    Complementarity analysis of the Priority Areas Development Program and the Priority Attention Areas Program in the National Crusade Against Hunger Program in indigenous municipalities in the State of Veracruz Mexico

    Mexico, with the commissioning of the "National Crusade Against Hunger Program" in 2013, aimed at serving the population that presents both extreme poverty and food deprivation. The article aims to analyze whether the criterion of the selection of the municipalities of the State of Veracruz incorporated in the National Crusade Against Hunger Program (PNCH) show complementarity with the efforts in the fight against poverty in the social expenditure strategy applied in the Priority Attention Zones Program (ZAP) and the Priority Areas Development Program (PDZP) and, particularly, the indigenous municipalities that have a greater degree of social exclusion. The adjustment of a binary logistic regression model is presented, in order to assess the incidence of contextual factors to interpret the scope of the strategy adopted by the federal government in the fight against poverty and hunger. As a result, it is evident that there is no continuity in the fight against poverty, since the municipalities included in the strategy Priority Areas of Attention and Program of Development of Priority Zones are not considered in the selection of municipalities incorporated in the National Program of Crusade Against Hunger, a situation that identifies the relationship between programs is not complementary

    Sustainability is a complex concept. It only can be achieved from a global perspective, where social, economic and environmental issues are all key factors for achieving the goal. This paper is focused on the importance of social sustainability and, as a consequence, the importance of avoiding each and everyone’s risk of poverty and exclusion as due to the recent crisis effects. Nevertheless, this crisis resulted in higher inequalities and put a lot of people at risk of poverty, even in “developed” countries. Through a statistical and econometric analysis, some of the key factors to which the European Union should aim to avoid unsustainable scenarios are analysed.     Road user charging and social exclusion: The impact of congestion charges on at-risk groups.

    The importance of social exclusion in the context of congestion charging is discussed, and the groups most particularly at-risk identified. A new technique, based on generation and investigation of a synthetic population is introduced and used to establish the impacts on at-risk groups of six congestion charging schemes in Leeds. The distribution and severity of impacts are seen to depend crucially on the precise definition of the charge area, the basis of the charges and exemptions provided. Using the new technique, it can be seen how the impact on at-risk groups could be minimized without compromising the overall objectives of congestion charging. Further potential applications of the new technique are outlined

    Identifying public transport gaps using time-dependent accessibility levels

    One of the concerns that has aroused much scholarly attention in transport geography lately is the extent to which public transport provision enables the less privileged population segments, especially those without privately owned motorized vehicles, to participate in activities that are deemed normal within the society they live in. This study contributes to this line of inquiry by proposing a methodology for identifying public transit gaps, a mismatch between the socially driven demand for transit and the supply provided by transit agencies. The methodology draws on the latest accomplishments in the field of modeling time-continuous, schedule-based public transport accessibility. Accessibility levels to key destinations are calculated at regular time intervals, and synoptic metrics of these levels over various peak and off-peak time windows are computed for weekdays and weekends. As a result, a temporally reliable picture of accessibility by public transport is constructed. The obtained index of public transport provision is compared to a public transport needs index based on the spatial distribution of various socio-demographics, in order to highlight spatial mismatches between these two indices. The study area consists of Flanders, which is the northern, Dutch-speaking region of Belgium. The results indicate that mainly suburban areas are characterized by high public transport gaps.     Integrated Modeling Approach for the Transportation Disadvantaged

    Transportation models have not been adequate in addressing severe long-term urban transportation problems that transportation disadvantaged groups overwhelmingly encounter, and the negative impacts of transportation on the disadvantaged have not been effectively considered in the modeling studies. Therefore this paper aims to develop a transportation modeling approach in order to understand the travel patterns of the transportation disadvantaged, and help in developing policies to solve the problems of the disadvantaged. Effectiveness of this approach is tested in a pilot study in Aydin, Turkey. After determining disadvantaged groups by a series of spatial and statistical analyses, the approach is integrated with a travel demand model. The model is run for both disadvantaged and nondisadvantaged populations to examine the differences between their travel behaviors. The findings of the pilot study reveal that almost two thirds of the population is disadvantaged, and this modeling approach could be particularly useful in disadvantage-sensitive planning studies to deploy relevant land use and transportation policies for disadvantaged groups

    Access to Education in Bangladesh: Country Analytic Review of Primary and Secondary Education

    This country analytical review examines the key issues in access to and participation in primary and secondary education in Bangladesh, with a special focus on areas and dimensions of exclusion. Against a background of overall progress, particularly in closing the gender gap in primary and secondary enrollment, the research applies a conceptual framework outlining different forms of exclusion and presents two significant findings which compromise access and diminish gains made: high dropout rates at primary and secondary levels and nominal access but virtual exclusion from quality learning. Other areas surveyed in the review include interventions by public sector and non-governmental providers in primary and secondary education as well as the financing of basic education. This review of the literature concludes with suggestions for future research directions that might lead to new understanding and insights on equitable access and participation
