    Assessing Destination Competitiveness: An Application to the Hot Springs Tourism Sector

    This paper proposes a model to identify the factors determining the competitiveness of the hot springs tourism sector, with particular application to Taiwan. The proposed conceptual framework brings together two approaches, namely the theories of industry organization (10) and the resource-based view (RBV). The proposition underlying this framework is that destination competitiveness is achieved by the adoption of policies and strategies aligned with market opportunities, drawing upon the unique or distinctive tourism features offered by the destination. It is proposed that three major influences are evident in the case of hot springs tourism, namely Tourism Destination Resources and Attractors, Tourism Destination Strategies and Tourism Destination Environments. An evaluation is provided of the administration of a three-round Delphi survey, which was intended to validate the determinants of destination competitiveness that were derived from the literature. Drawing upon the results of the pilot study it is concluded that the development of a sector-specific model of destination competitiveness is capable of capturing the nature and characteristics of the hot springs tourism sector

    International Lessons for Promoting Transit Connections to High-Speed Rail Systems

    As the California High-Speed Rail (HSR) project becomes reality, many communities involved in, or affected by, the California HSR project have considered how to connect the new HSR passenger services to local urban transportation systems – such as bus and light rail systems – and how they can take advantage of HSR accessibility and speed throughout the state. European and other overseas systems have decades of experience in forging connections between HSR and various transportation options. This study examines international HSR stations and identifies patterns in transit connections associated with stations on the basis of size, population levels, and other characteristics. Additionally, a closer examination is made of the lessons that can be learned from a strategic sample of overseas HSR stations, correlated to similar cities in the planned California system. Generally, the findings from the comparison suggest that California cities must make significant strides to approach the level of integration and ease of access to other modes that systems outside the U.S. now enjoy

    Advancing High-Speed Rail Policy in the United States, Research Report 11-18

    This report builds on a review of international experience with high-speed rail projects to develop recommendations for a High-speed rail policy framework for the United States. The international review looked at the experience of Korea, Taiwan, China, and several countries in Europe. Countries in Asia and Europe have pursued high-speed rail (HSR) to achieve various goals, which include relieving congestion on highway networks, freeing up capacity on rail network for freight train operations, and reducing travel time for travelers. Some of the key rationales do not work well in the US context. As an example, in the US, freight companies own most of the rail network and, hence, do not need government intervention to free up capacity for their operations. We concluded the potential to reduce travel times coupled with improved travel time reliability and safety will be the strongest selling points for HSR in the US. HSR lines work best in high-density, economically active corridors. Given that there are a limited number of such corridors in the US, our study recommends the US HSR project funding mix be skewed heavily toward state bonds guaranteed by the federal government. This will ensure that the states that benefit directly from the projects pay most of the costs, making it more palatable to states that may not have HSR projects. For the projects that span multiple states, member states may have to negotiate the level of financial responsibility they will bear, and this will require detailed negotiations and financial setups that are not addressed in this report. Other measures the federal government needs to put in place include designating a key agency and dedicated funding source, and developing regulations and specifications for HSR design and construction. States that embark on HSR projects should start with formal legislation and put in place structures to ensure sustained political support throughout the planning and construction of the project. The federal government also needs to move quickly to foster educational and training centers to build up the HSR workforce in the country

    Public Transport Options for East Asian Mega-cities

    This paper provides insights of the current state of public transport in East Asian Mega-cities, their characteristics that make them different with other public transport systems in other parts of the world. A combination of high percentage of public transport use, existence of para-transit, poor service quality to respond with high level of motorizations are some of the features of urban public transport in East Asian developing cities. Data from Tokyo, Shanghai, Seoul, Taipei, Ho Chi Minh City, Manila, Jakarta, and Bangkok are analyzed to develop a thorough understanding on the specific features of public transport in the East Asian Mega-cities. Several reform policies and strategies are proposed, including promoting public transport technology to shift the competition from costs to quality, fare integration, suitable financing options, and an appropriate implementation timing, as well as developing a public transport hierarchy to suit the increasing demand for urban mobility

    Estimating Workforce Development Needs for High-Speed Rail in California, Research Report 11-16

    This study provides an assessment of the job creation and attendant education and training needs associated with the creation of the California High-Speed Rail (CHSR) network, scheduled to begin construction in September 2012. Given the high profile of national and state commitment to the project, a comprehensive analysis that discusses the education, training, and related needs created during the build out of the CHSR network is necessary. This needs assessment is achieved by means of: 1) analyzing current high-speed rail specific challenges pertaining to 220mph trains; 2) using a more accurate and robust “bottom-up” approach to estimate the labor, education, skills, and knowledge needed to complete the CHSR network; and 3) assessing the current capacity of railroad-specific training and education in the state of California and the nation. Through these analyses, the study identifies the magnitude and attributes of the workforce development needs and challenges that lie ahead for California. The results of this research offer new insight into the training and education levels likely to be needed for the emergent high-speed rail workforce, including which types of workers and professionals are needed over the life of the project (by project phase), and their anticipated educational level. Results indicates that although the education attained by the design engineers of the system signifies the most advanced levels of education in the workforce, this group is comparatively small over the life of the project. Secondly, this report identifies vast training needs for the construction workforce and higher education needs for a managerial construction workforce. Finally, the report identifies an extremely limited existing capacity for training and educating the high-speed rail workforce in both California and in the U.S. generally

    Are we growing smart?: new vision for urban development in Asia and the Pacific

    The present paper explores the implications of smart growth principles for Asia-Pacific urbanization, and discusses how to use such principles for development in this region over the coming decades. After the United States of America experienced urban pathology due to sprawl, the country implemented growth management policies, and later adopted smart growth policies. While Asian cities experience rapid growth and concentration, the principles of American urban planning can benefit future urban policy and public investment in the region. The paper also argues that smart growth policies can lead to more sustainable and equitable urban development by overcoming the current unplanned sprawl.     Are U.S. Exports Different from China's Exports? Evidence from Japan's Imports

    Are U.S. exports different from China's exports? If so, how? This paper attempts to answer this question, focusing on the quality, variety, and overlap of their products. Using product-level manufacturing import data from Japan, I find that the exports of China and the United States are similar in terms of variety. More than 85 percent of U.S. export products to Japan are commonly exported from China. However, U.S. exports are different from China's exports in terms of quality. A comparison with the European Union (EU) shows that U.S. exports are similar to EU exports in terms of both quality and variety when compared to Chinaàs exports. These results suggest that quality matters. Both the EU and the United States are better endowed with the factors needed to produce quality or are relatively more productive in producing quality products than China.China, America, trade, exports

    Industrial Policies and Growth: Lessons from International Experience

    The application of industrial policies (IP) to direct resources to industries considered preponderant in achieving growth has been the chosen road by many emerging economies to tackle underdevelopment. Subsidized loans, variable taxes and differentiated tariffs are frequently used. Because of the successful experiences of some South Asian industrial policies, other emerging countries feel tempted of replicating the formula. However, these should be sure first that their governments have the necessary competencies. There are also two questions to ask on the role of IPs in the growth of these countries: first, Were IPs the dominant factor in the countries’ accelerated growth? The neoclassical approach offers an alternative explanation, that the Asian miracle was mainly the result of strong macroeconomic policies implemented. The second question is: Can the problems of some Asian economies in the 1990s be explained by the prolonged application of IPs? This article finds evidence to support that economic growth was due to strong macroeconomic foundations, such as fiscal discipline, controlled inflation and adequate real exchange rate levels. These variables were the driving forces that created high levels of saving and investment. On the other hand, the implementation of IPs is difficult in a globalized world where the regulations of international trade have become very important.
