An e-Business Logistic Model in Taiwan
The current article develops a framework for an e-business logistic model in Taiwan. The model includes e-marketplace, logistic, organization, and informational systems factors. Data used for this research come from a survey of business groups, including marine and air carriers, terminal warehousing, custom brokers, shipping centers, and marine information service providers. Our study reveals relationships between essential variables for e-business trading in the logistic industry. These include organizational advantage and information technology, strategy and vision, consumer-directed service and planning, lower cost and high quality customer service, quick merchandise delivery and low inventory, and long-term development plans. Specifically, we found that the logistic industry in Taiwan ignores the details of purchasing procedure in e-marketplace operation, focusing more on actual merchandise delivery, consumer satisfaction, and downstream consumer service. In addition, the logistical industry in Taiwan also involves employee adjustment to the new environment, support from upper management, training and, application of information technology

Rapid Advance: High Technology in China in the Global Electronic Age
This study examines how a critical high technology industry in China, the semiconductor industry, advanced from being an isolated, centrally planned industry in the mid 1980s to being an important participant in the competitive global semiconductor industry after 2000. The research examines the most important trends, projects, and enterprises in China, with attention to China's global partners and China's rapidly growing role in the world economy. In the 1990s, semiconductor enterprises in China proactively made key structural changes and global linkages that set the stage for the industry's growth after 2000. The study thus provides an industry level assessment of how reforms and technological upgrading occurred in contemporary China, including the degree and character of so-called state led development. This research also shows that the development of this high technology industry had direct and positive effects on China's larger business environment and trade policies. Finally, this study compares the development of the semiconductor industry in China with its development in Japan, South Korea, and Taiwan, identifying differences in national approaches and the effects of the global information revolution

Senior Japanese tourists to Taiwan and their marketing potential: a case study
For decades, Taiwan\u27s tourism industry enjoyed the great number of Japanese visitors until a few years ago, when the growth rate slowed and even declined. This decline was caused by several factors such as rising price, high appreciation of the New Taiwan dollar, inconvenient visa application procedures, limited airline seats, rising public disorder, and strong competition from neighboring countries. With much money to spend the Japanese tourists were the most welcome group to the world tourism industry. The senior (50 years and older) members among them, in increasing quantity and good financial ability, have become even more desirable among the world\u27s tourists. Information for this study was collected through library research, data collecting from Taiwan\u27s Tourism Bureau and personal interviews with a manager of Japanese Airline and one of Taiwan\u27s travel agents. An evaluation of Sino-Japanese relationship was done to identify major reasons for Taiwan to be one of the most popular destinations for the senior Japanese international tourists. Most of the senior Japanese tourists visit Taiwan for pleasure because they admire Chinese culture, Chinese cuisine, beautiful scenery, and it\u27s good weather. Their expenditures are the highest among all the international tourist arrivals in Taiwan. Through making efforts (such as cooperation with Japan\u27s banks in offering senior customers discounted trips to Taiwan, formation of a task force to carry out an Senior Japanese Market Promotion Project, and planning and development of new scenic attractions) on maintaining this high-profit tourist group, Taiwan can keep up the revenue from tourism, even with very limited potential in total international tourist growth

