A concept to permit Corps of Engineers personnel to obtain and maintain an appropriate level of individual proficiency in the application of remote sensing to water resource management is described. Recommendations are made for specific training courses and include structure and staffing requirements, syllabi and methods of operation, supporting materials, and procedures for integrating information systems management into the University Training Modules

Ensuring Urban Water Security in Water-Scarce Regions of the United States

On December 11-13, 2013, The Johnson Foundation at Wingspread, along with partner ReNUWit, convened experts from different parts of the country to discuss the implications of chronic and episodic water scarcity on our nation's water infrastructure -- with the goal of moving beyond the "case-by-case" conversation to one about how cities can transform their infrastructure and management strategies. A Start to finish guide to opening a bed & breakfast: The business plan.

Background Beds and breakfast are the small business component of the hotel industry. Like all types of small businesses, many fail due to poor planning or misguided management. As more new entrepreneurs enter the market due to the decline of the economy and the unreliability of corporate America, it is important to identify the proper components of a business plan for beds and breakfast and to outline a successful operations model. A study of business plan and bed and breakfast operation models is included here. Results Existing literature suggests several components of a successful business plan. These include a detailed business description, marketing plan, management model and financial projections. The literature suggests that a successful innkeeper will develop a strong and identifiable brand, focus on a memorable eating experience, execute a successful marketing plan, and enact easily understood rules of the house. A sample business plan for a bed and breakfast currently for sale in Savannah, Georgia is included in this document as a guide to potential innkeepers

Development of Bus-Stop Time Models in Dense Urban Areas: A Case Study in Washington DC

Bus transit reliability depends on several factors including the route of travel, traffic conditions, time of day, and conditions at the bus stops along the route. The number of passengers alighting or boarding, fare payment method, dwell time (DT), and the location of the bus stop also affect the overall reliability of bus transit service. This study defines a new variable, Total Bus Stop Time (TBST) which includes DT and the time it takes a bus to safely maneuver into a bus stop and the re-entering the main traffic stream. It is thought that, if the TBST is minimized at bus stops, the overall reliability of bus transit along routes could be improved. This study focused on developing a TBST model for bus stops located near intersections and at mid-blocks using ordinary least squares method based on data collection at 60 bus stops, 30 of which were near intersections while the remaining were at mid-blocks in Washington DC. The field data collection was conducted during the morning, mid-day, and evening peak hours. The following variables were observed at each bus stop: bus stop type, number of passengers alighting or boarding, DT, TBST, number of lanes on approach to the bus stop, presence of parking, and bus pad length. The data was analyzed and all statistical inferences were conducted based on 95% confidence interval. The results show that the TBST could be used to aid in improving planning and scheduling of transit bus systems in an urban area

The proceedings of a conference on technology assessment are presented. A survey of recent Federal activity in technology assessment was discussed initially. Emphasis was placed on state and local activities with respect to technology assessment to include the following subjects: (1) the technology assessment desired by states, (2) organization of technology assessment activities, (3) how to perform technology assessments for less than $5,000, and (4) the preparation of environmental impact statements.
