    Intensification and Sustainability in South African Rooibos: exploring the conditions for market-led sustainable development in a biodiversity hot spot

    The Fynbos biome in the Cape region in South Africa is currently the only production location of Rooibos tea in the world. In addition, biodiversity in the Fynbos biome is very large and unique for the world. This makes Rooibos tea a unique product, the availability of which strongly depends on the dynamics in a bounded territory. Rooibos is sometimes harvested from the wild, but up to 99% of all Rooibos is cultivated. 95% of all Rooibos is produced on large farms or plantations. Such farms, which also exist for potatoes and grapes in the Fynbos biome have a large impact on the ecosystem, especially because large areas have been cleared in the past for their establishment. For instance, ‘an average of 2.7 hectares of virgin land has been cleared for farming every day in the past 15 years’, in the Northern Sandveld

    Applied Research Through Partnership: the Experience of the Yorkshire and Humberside Regional Research Observatory

    Paper presented at a seminar on ‘Los Observatorios Regionales de Políticas Públicas como Herramientas de Gestión de Información: Una Aproximación al Estudio del Rendimiento Autonómico, at the Centro de Estudios de Gestión, Análisis y Información, Campus de Somosaguas, La Universidad Complutense, Madrid, 23-24 November, 2000 Ten years ago, a Regional Research Observatory (ReRO) was established to provide ‘clients’ in Yorkshire and Humberside with a single point access to a region-wide data and analysis service. The Observatory’s portfolio covered activities relating to applied research and consultancy, intelligence, education and training, publications and networking. The first part of the paper explains the concept of the Observatory as it was initially conceived as a form of partnership across all the universities in the region, outlines the structure of the organization that was created, explains the arrangements for operating the Observatory as a partnership initiative, and exemplifies the outputs and achievements during the first half of the decade. In order to facilitate its regional monitoring activities, ReRO constructed a Regional Intelligence Centre (RIC), a customised geographical information system in which to store key data sets and generate a range of statistical indicators for the region as a whole or its constituent parts. The second part of the paper explains the structure of the RIC and its contents. It argues that the main advantage that derives from the construction of such a centre is the value that is added to raw information through data handling and integration, through skilled interpretation and through the provision of new information, maybe in the form of forecasts of what is likely to happen in the future, as well as analyses of what has happened in the past. The third and final part of the paper explores some of the key issues and difficulties relating to the operation of the Observatory and considers some of the reasons that have accounted for its loss of momentum in the last few years. This has occurred over a period of increased political attention to regional administration and planning in the UK, exemplified by the creation of Scottish and Welsh Assemblies and the emergence of Regional Development Agencies and Regional Assemblies across England. A retrospective evaluation demonstrates a number of lessons that have been learnt and provides a number of useful guidelines to those attempting to establish similar structures elsewhere in the developed world

    Public Participation GIS for sustainable urban mobility planning: methods, applications and challenges

    Sustainable mobility planning is a new approach to planning, and as such it requires new methods of public participation, data collection and data aggregation. In the article we present an overview of Public Participation GIS (PPGIS) methods with potential use in sustainable urban mobility planning. We present the methods using examples from two recent case studies conducted in Polish cities of Poznań and Łodź. Sustainable urban mobility planning is a cyclical process, and each stage has different data and participatory requirements. Consequently, we situate the PPGIS methods in appropriate stages of planning, based on potential benefits they may bring into the planning process. We discuss key issues related to participant recruitment and provide guidelines for planners interested in implementing methods presented in the paper. The article outlines future research directions stressing the need for systematic case study evaluation

    Mobile air quality studies (MAQS) in inner cities: particulate matter PM10 levels related to different vehicle driving modes and integration of data into a geographical information program

    ABSTRACT: BACKGROUND: Particulate matter (PM) is assumed to exert a major burden on public health. Most studies that address levels of PM use stationary measure systems. By contrast, only few studies measure PM concentrations under mobile conditions to analyze individual exposure situations. METHODS: By combining spatial-temporal analysis with a novel vehicle-mounted sensor system, the present Mobile Air Quality Study (MAQS) aimed to analyse effects of different driving conditions in a convertible vehicle. PM10 was continuously monitored in a convertible car, driven with roof open, roof closed, but windows open, or windows closed. RESULTS: PM10 values inside the car were nearly always higher with open roof than with roof and windows closed, whereas no difference was seen with open or closed windows. During the day PM10 values varied with high values before noon, and occasional high median values or standard deviation values due to individual factors. Vehicle speed in itself did not influence the mean value of PM10; however, at traffic speed (10 -- 50 km/h) the standard deviation was large. No systematic difference was seen between PM10 values in stationary and mobile cars, nor was any PM10 difference observed between driving within or outside an environmental (low emission) zone. CONCLUSIONS: he present study has shown the feasibility of mobile PM analysis in vehicles. Individual exposure of the occupants varies depending on factors like time of day as well as ventilation of the car; other specific factors are clearly identifiably and may relate to specific PM10 sources. This system may be used to monitor individual exposure ranges and provide recommendations for preventive measurements. Although differences in PM10 levels were found under certain ventilation conditions, these differences likely are not of concern for the safety and health of passengers

