    Soil biodiversity: functions, threats and tools for policy makers

    Human societies rely on the vast diversity of benefits provided by nature, such as food, fibres, construction materials, clean water, clean air and climate regulation. All the elements required for these ecosystem services depend on soil, and soil biodiversity is the driving force behind their regulation. With 2010 being the international year of biodiversity and with the growing attention in Europe on the importance of soils to remain healthy and capable of supporting human activities sustainably, now is the perfect time to raise awareness on preserving soil biodiversity. The objective of this report is to review the state of knowledge of soil biodiversity, its functions, its contribution to ecosystem services and its relevance for the sustainability of human society. In line with the definition of biodiversity given in the 1992 Rio de Janeiro Convention, soil biodiversity can be defined as the variation in soil life, from genes to communities, and the variation in soil habitats, from micro-aggregates to entire landscapes.     Evaluation of the National Parks Sustainable Development Fund

    The Sustainable Development Fund (SDF) is a new pilot funding stream for English National Park Authorities and the Broads Authority (henceforth collectively NPAs or ‘Parks’), launched in July 2002 by the Department of Environment, Food and Rural Affairs (Defra). The aim is to provide a flexible and non-bureaucratic means of funding projects that “aid the achievement of National Park purposes by encouraging individuals, community groups and businesses to cooperate together to develop practical sustainable solutions to the management of their activities”. SDF is a novel and unique funding stream intended to support original and innovative projects. Although the funding is relatively small (some £2.6m or £325,000 per park over the 18 months to this report) the aim is ambitious; with a minimum of preconceptions or formalities, to “develop and test new ways of achieving a more sustainable way of living in the countryside”. In each Park, small SDF Panels, serviced by, but at arms length from, the NPA have been established to oversee delivery of the Fund, to foster innovative projects and to monitor their outcomes at Park level. The SDF Prospectus declares that monitoring and evaluation are to involve a “very light touch regime”.. Auditing of individual projects by the SDF panel is to be achieved mainly by maintaining close contact with the projects as they develop. Whilst responsibility may be delegated, panel members are encouraged to take a personal interest in projects. Each NPA is required to submit to the Minister of State for Rural Affairs (and to copy to the Countryside Agency) an annual report. This should summarise the performance of the fund against performance indicators which are to be developed by NPAs themselves in the light of experience of the fund. First Annual Reports must be submitted to the Minister of State for Rural Affairs (and copied to the Countryside Agency) at the end of March 2004 NPAs are encouraged to learn from the experience of delivering the Fund and to promote the results to a wider rural audience. In addition to this Park level monitoring, the Countryside Agency (CA) on behalf of Defra has commissioned the Centre for European Protected Area Research (CEPAR) to conduct an evaluation of how SDF has performed against its key objectives after the first eighteen months of its operation, to aid decisions about the future of the scheme from April 2005

    Relevance of Social, Economic, and Environmental Impacts on Residents’ Satisfaction with the Public Administration of Tourism

    Those in charge of tourism destinations face the need to create tourism development models compatible with the essence of the localities that they manage. These models have to be sustainable, both environmentally and socially, and also must become drivers of the local economy. However, tourists also generate negative impacts in the locality which, when they are perceived by the residents, can give rise to a rejection of visitors. Hence, improving the tourism management is necessary. This is why to know the residents’ perceptions about the impacts of tourism is essential. Moreover, measuring the impact effects on their satisfaction with the public administration of the destination can be of great usefulness. This study falls into this research line, as it proposes a model to measure these impacts and their effect on satisfaction. To do so, an empirical study is performed among residents in the city of Seville (southern Spain, one of the most visited destinations in the world), based on subjective economic, social, and environmental indicators. The results show that the citizens value three types of impacts, the social impact coming after the economic impact as to its influence on their satisfaction with the administration. Based on this, we postulate that the efforts made to attract events to the city, or to improve connections to access a broader market, must be approached as public procurements in which selection criteria that are compatible with the destination’s positioning and strategy prevail.     Adaptation of domestic state governance to international governance models

    The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure

    Complexity in action: Untangling latent relationships between land quality, economic structures and socio-spatial patterns in Italy

    Land quality, a key economic capital supporting local development, is affected by biophysical and anthropogenic factors. Taken as a relevant attribute of economic systems, land quality has shaped the territorial organization of any given region influencing localization of agriculture, industry and settlements. In regions with long-established human-landscape interactions, such as the Mediterranean basin, land quality has determined social disparities and polarization in the use of land, reflecting the action of geographical gradients based on elevation and population density. The present study investigates latent relationships within a large set of indicators profiling local communities and land quality on a fine-grained resolution scale in Italy with the aim to assess the potential impact of land quality on the regional socioeconomic structure. The importance of land quality gradients in the socioeconomic configuration of urban and rural regions was verified analyzing the distribution of 149 socioeconomic and environmental indicators organized in 5 themes and 17 research dimensions. Agriculture, income, education and labour market variables discriminate areas with high land quality from areas with low land quality. While differential land quality in peri-urban areas may reflect conflicts between competing actors, moderate (or low) quality of land in rural districts is associated with depopulation, land abandonment, subsidence agriculture, unemployment and low educational levels. We conclude that the socioeconomic profile of local communities has been influenced by land quality in a different way along urban-rural gradients. Policies integrating environmental and socioeconomic measures are required to consider land quality as a pivotal target for sustainable development. Regional planning will benefit from an in-depth understanding of place-specific relationships between local communities and the environment

    How to promote informal learning in the workplace? The need for incremental design methods

    Informal Learning in the Workplace (ILW) is ensured by the everyday work activities in which workers are engaged. It accounts for over 75 per cent of learning in the workplace. Enterprise Social Media (ESM) are increasingly used as informal learning environments. According to the results of an implementation we have conducted in real context, we show that ESM are appropriate to promote ILW. Nevertheless, social aspects must be reconsidered to address users' needs regarding content and access, quality information indicators, moderation and control

    Net structure of subject-to-subject relations in the management of the system of administrative services provision

    The purpose of the work is to form the net structure of management of the system of administrative services provision on the basis of implementation of subject-to-subject interactions between state sector and civil society. Methodology. The methodology basis for the investigation is the abstract-logical analysis of theoretical and methodological backgrounds for management of relations and interactions. For the theoretical generalization and formation of net structure, there are used scientific recommendations of Ukrainian scientists regarding the necessity to implement subject-to-subject relations in the system of administrative services provision. Results. The investigations allowed confirming that the hierarchical structure of the state governance system does not give an opportunity to implement equal interaction between a subject of provision and a subject of an appeal as these relations have one – way communication and the feedback channel has a formal character. Moreover, the civil society is not considered by state sector to be a source of methods and ways to develop the system of state governance, in particular, the management system of administrative services provision. Practical meaning. The net structure of management will allow implementing the subject-subject relations in the system, under which the actions of the subject of provision – that means state sector – will be directed to the realization of rights and interests of the subjects of appeal. In their turn, apart from the performance of all legislative responsibilities that they should perform, they can carry out activities directed to the development of management activity in the system of administrative services provision and the whole system of state governance as an integral system of management. Meaning/Distinction. The provided model of the net structure will allow involving citizens in the processes of state governance and increasing the impact of the civil sector during the making of state and management decisions and, as a result, to confirm subject-to-subject positions in the relations
