    Assessment Software for Strategic Information System Planning

    Strategic planning plays an important role in helping the organization to achieve success. Efficiency and effectiveness of strategic planning can be improved by using information technology that speed up the process. Although quite a number of softwares exist in strategic planning, none of them is comprehensive enough especially in the area of assessment in strategic planning. Assessment is an initial part to recognize the current position of an organization and situational analysis is used to generate conclusions. These conclusions are needed in planning the business objectives. Therefore, this research developed a simulation model and assessment software system that represents the actual working procedures and assessment process of strategic planning. Two analytical methods, Strength, Weakness, Opportunity and Threat (SWOT) Matrix and Strategic Position and Action Evaluation (SPACE) Matrix, are used in the model and system. Both matrixes enable users to make selection of attributes and place weight/rating based on their organization current situations. Calculations and matching suggest the most appropriate strategy that an organization should implement to gain success in strategic planning. This research tests the model and system, collects the relevant data, analyze it and produce results that conclude what managers do in making analysis and conclusions in assessment. Usability testing is carried out to test the usability of the system from the aspect of usefulness, effectiveness, leamability and likability

    Three Decades of Research on Strategic Information System Plan Development

    Strategic information system planning (SISP), including aligning business and IS/IT strategies, has been the conventional wisdom known for decades to academics and practitioners. Since the 1980s, many tools and models have been developed to facilitate strategic information system planning and implementation. These are development processes that define a set of steps for SISP or approaches that facilitate part of the SISP process. This article employs a systematic review approach and starts with a search of 2730 papers in nine top-ranked scientific databases. After an in-depth study of these papers, a final set of 85 studies is retrieved that focus directly on SISP development. We use this final set of papers to compare the steps proposed in different processes and the relevant approaches for each step. Additionally, an in-depth analysis of development processes has produced a generic seven-phase framework covering activities introduced in the literature. These seven phases are: initiation, business analysis, IS/IT analysis, strategy formulation, portfolio planning, implementation, and evaluation. The paper also classifies approaches that facilitate SISP and concludes with recommendations for practitioners and researchers

    An operational information systems architecture for assessing sustainable transportation planning: Principles and design

    This paper offers the description of an integrated information system framework for the assessment of transportation planning and management. After an introductory exposition, in the first part of the paper, a broad overview of international experiences regarding information systems on transportation is given, focusing in particular on the relationship between transportation system's performance monitoring and the decision-making process, and on the importance of this connection in the evaluation and planning process, in Italian and European cases. Next, the methodological design of an information system to support efficient and sustainable transportation planning and management aiming to integrate inputs from several different data sources is presented. The resulting framework deploys modular and integrated databases which include data stemming from different national or regional data banks and which integrate information belonging to different transportation fields. For this reason, it allows public administrations to account for many strategic elements that influence their decisions regarding transportation, both from a systemic and infrastructural point of view

    Several mature and standardized optical access network technologies are available for network operators providing broadband services, being now in deployment phase; therefore cost estimation, business analysis, efficient deployment strategies, network and topology design issues for FTTx access networks play an increasingly important role regarding profitability and market success. In a competitive environment, techno-economic evaluation supports the optimal choice among available technologies. Even the tradeoff between future proof technical superiority and short term investment minimization requires a farseeing decision. In our point of view, cost estimation and techno-economic evaluation is strongly related to strategic network design: among others the uneven population density, irregular street system or infrastructure have significant impact on the network topology, thus the deployment costs as well. In order to deal with these aspects, a high-level, strategic network design is necessary that adapts to geospatial characteristics of the services area, providing accurate and detailed network information for the techno-economic evaluation [1]. We have developed a topology designer methodology that supprts the above requirements, providing (near) optimal topology of the fully or partially optical access network, based on the geospatial information about the service area: digital maps, existing infrastructure and subscriber database. Automatic topology design for large-scale service areas, with 10.000s of subsribers is a highly complex mathematical problem. The tough algorithms for a near optimal, yet efficient solution. The developed algorithms were evaluated regarding their speed and accuracy.     The value of formal planning for strategic decisions: review of empirical research

    A review of research from organizational behavior supported the guidelines by corporate planners: that is, use an explicit approach for setting objectives, generating strategies, evaluating strategies, monitoring results, and obtaining commitment. To determine whether these findings could be applied to strategic decision making in organizations, a review was made of all published field research on the evaluation of formal planning. Formal planning was superior in 10 of the 15 comparisons drawn from 12 studies, while informal planning was superior in only two comparisons. Although this research did not provide sufficient information on the use of various aspects of the planning process, mild support was provided for having participation by stakeholders. Formal planning tended to be more useful where large changes were involved, but, beyond that, little information was available to suggest when formal planning is most valuable. Future research should assess the formal planning process, the situation in which it is used, and its effects on the total system

    Library and information center services are at risk during times of extensive budget reductions. Publicly funded institutions labeled as inessential or as auxiliary departments may lose the revenue necessary to maintain full staffing. Financial circumstances of recent years highlight the importance of strategic planning in library and information center management. Although typically characterized as formal nonprofit organizations that depend on government expenditures and private donations, libraries are also open systems. The operations of an open system can be explained by reference to a levers model. Open systems are sensitive to the external environment and depend upon competent management for successful operation. Assessment measures are necessary for management evaluation. Poor decision making can be attributed to a lack of coherent policies in regards to employee evaluation and retention. A coherent assessment strategy is mutually reinforcing and can be illustrated by examples in the form of tables or other diagrams that locate integration policies vertically, in regards to the chosen strategy, and horizontally, in regards to how the policies support each other. The proper role of HR departments is to fairly implement the policies. Strategic planning and assessments should include standards of conduct and abide by established ethical criteria
