    Evolution in Economic Geography: Institutions, Regional Adaptation and Political Economy

    Economic geography has, over the last decade or so, drawn upon ideas from evolutionary economics in trying to understand processes of regional growth and change, with the concept of path dependence assuming particular prominence. Recently, some prominent researchers have sought to delimit and develop an evolutionary economic geography (EEG) as a distinct approach, aiming to create a more coherent and systematic theoretical framework for research. This paper contributes to debates on the nature and development of EEG. It has two main aims. First, we seek to restore a broader conception of social institutions and agency to EEG, informed by the recent writings of institutional economists like Geoffrey Hodgson. Second, we link evolutionary concepts to political economy approaches, arguing that the evolution of the economic landscape must be related to the broader dynamics of capital accumulation, centred upon the creation, realisation and geographical transfer of value. As such, we favour the utilisation of evolutionary and institutional concepts within a geographical political economy approach rather than the construction of a separate and theoretically ‘pure’ EEG; evolution in economic geography, not an evolutionary economic geography

    Why do pluralistic media systems emerge? Comparing media change in the Czech Republic and in Russia after the collapse of Communism

    A quarter century after the collapse of Communism in the former Eastern bloc, a wide range of scholarly projects have been undertaken to compare and theorize processes of media change in the region. One question that scholars have sought to address is: what were the factors that crucially impacted how these media landscapes evolved? This essay aims to contribute to this debate by juxtaposing media change in two selected cases: the Czech Republic (as a best-case scenario in terms of convergence with the Western model) and Russia (as a scenario where convergence has been limited). Based on secondary analysis of a wide range of sources, the essay systematically exposes 11 crucial differences between the two countries and illustrates how these have impacted the processes of media change. The conclusion sets out how these findings could serve as a starting point and source of inspiration for future comparative research

    It is a generally accepted truth that without a proper educational system no country will prosper, nor will its inhabitants. With the arrival of the post-industrial society, in Europe and elsewhere, it has become increasingly clear that people should continue learning over their entire life-spans lest they or their society suffer the dire consequences. But what does this future lifelong learning society exactly look like? And how then should education prepare for it? What should people learn and how should they do so? How can we afford to pay for all this, what are the socio-economic constraints of the move towards a lifelong-learning society? And, of course, what role can and should the educational establishment of schools and universities play? This are questions that demand serious research efforts, which is what this paper argues for

    Rail infrastructure charges in Europe

    This paper reviews results of a survey of rail infrastructure charges in Europe, presenting evidence on the structure and level of charges across 23 countries, and on the rationale behind the charges. A wide variety of both structure and level of charges is found, and it appears there is a range of explanations for this, including differences in the nature and mix of rail traffic, differences in the willingness and ability of governments to provide subsidies, and continued lack of consensus on the measurement of the marginal cost of infrastructure use. Recommendations on a sensible structure for rail infrastructure charges are given, although the need for further research is also acknowledged. The diversity of approach poses problems particularly for international rail freight, and there is a strong argument for the development of a specific set of international rail freight tariffs