    Environmental Dynamics in Animal Waste Reclamation in the Scaling up of Livestock in Thailand

    Thailand has seen a scaling up of pig production in numbers and structure. Nonetheless, in-house separation and agricultural reclamation of pig solid waste are common practice. Waste reclamation is not taking place under small-scale farming and its environmental dynamics cannot be simply understood as a direct projection to larger scales. Scaling up has transformed the environmental significance of waste reclamation, including waste transfer from livestock to agriculture farmers. Waste transfer benefits pig farmers by trade and removal of waste by agriculture and aquaculture farmers and is key to the environmental dynamics of pig production. However, waste reclamation is not clearly defined as a management option in environmental frameworks. Waste management is mainly addressed as in-farm wastewater with limited attention to agro-environmental values of present practices. To recognise present practices in agro-environmental policies this thesis suggests a descriptive strategy focused on the transfer of waste. Such strategy would avoid command-and-control norms, avoid conflicting with an environmental culture centered in biogas technology and support knowledge transfer in agriculture. A focus on waste transfer from animal farms to agriculture [and aquaculture] plots is interpreted as off-site waste management. Off-site waste management calls for the inclusion of geographical variables beyond animal farms. This leads to an extended area of environmental influence (EAEI). Resulting environmental dynamics allows an interpretation of environment beyond resource in classical agricultural geography to a connotation where environment is also significant to agriculture and livestock because of the impacts from production. The recognition of reclamation practices and, consequently, of the integral environmental dynamics, and hence the connotation of environment, would contribute to connect livestock with agriculture through environmental geography. Intensive livestock is then defined as distribution and not location. Formalisation of reclamation practices entails the acknowledgment of agro-ecological cycles in livestock

    Urban food strategies in Central and Eastern Europe: what's specific and what's at stake?

    Integrating a larger set of instruments into Rural Development Programmes implied an increasing focus on monitoring and evaluation. Against the highly diversified experience with regard to implementation of policy instruments the Common Monitoring and Evaluation Framework has been set up by the EU Commission as a strategic and streamlined method of evaluating programmes’ impacts. Its indicator-based approach mainly reflects the concept of a linear, measure-based intervention logic that falls short of the true nature of RDP operation and impact capacity on rural changes. Besides the different phases of the policy process, i.e. policy design, delivery and evaluation, the regional context with its specific set of challenges and opportunities seems critical to the understanding and improvement of programme performance. In particular the role of local actors can hardly be grasped by quantitative indicators alone, but has to be addressed by assessing processes of social innovation. This shift in the evaluation focus underpins the need to take account of regional implementation specificities and processes of social innovation as decisive elements for programme performance.

    The project 3D and 4D Simulations for Landscape Reconstruction and Damage Scenarios: GIS Pilot Applications has been devised with the intention to deal with the demand for research, innovation and applicative methodology on the part of the international programme, requiring concrete results to increase the capacity to know, anticipate and respond to a natural disaster. This project therefore sets out to develop an experimental methodology, a wide geodatabase, a connected performant GIS platform and multifunctional scenarios able to profitably relate the added values deriving from different geotechnologies, aimed at a series of crucial steps regarding landscape reconstruction, event simulation, damage evaluation, emergency management, multi-temporal analysis. The Vesuvius area has been chosen for the pilot application owing to such an impressive number of people and buildings subject to volcanic risk that one could speak in terms of a possible national disaster. The steps of the project move around the following core elements: creation of models that reproduce the territorial and anthropic structure of the past periods, and reconstruction of the urbanized area, with temporal distinctions; three-dimensional representation of the Vesuvius area in terms of infrastructuralresidential aspects; GIS simulation of the expected event; first examination of the healthcareepidemiological consequences; educational proposals. This paper represents a proactive contribution which describes the aims of the project, the steps which constitute a set of specific procedures for the methodology which we are experimenting, and some thoughts regarding the geodatabase useful to “package” illustrative elaborations. Since the involvement of the population and adequate hazard preparedness are very important aspects, some educational and communicational considerations are presented in connection with the use of geotechnologies to promote the knowledge of risk
