    Next Step: State Funding for the Parties?

    The Political Parties, Elections and Referendums Act 2000 marked the most comprehensive and radical overhaul of British party finance for over 100 years. It instituted reforms in many areas, with the notable exception of the comprehensive extension of state funding for political parties. However, despite the radicalism of the Act, questions have already arisen as to whether further state funding should occur. This article argues that in order to examine the case for more comprehensive state funding, policy–makers need to look beyond the current calls and make a decision by evaluating several criteria on the basis of empirical evidence rather than assumptions. First, however, it is worth outlining the stage we are at presently by summarising the new Act, looking at its impact to date and examining the claims made in recent episodes which have led to calls for more comprehensive state funding of political parties

    In traditional radiology practice, reports are typically dictated and then transcribed.? While the free-text reports represent the semantic knowledge interpreted and conveyed by a physician, the information can be hard to access. The advantages of representing medical data in a structured format using standard terminology are clearly recognized. These include the ability to implement a standardized electronic medical record, automatically invoke medical guidelines when appropriate, and conduct outcomes research. Standard structured reports facilitate intelligent indexing, searching, and retrieval of documents from clinical databases. Recent attempts have been made in the industry to enable structured data entry using preformatted templates, but these have yet to gain widespread acceptance.1,2 These preformatted templates do not necessarily use standard nomenclature and tend to disturb a clinician’s normal workflow.     Business objects: the next step in component technology?

    Component technology seems to be a promising approach towards more efficient software development by enabling application construction through “plug and play”. However, the middleware supporting this approach is still complicated to use and distracts the attention of the component developer from the application domain to technical implementation issues. Business objects are intended to hide the complexities of middleware approaches and provide an easy to use environment for application developers. We conceptualize business object approaches by presenting a common model and survey some major players in the marketplace. We conclude by identifying implications of business objects on information systems engineering.

    Multi-User Interactive TV: the Next Step in Personalization

    In the past few years there has been an increasing trend towards personalization in the TV world. IMS-based IPTV is a good example of a highly personalized IPTV architecture, featuring an advanced identity management subsystem. This article studies a next step in the personalization of the television experience: concurrent use of TV services that are supported by the IMSbased IPTV system. That is, multiple users using the same television set at the same or at different times, where each user as personalized interaction with the service and content. Our analysis of IMS-based IPTV use cases shows that current architectures were not designed with concurrent use in mind. However, we demonstrate that the combination of concurrent use and personalized TV services can yield interesting and viable use cases in the areas of interactive game shows, personalized electronic program guides and channel lists, and other. Finally, an analysis of the IMS-based IPTV system and architecture shows that it has all the ingredients to implement these new concurrent TV use cases, and that the main challenges will be in the area of usability. The article concludes that personalization and concurrency are not contradictory for television services, neither from a use case perspective, nor technologically. In particular, the IMS-based IPTV system is able to facilitate an enhanced and personalized experience to concurrent TV users

    Although the New England states have, over the years, been regionally cooperative, they have not formally advanced the process since the establishment of the New England Governors\u27 Conference in 1937. There is still no regional government in New England; no body politic that can enact regionwide laws; no organization authorized to perform regionwide planning, or with the power to regulate or direct growth and development or manage natural resources. There isn\u27t even a public forum or assembly where such issues can be discussed. This article reviews the history of regionalism in New England and proposes that the six states develop a more mature approach to complex regional issues by forming a New England Council of Governments
