    Information for Meeting Africa’s Agricultural Transformation and Food Security Goals (IMAAFS)

    The organizers of this international Conference on Information for Meeting Africa’s Agricultural Transformation and Food Security Goals (IMAAFS) included the African Union, the UN Economic Commission for Africa, and the European Commission (through the Joint Research Center). The Conference took place at the UN Conference Centre in Addis Ababa from 1 to 3 October 2014, to widen the availability and use of evidence-based information for agricultural growth and improved food and nutrition security. With over 180 international participants, the event brought together scientists and policy makers from a wide range of institutions and research organizations from Africa, Europe and the United States, as well as major UN agencies. The Conference took place over the course of three days and included nine presentation and discussion sessions (each with a chairperson and a rapporteur), executive morning briefs, break-out working groups, and a final decision-grid exercise to summarize the expert opinion of participants regarding the most promising strategies.JRC.H.4-Monitoring Agricultural Resource

    Enhancing the Uptake of Earth Observation Products and Services in Africa Through a Multi-level Transdisciplinary Approach

    Africa stands to gain from Earth Observation (EO) science, products and applications. However, its use and application remain below potential on the continent. This article examines how EO can better serve the needs of African users. First, we argue that a successful uptake of EO services is conditional on understanding the African context and matching EO development and deployment to it. Using reference cases, we find that actors outside Africa drive most EO initiatives, whereas country-level expenditures on EO remain low. Recent developments, such as the African space policy and strategy, and initiatives in partnerships with Africa-based organisations to develop a community of practice on EO hold the potential to fill the identified gaps. The analysis indicates that most EO users are either government organisations or researchers, with very few cases involving other types of users. It is generally assumed that users at the local levels are educated and digitally literate, or that the transmission of EO-based knowledge is achieved by government officers and researchers. Although still very few, potentials are emerging for the private sector to deploy EO products and services such as crop or index-based insurance directly to farmers. These private initiatives have prospects for further developing indigenous EO capacity as envisioned in the African space policy and strategy. We then formulate recommendations for a transdisciplinary approach that integrates user contexts, attributes and needs to enhance the uptake of EO products and services in Africa. We conclude by proposing actions to close some of the identified gaps and seize emerging opportunities

    The function of remote sensing in support of environmental policy

    Limited awareness of environmental remote sensing’s potential ability to support environmental policy development constrains the technology’s utilization. This paper reviews the potential of earth observation from the perspective of environmental policy. A literature review of “remote sensing and policy” revealed that while the number of publications in this field increased almost twice as rapidly as that of remote sensing literature as a whole (15.3 versus 8.8% yr−1), there is apparently little academic interest in the societal contribution of environmental remote sensing. This is because none of the more than 300 peer reviewed papers described actual policy support. This paper describes and discusses the potential, actual support, and limitations of earth observation with respect to supporting the various stages of environmental policy development. Examples are given of the use of remote sensing in problem identification and policy formulation, policy implementation, and policy control and evaluation. While initially, remote sensing contributed primarily to the identification of environmental problems and policy implementation, more recently, interest expanded to applications in policy control and evaluation. The paper concludes that the potential of earth observation to control and evaluate, and thus assess the efficiency and effectiveness of policy, offers the possibility of strengthening governance

    This book is a collection of the articles published the Special Issue of ISPRS International Journal of Geo-Information on “Citizen Science and Geospatial Capacity Building”. The articles cover a wide range of topics regarding the applications of citizen science from a geospatial technology perspective. Several applications show the importance of Citizen Science (CitSci) and volunteered geographic information (VGI) in various stages of geodata collection, processing, analysis and visualization; and for demonstrating the capabilities, which are covered in the book. Particular emphasis is given to various problems encountered in the CitSci and VGI projects with a geospatial aspect, such as platform, tool and interface design, ontology development, spatial analysis and data quality assessment. The book also points out the needs and future research directions in these subjects, such as; (a) data quality issues especially in the light of big data; (b) ontology studies for geospatial data suited for diverse user backgrounds, data integration, and sharing; (c) development of machine learning and artificial intelligence based online tools for pattern recognition and object identification using existing repositories of CitSci and VGI projects; and (d) open science and open data practices for increasing the efficiency, decreasing the redundancy, and acknowledgement of all stakeholders

    Earth observation for sustainable urban planning in developing countries: needs, trends, and future directions

    Abstract: Cities are constantly changing and authorities face immense challenges in obtaining accurate and timely data to effectively manage urban areas. This is particularly problematic in the developing world where municipal records are often unavailable or not updated. Spaceborne earth observation (EO) has great potential for providing up-to-date spatial information about urban areas. This article reviews the application of EO for supporting urban planning. In particular, the article overviews case studies where EO was used to derive products and indicators required by urban planners. The review concludes that EO has sufficiently matured in recent years but that a shift from the current focus on purely science-driven EO applications to the provision of useful information for day-to-day decision-making and urban sustainability monitoring is clearly needed
