significantly, quantitative mass transport associated with reactive microscale interfaces in quiescent solution (well known in the field of electrochemistry at ultramicroelectrodes) allows the relative importance of diffusion compared to surface kinetics to be assessed. Furthermore, because such mass transport rates are high, much faster surface kinetics can be determined than with existing dissolution methods. For the case of gypsum, surface processes are found to dominate the kinetics at early stages of the dissolution process (small etch pits) on the cleaved (010) surface. However, the contribution from mass transport becomes more important with time due to the increased area of the reactive zones and associated decrease in mass transport rate. Significantly, spatial heterogeneities in both surface kinetics and mass transport effects are identified, and the morphology of the characteristic etch features reveal direction-dependent dissolution kinetics that can be quantified. Effective dissolution velocities normal to the main basal (010) face are determined, along with velocities for the movement of [001] and [100] oriented steps. Inert electrolyte enhances dissolution velocities in all directions (salting in), but a striking new observation is that the effect is direction-dependent. Studies of common ion effects reveal that Ca2+ has a much greater impact in reducing dissolution rates compared to SO42−. With this approach, the new microscopic observations can be further analysed to obtain macroscopic dissolution rates, which are found to be wholly consistent with previous bulk measurements. The studies are thus important in bridging the gap between microscopic phenomena and macroscopic measurements
