Managing ubiquitous eco cities: the role of urban telecommunication infrastructure networks and convergence technologies
A successful urban management system for a Ubiquitous Eco City requires an integrated approach. This integration includes bringing together economic, socio-cultural and urban development with a well orchestrated, transparent and open decision making mechanism and necessary infrastructure and technologies. Rapidly developing information and telecommunication technologies and their platforms in the late 20th Century improves urban management and enhances the quality of life and place. Telecommunication technologies provide an important base for monitoring and managing activities over wired, wireless or fibre-optic networks. Particularly technology convergence creates new ways in which the information and telecommunication technologies are used. The 21st Century is an era where information has converged, in which people are able to access a variety of services, including internet and location based services, through multi-functional devices such as mobile phones and provides opportunities in the management of Ubiquitous Eco Cities. This paper discusses the recent developments in telecommunication networks and trends in convergence technologies and their implications on the management of Ubiquitous Eco Cities and how this technological shift is likely to be beneficial in improving the quality of life and place. The paper also introduces recent approaches on urban management systems, such as intelligent urban management systems, that are suitable for Ubiquitous Eco Cities
Mejorando los sistemas rurales de alertas tempranas a través de la integración de OpenBTS y JAIN SLEE
Actualmente existe una tendencia que combina las características de los servicios Web 2.0 y los servicios de telecomunicaciones, conocida como Telco 2.0. Estos servicios convergentes se han aplicado exitosamente en sistemas de alertas tempranas, proporcionando mayor agilidad y flexibilidad en la prestación de servicios. Sin embargo, existen varias limitantes que no permiten el despliegue de servicios convergentes en las zonas rurales de países en vía de desarrollo, como la falta de disponibilidad de una ngn (Next Generation Network), la ausencia de tecnología avanzada y la falta de recursos para inversión. Este artículo propone una arquitectura de integración entre jain slee y OpenBTS para sistemas rurales de alertas tempranas. Se evalúa el prototipo implementado con un caso de estudio específico al enviar advertencias Telco 2.0 a los cafeteros colombianos cuyas plantaciones puedan verse afectadas por la roya, una de las enfermedades más peligrosas para la producción de café.Nowadays exists a trend that combines the features of Web 2.0 services and telecommunications services known as Telco 2.0. These converged services have been successfully implemented in early warning systems providing improved agility and flexibility in service delivery. However the deployment of converged services in rural zones of developing countries presents several constraints which do not allow to provide this kind of services, as the unavailability of a Next Generation Network (ngn), absence of advanced technology and lack of investment resources. This paper proposes a jain slee and OpenBTS integration architecture for early warning systems in rural zones. The implemented prototype is evaluated with a specific case study involving the deployment of Telco 2.0 warnings in Colombian coffee plantations which may be affected by coffee rust, one of the most threatening diseases in coffee production

Broadband Infrastructure and Economic Growth
We estimate the effect of broadband infrastructure, which enables high-speed internet, on economic growth in the panel of OECD countries in 1996-2007. Our instrumental-variable model derives its non-linear first stage from a logistic diffusion model where pre-existing voice-telephony and cable-TV networks predict maximum broadband penetration. We find that a 10 percentage-point increase in broadband penetration raises annual per-capita growth by 0.9-1.5 percentage points. Results are robust to country and year fixed effects and controlling for linear second-stage effects of our instruments. We verify that our instruments predict broadband penetration but not diffusion of contemporaneous technologies like mobile telephony and computers.broadband, high-speed internet, technology diffusion, economic growth

This paper uses case studies, including two cities (Lynn and New Bedford), a sub-city district (Roxbury) and two towns in rural Franklin County (Greenfield and Orange), to examine the role of technology as a potential economic catalyst in rural and depressed places in Massachusetts. Though the five target areas vary in size, density, geographic area, demographic characteristics and economic resources, each exhibits chronic patterns of economic distress related to the decline of manufacturing, construction and other key industries
Information Technology as an Engine of Broad-Based Growth in India
In this paper, we survey some of the developments in India’s IT sector, and prospects for broad-based growth led by this sector. We examine the IT sector, discussing the role of software versus hardware, the growth pattern of the software industry and software exports, and the potential problems in IT labor supply to support future growth. We focus on a current bottleneck for the IT sector, namely the telecommunications infrastructure. Issues considered include the basic driver of technological convergence across voice and data communications, problems with current infrastructure, innovations that have the potential to dramatically alter the economics of access to telecoms, and the evolving structure of the telecoms industry. We also examine the policy environment more closely, arguing that government policy is better focused on removing labor market distortions and infrastructure constraints, rather than providing output or export subsidies to the software industry. We discuss the appropriateness of specific policy goals such as universal access, as well as issues of implementation of more general objectives of broader telecoms access. Finally, we map out the possibilities for broad-based IT-led growth, including increasing value-added, using better telecom links to capture more benefits domestically through offshore development for industrial country firms, greater spillovers to the local economy, broadening the IT industry with production of telecom access devices, improving the functioning of the economy through a more extensive and denser communications network, and improving governance.information technology, software, complementarities, telecommunications

Outsourcing information systems: Drawing lessons from a banking case study
Financial and costs benefits are often put forward as the reasons why organisations decide to outsource.
Emerging patterns and trends indicate that today’s outsourcing decisions are often motivated by factors
other than cost. Thus, the decision-making process is more complex than it may at first appear. This paper
presents findings from a case study from an organisation in the UK banking sector that was motivated to
outsource aspects of its information technology/information system (IT/IS). The underlying motives and
decision-making process that influenced the bank outsource its IT/IS are presented and discussed. Findings
from the case study suggest political perspectives, as well as human and organisational issues influenced
the bank’s strategic decision-making to outsource certain aspects of its business. An examination of the
case study findings suggests that cost alone is not always responsible for decisions to outsource, as it was
found the bank’s outsourcing decision was driven by a series of complex, interrelated motives in a bid to
reduce the risks and uncertainties of managing its own technology. Considering the complex nature of the
outsourcing process a frame of reference that can be used to assist managers with their decision to outsource
IT/IS is propagated. The case study is used to present an organisation’s experiences as to how and why it
decided to outsource its IS and thus offers a learning opportunity for other organisations facing similar
