    Essential Voices, Part II: Engaging Students and Parents in the Implementation of a New Teacher Evaluation System

    In June 2013, the New York State Education Department (NYSED) announced a new teacher evaluation system for New York City, which is being enacted citywide in the 2013-14 school year. The implementation of a new system for evaluating the 75,000 teachers who work in New York City's public schools is a massive undertaking -- one that will change how principals use their time, how teachers direct their efforts in the classroom, and, ultimately, how students experience school. State Education Commissioner John King has said, "These evaluation plans will help principals and teachers improve their practice, and that in turn will help students graduate from high school ready for college and careers. That's our goal in everything we do."As the intended beneficiaries of this major reform effort, students and their families have an enormous stake in its success. This paper makes the case that the New York City Department of Education (DOE) must include them in the policy implementation process.Students and parents should have the opportunity to actively contribute to the policy changes that affect their lives; reforms are more likely to be successful, sustainable, and responsive to local needs when students and families are engaged as partners and supportive of such efforts. As theNational Parent Teacher Association (PTA) notes, "Because parents, teachers, students, and the general public are affected by school policy, it is appropriate that they participate in its determination. We believe that such sharing of responsibility will result in greater responsiveness to student and societal needs and therefore improve the quality of educational opportunity."The voices of actual New York City public school parents and students echo this desire for participation with respect to teacher evaluation policy. One New York City high school student told us, "Since the students are the ones subjected to changes in the system (as well as the teachers) they should be allowed to have a say in what they think will benefit/hurt them. They should be able to say what they think makes their teachers effective/ineffective, and what can be done to fix any problems with the new policy."Similarly, Diana M., the parent of an eleventh grader in Queens, affirmed, "We have a voice, we have many concerns and as parents should be included in these new policies that are taking place....Students as well parents have ideas and we can change the school system for the better [for] students, the DOE and the parents alike....The change starts with all three parties, parent, student and educator!"With this paper, we are calling on the DOE to include students and parents when putting the new evaluation system into practice by establishing a stakeholder advisory group to provide feedback throughout the implementation process and ensure open discussion and sharing of responsibility take place. We begin by setting forth the arguments for including parents and students in the implementation of the new policies and conclude by providing examples of structures established for this purpose in other cities and states

    Do looks matter? A case study on extensive green roofs using discrete choice experiments

    Extensive green roofs are a promising type of urban green that can play an important role in climate proofing and ultimately in the sustainability of our cities. Despite their increasingly widespread application and the growing scientific interest in extensive green roofs, their aesthetics have received limited scientific attention. Furthermore, several functional issues occur, as weedy species can colonize the roof, and extreme roof conditions can lead to gaps in the vegetation. Apart from altering the function of a green roof, we also expect these issues to influence the perception of extensive green roofs, possibly affecting their acceptance and application. We therefore assessed the preferences of a self-selected convenience sample of 155 Flemish respondents for visual aspects using a discrete choice experiment. This approach, combined with current knowledge on the psychological aspects of green roof visuals, allowed us to quantify extensive green roof preferences. Our results indicate that vegetation gaps and weedy species, together with a diverse vegetation have a considerable impact on green roof perception. Gaps were the single most important attribute, indicated by a relative importance of ca. 53%, with cost coming in at a close second at ca. 46%. Overall, this study explores the applicability of a stated preference technique to assess an often overlooked aspect of extensive green roofs. It thereby provides a foundation for further research aimed at generating practical recommendations for green roof construction and maintenance

    Effectiveness of Agency and Non-Government Organizational Efforts in Rhode Island Environmental Conservation

    The effectiveness of woodland conservation in Rhode Island is increasingly important as economic development pressures sacrifice critical forestland for commercial, residential and infrastructure purposes. This study looks to determine components of forest conservation practices that could be better suited to best protect this important land. Through the content analysis of interviews and citizen surveys, the most critical areas in need of improved efforts were revealed. It was discovered that the various lenses used by entities prevented the most beneficial cooperative efforts and further sharing of limited resources would increase efficiency. Additionally, educational efforts are limited and too often performed by government agencies as opposed to NGOs, something the citizens of Rhode Island stated they were less apt to believe. To unify the perspectives of woodland conservation entities, a natural capital model should be adopted. Greater emphasis should be placed on the need for NGOs to increase their educational efforts, with a resulting ratio of two parts NGO and one part agency education. Meetings and website forums should be used for the entities to better share resources needed to properly and effectively conserve woodlands. By making changes in the areas described woodland conservation entities can expect increased success in their overall field of work that is so important for the future of the state and the world as a whole

    MPA network design based on graph network theory and emergent properties of larval dispersal

    Despite the recognised effectiveness of networks of Marine Protected Areas (MPAs) as a biodiversity conservation instrument, nowadays MPA network design frequently disregards the importance of connectivity patterns. In the case of sedentary marine populations, connectivity stems not only from the stochastic nature of the physical environment that affects early-life stages dispersal, but also from the spawning stock attributes that affect the reproductive output (e.g., passive eggs and larvae) and its survivorship. Early-life stages are virtually impossible to track in the ocean. Therefore, numerical ocean current simulations coupled to egg and larval Lagrangian transport models remain the most common approach for the assessment of marine larval connectivity. Inferred larval connectivity may be different depending on the type of connectivity considered; consequently, the prioritisation of sites for marine populations' conservation might also differ. Here, we introduce a framework for evaluating and designing MPA networks based on the identification of connectivity hotspots using graph theoretic analysis. We use as a case of study a network of open-access areas and MPAs, off Mallorca Island (Spain), and test its effectiveness for the protection of the painted comber Serranus scriba. Outputs from network analysis are used to: (1) identify critical areas for improving overall larval connectivity; (2) assess the impact of species' biological parameters in network connectivity; and (3) explore alternative MPA configurations to improve average network connectivity. Results demonstrate the potential of graph theory to identify non-trivial egg/larval dispersal patterns and emerging collective properties of the MPA network which are relevant for increasing protection efficiency.Comment: 8 figures, 3 tables, 1 Supplementary material (including 4 table; 3 figures and supplementary methods

    Collaboration with the Town of Bristol in the fall of 2013 when students in ARCH 415, Advanced Design Studio – Urban, under the guidance of Professor Ulker Copur, studied the waterfront area along the west side of Thames Street, from State Street south to the armory in Bristol, Rhode Island, including the continuation of a public boardwalk through the area linking up with the adjacent properties. The designs created by students would be used to guide the town in developing a master plan for the area and the new Bristol Maritime Welcome Center

The concept of the project is to have indoor space continue out to the water, providing an outdoor space for dining and leisure, but also giving the boardwalk a resting point. The building is planned as two floors, with the fish market and multipurpose area on the first and an eatery, sitting area, balcony and facilities on the second. The building will be made of a light metal frame with panels to enclose the space and is designed with a folded glass panel that can be opened up to the outside, yet decrease wind pressure in a storm
