    The Globalization of Health and Safety Standards: Delegation of Regulatory Authority in the SPS Agreement of the 1994 Agreement Establishing the World Trade Organization

    Buthe examines why states delegated regulatory authority in the Agreement on the Application of Sanitary and Phytosanitary (SPS) Measures, an integral part of the founding treaty of the World Trade Organization (WTO). Buthe argues that, to explain this case of international delegation, principal-agent theory must be complemented by an analysis of cost-benefit calculations of the relevant domestic interest groups. Given these domestic interests, governments decided to institutionalize international cooperation on SPS measures outside of the WTO because they believed that such delegation would minimize the political costs of the loss of policymaking autonomy. Buthe notes, however, that in retrospect it appears that the widespread positive association of international standards with multilateralism and international consensus led many countries to underestimate those autonomy losses. Material and ideational factors thus interacted to shape the definition of national interests and the outcome of international delegation

    The May 2010 adoption of the World Health Organization Global Code of Practice on the International Recruitment of Health Personnel created a global architecture, including ethical norms and institutional and legal arrangements, to guide international cooperation and serve as a platform for continuing dialogue on the critical problem of health worker migration. Highlighting the contribution of non-binding instruments to global health governance, this article describes the Code negotiation process from its early stages to the formal adoption of the final text of the Code. Detailed are the vigorous negotiations amongst key stakeholders, including the active role of non-governmental organizations. The article emphasizes the importance of political leadership, appropriate sequencing, and support for capacity building of developing countries’ negotiating skills to successful global health negotiations. It also reflects on how the dynamics of the Code negotiation process evidence an evolution in global health negotiations amongst the WHO Secretariat, civil society, and WHO Member States

    If international trade is not governed by rules, mere might dictates what is right. The World Trade Organization (WTO) serves as a place where trade policy issues are addressed, disputes arbitrated, legal frameworks derived and enforced. Through these functions, the WTO ensures that the rules of trade policy are inspired by fairness and reciprocity rather than national interest. It is more important than ever to vitalize the global public good that it rep-resents against various threats that have been undermining it. Therefore, the Global Economic Dynamics project of the Bertelsmann Stiftung has called into life a High-Level Board of Experts on the Future of Global Trade Governance. Composed of eminent experts and seasoned trade diplomats, it elaborated a series of feasible policy recommendations that will increase the effectiveness and sali-ence of the WTO. We hope that this Report provides helpful suggestions in a time marked by increasing trade disputes and protectionism and instead contributes to stronger multilateral institutions and fora.1 The Bertelsmann Stiftung owes a debt of gratitude to Prof Bernard Hoekman, the Chairman of the Expert Board and author of this report.     Regional integration scores alluringly high on the hit list of the most promising cures for the world’s major problems. Undoubtedly, the European Union has considerable experience in developing a sophisticated regional integration scheme – but does it possess the ‘magic formula’ for fostering integration in other parts of the world? This paper asks how and why the European Union promotes regional economic integration in its neighbourhood and to what extent it is successful. We argue that as a ‘normative power’ the EU aims both at exporting its norms and values and at increasing its security by stabilising its neighbourhood. We assess the EU’s success in promoting the regional trade agreements located in the Western Balkans (CEFTA 2006) and the Mediterranean (Agadir Agreement). The findings of these two case studies show that the EU pursues different political objectives with its support on a general political level as well as through concrete financial and technical assistance programmes. Although the existence of an EU membership perspective has an influence, the Union is not necessarily more successful in promoting regional economic integration among (potential) candidate countries

    This document provides guidance on engaging with the national processes responsible for health information and data standards. It has been developed to ensure data collected are consistent, accurate and useful for policy, planning and program management. Summary In a health system dispersed across the states and territories by the Australian Government, strong governance arrangements are needed to ensure that health information, collected under different health administrations, are consistent and therefore accurate and useful for policy, planning and program management. The National Health Information Agreement, signed in 2011 by all jurisdictions and the national health agencies associated with health information, provides the overarching framework for the governance of national data collections. Governance mechanisms for many aspects of health information are established under the Standing Council on Health (SCoH), with particular committees vested with delegated authority to endorse national standards and definitions. This document provides guidance on engaging with the national processes responsible for health information and data standards. In particular, it describes how those developing data about some aspect of health can obtain assistance with, and/or endorsement of, their data development work

    In recognition of the fact that EU policies in non-development areas, such as trade, energy and migration, can also profoundly affect the poor in developing countries, the EU has affirmed ‘Policy Coherence for Development’ as an important principle for achieving more effective development cooperation. This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas: trade, environment, climate change, security, agriculture, fisheries, social dimension of globalisation, employment and decent work, migration, research and innovation, information society, transport and energy. The study also includes coverage of the policy-making processes in the European Commission as it initiates and defends most of the policies being discussed in the EU Council. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making. To strengthen the potential for PCD the study suggests six proposals for structural reform as well as a set of specific recommendations