State and Context-Dependent Information Management and Wealth Accumulation: An Information Analysis of the Billionaires between Taiwan and China
From the Forbes Magazine survey of the world’s 538 richest, seventy seven (77) or about 14.4% were identified as born in Asia (Asia Week, June 28, 2001). In addition, the top 100 billionaires (in $NT) in Taiwan, 2001 and 2002 were surveyed by Taiwan Smart Monthly magazine ( Nov 11, 2002) and another top 100 billionaires in China (in U.S dollars) were reported by the Forbes magazine in 2004. This paper utilizes Liu ,Lin, Lee and Chou’s (1996) state and context dependent information management model specification (Joseph & John, 2006), and equity account dependent variables to study the underlying intercultural factors affecting the richest 77 Asian and the top 100 Taiwanese and Chinese entrepreneurs respectively by such attributes and characteristics as shown in the bamboo network (Weidenbaun & Hughes 1996), Liu and Grawford(1996) and Fedorowicz, Gogan and Ray,(2004). Using regression and categorical techniques, this paper shows that important intercultural information factors affecting the world’s richest Asian billionaires are age, marital status, Chinese cultural background and self-made accomplishment, economic and national business condition, education, training and total quality management, and the human development index, etc. While most billionaires in Taiwan came from the information technology (IT) industry, but due to different stage of IT development, many billionaires in China were found in real estate and manufacturing management
Ideas and innovation in East Asia
The generation, diffusion, absorption and application of new technology, knowledge or ideas are crucial drivers of development. This paper surveys the diverse approaches to innovation adopted by East Asian economies, the problems faced and outcomes achieved, as well as possible policy lessons. Knowledge flows from advanced countries remain the primary source of new ideas in developing economies. The authors evaluate the role of three main channels for knowledge flows to East Asia - international trade, acquisition of disembodied knowledge and foreign direct investment. The paper then looks at the exceptionally fast growth in domestic innovation efforts in Korea, Taiwan (China), Singapore and China, drawing on information about R&D as well as original analysis of patent and patent citation data. Citation analysis shows that while East Asian innovations continue to draw heavily on knowledge flows from the US and Japan, citations to the same or to other East Asian economies are quickly rising, indicating the emergence of national and regional knowledge stocks as a foundation for innovation. A last section pulls together findings about policies and institutions to foster innovation, under three heads: the overall business environment for innovation (macroeconomic stability, financial development, openness, competition, intellectual property rights and the quality of communications infrastructure), human capital development, and government fiscal support for innovation.E-Business,Knowledge Economy,Economic Theory&Research,Technology Industry,Agricultural Knowledge&Information Systems
A CMMI-based approach for medical software project life cycle study
In terms of medical techniques, Taiwan has gained international recognition in recent years. However, the medical information system industry in Taiwan is still at a developing stage compared with the software industries in other nations. In addition, systematic development processes are indispensable elements of software development. They can help developers increase their productivity and efficiency and also avoid unnecessary risks arising during the development process. Thus, this paper presents an application of Light-Weight Capability Maturity Model Integration (LW-CMMI) to Chang Gung Medical Research Project (CMRP) in the Nuclear medicine field. This application was intended to integrate user requirements, system design and testing of software development processes into three layers (Domain, Concept and Instance) model. Then, expressing in structural System Modeling Language (SysML) diagrams and converts part of the manual effort necessary for project management maintenance into computational effort, for example: (semi-) automatic delivery of traceability management. In this application, it supports establishing artifacts of “requirement specification document”, “project execution plan document”, “system design document” and “system test document”, and can deliver a prototype of lightweight project management tool on the Nuclear Medicine software project. The results of this application can be a reference for other medical institutions in developing medical information systems and support of project management to achieve the aim of patient safety. Drivers and Impacts of ICT Adoption on Transport and Logistics Services.
The availability of high-quality transport and logistics services (TLS) is of paramount importance for the growth and competitiveness of an economy. The objective of this paper is to describe how European companies in this industry use information and communication technology (ICT) for conducting business and to assess the impact of this development for firms and the industry as a whole. A comparison with some important Asia Pacific economies is also presented, indicating that some of these countries (Singapore, Hong Kong, Japan, Taiwan, and Korea) boast very good transport infrastructure compared with the most developed European economies.
Using the structure-conduct-performance (SCP) model and the bi-directional relationships of its elements, the paper identifies the links between ICT adoption and market structure, innovation dynamics, and firm performance. A set of recommendations on how to further improve the actual scenario of e-business in the TLS industry is also presented. The model could also be implemented in Asian countries
Taiwanese gambling behaviors, perceptions, and attitudes
This study categorizes different Taiwanese gambling types using PGSI, and further evaluates the perceptions and attitudes toward the legalization of casino gambling. A survey was conducted using convenient sampling and distributed by Internet. Results indicate that across groups of different types of gamblers, there are significant differences in perceptions toward the legalized casino gambling industry. Also, across groups of different types of gamblers, there are significant differences in attitudes toward legalized casino gambling. Additionally, there are significant differences between perceptions toward the legalized casino gambling industry, and attitudes toward the legalization of casino gambling. In general, non-gamblers are relatively more conservative toward the development of the casino gaming industry due to non-gamblers\u27 sensitivity toward the involvement of the economic and social costs involved in investing in this particular industry. Moreover, as the number of problematic gamblers increase, non-gamblers tend to feel negatively toward the gaming industry. Overall, with the exception of non-gamblers, all other groups are supportive of the gaming industry. In addition, the results of this study provide the Taiwan government with information about Taiwanese gambling behaviors and opinions toward newly legalized gambling. By understanding Taiwan residents\u27 gambling behaviors, perceptions, and attitudes prior to the opening of the casinos, this study could benefit Taiwan society and maximize the benefits and minimize the costs associate with the development of the casino industry
Research on Technology Governance of IoT Smart City in Yilan, Taiwan: Taking Intelligent Disaster Prevention as an Example
An advanced smart building platform should meet the needs of humanization and provide the best information and communication technology integration capabilities to enhance the digital upgrading and transformation of the construction industry. From the perspective of the technology governance of the smart city in Yilan County, this study proposes the direction of the sustainable development of intelligence in Lan-yang area and discusses the intelligent disaster prevention of the IoT smart city in Yilan, Taiwan. In the study, data related to technology governance were collected through literature review and validation of empirical fire drills, including the meaning of smart city, the development process of promoting smart city in Taiwan, and technology governance and smart city development. The content and analysis of empirical fire drills demonstrated the specific achievements of the smart city technology governance development in Yilan County, Taiwan
