In this paper, some of the existing literature dealing with routing and scheduling problems with environmental issues is reviewed, and a description is provided of the problems that have been investigated and how they are treated using combinatorial optimization tools

The study area focuses specifically on Hollygrove and Dixon, and statistical data at the census tract level is used to give context to the risk factors inherent to the population groups in the area

    Toolbox of Countermeasures for Rural Two-Lane Curves, June 2012

    The Federal Highway Administration (FHWA) estimates that 58 percent of roadway fatalities are lane departures, while 40 percent of fatalities are single-vehicle run-off-road (SVROR) crashes. Addressing lane-departure crashes is therefore a priority for national, state, and local roadway agencies. Horizontal curves are of particular interest because they have been correlated with increased crash occurrence. This toolbox was developed to assist agencies address crashes at rural curves. The main objective of this toolbox is to summarize the effectiveness of various known curve countermeasures. While education, enforcement, and policy countermeasures should also be considered, they were not included given the toolbox focuses on roadway-based countermeasures. Furthermore, the toolbox is geared toward rural two-lane curves. The research team identified countermeasures based on their own research, through a survey of the literature, and through discussions with other professionals. Coverage of curve countermeasures in this toolbox is not necessarily comprehensive. For each countermeasure covered, this toolbox includes the following information: description, application, effectiveness, advantages, and disadvantages

    Test, Control and Monitor System maintenance plan

    The maintenance requirements for Test, Control, and Monitor System (TCMS) and the method for satisfying these requirements prior to First Need Date (FND) of the last TCMS set are described. The method for satisfying maintenance requirements following FND of the last TCMS set will be addressed by a revision to this plan. This maintenance plan serves as the basic planning document for maintenance of this equipment by the NASA Payloads Directorate (CM) and the Payload Ground Operations Contractor (PGOC) at KSC. The terms TCMS Operations and Maintenance (O&M), Payloads Logistics, TCMS Sustaining Engineering, Payload Communications, and Integrated Network Services refer to the appropriate NASA and PGOC organization. For the duration of their contract, the Core Electronic Contractor (CEC) will provide a Set Support Team (SST). One of the primary purposes of this team is to help NASA and PGOC operate and maintain TCMS. It is assumed that SST is an integral part of TCMS O&M. The purpose of this plan is to describe the maintenance concept for TCMS hardware and system software in order to facilitate activation, transition planning, and continuing operation. When software maintenance is mentioned in this plan, it refers to maintenance of TCMS system software

    Environmental Justice and the Siting of SR-85 and North Gateway Transfer Station

    abstract: It is widely recognized that, compared to others, minority and low-income populations are more exposed to environmental burdens and unwanted land uses like waste facilities. To prevent these injustices, cities and industry need to recognize these potential problems in the siting process and work to address them. I studied Phoenix, AZ, which has historically suffered from environmental justice issues. I examined whether Phoenix considered environmental justice concerns when siting their newest landfill (SR-85) and transfer station (North Gateway Transfer Station). Additionally, I assessed current views on sustainability from members of the Phoenix Transportation and Infrastructure Subcommittee and of decision-makers in the Public Works Department and Solid Waste Division. Using a mixed methods approach consisting of interviews, document analysis, and a demographic assessment of census tracts, I addressed two main research questions: 1. Do the distributions and siting processes of environmental burdens from SR-85 and North Gateway Transfer Station constitute a case of environmental injustice according to commonly held definitions? 2. Do current Solid Waste and council members on the Transportation and Infrastructure subcommittee consider environmental justice, defined as stakeholder engagement, to be a part of sustainability? The results show that the distribution and siting processes of environmental burdens from these facilities may constitute a case of environmental injustice. While city officials do involve stakeholders in siting decisions, the effects of this involvement is unclear. An analysis of long-term demographic data, however, revealed no significant racial, ethnic, or economic effects due to the locations of the SR-85 and North Gateway Transfer Station. Interviews with current members of the Transportation and Infrastructure Subcommittee, Public Works Department, and Solid Waste Division indicated that Phoenix’s decision-makers don’t consider environmental justice as part of sustainability. However, they seem to consider stakeholder engagement as important for decision-making. To help mitigate future injustices, Phoenix needs buffer zone policies for waste facilities and stakeholder engagement policies for decision-making to ensure the public is engaged appropriately in all circumstances. Enacting these policies will help Phoenix become both a more sustainable city and one in which stakeholders have the opportunity to provide feedback and are given decision-making power.Dissertation/ThesisMasters Thesis Sustainability 201
