    The Potential of an Enhanced Cooperation Measure in the EAFRD (2014-2020): the case of Ireland

    This report was funded by the Department of Agriculture, Food and the Marine (DAFM) through the National Rural Network (February-May, 2012).The current Proposal for a Regulation of the European Parliament and of the Council on support for Rural Development by the European Agricultural Fund for Rural Development (EAFRD) includes Article (36) Cooperation that is potentially instrumental for realising the objectives of FOOD HARVEST 20204. The purpose of this report is to assess the scope and potential of Article 36 in the context of Irish agriculture and its findings have four key aspects. First, the main areas of confluence between Article 36 and primary policy objectives as set out in Food Harvest 2020 are identified. Second, a range of cooperation categories and types relevant to Article 36, many of which are operational in Ireland, are profiled. Third, drawing from case-studies of these co-operation types5, the operational characteristics of each type are presented, focusing on compatibility with Article 36. Possible supports that would encourage and assist the formation and operation of the cooperation types on a broad scale into the future, and also any possible constraints that would prevent success, are indicated.     Experimentation in securities market structure and regulation in China: from state to market

    A key feature of the socialist market economy in China is the development of securities markets so as to facilitate entrepreneurship. With the national securities market now well established attention has shifted to the development of lower tier markets that may be able to meet the financing needs of smaller scale enterprises. In this article we examine how the concept of experimentation has been applied to the process of developing such markets and the regulatory framework in which they operate. We begin with a survey and critique of the policy and regulatory framework within which lower-tier markets have evolved. We argue that experimentation has been important in China but that it operates in a unique way as a result of the institutional structure in which securities markets are located. We then focus more specifically on the regulatory framework for lower tier markets and present two case studies focused on the establishment and operation of two local equity exchanges in a single province (LiaoNing). While this evidence supports our view on the significance of experimentation it also highlights the problems associated with developing lower-tier securities markets within the current policy framework

    Policies for promoting technological catch up: a post-Washington approach

    This paper analyzes the evolution of policies for technology catch-up through three periods: the import substitution period, the (augmented) Washington Consensus period and the post-Washington period. We analyze the dominant policy models and practices in each of these periods as co-evolving with the dominant academic ideas, thereby changing the conditions for catching up. We develop several dimensions or building blocks that characterize the policies for technology catch-up. These dimensions are used to characterize each of the three policy periods with the objective of outlining the generic features of an emerging post-Washington approach to technology catch-up policies in relation to past approaches

    The process of emergency, evolution, and sustainability of University-Firm relations in a context of open innovation

    Existing studies on University-Firm (U-F) relations do not highlight, at least in an explicit way, the issue of open innovation. Such studies are still too centred on the advantages which the Firms are able to obtain from the relation with the Universities, failing taking into account the value that potentially goes to Universities from such links. The present paper intends to fill in this gap by empirically studying the process of emergency, evolution, and sustainability of the U-F relations in an open innovation context. Resorting to the case study methodology, we empirically demonstrate how the relations of a firm (Brisa) with the Universities (namely, ISEL) emerged, how they evolved and became sustained through time, giving special emphasis to the issue of mutual benefits derived from these relationships. Face-to-face interviews with the key-players at Brisa and ISEL, complemented with an extensive analysis of secondary sources, allowed us to conclude that the establishment of a connection between the two entities is a more complex and time consuming process (requiring a large relational and resources investment on both parts) than what the existing literature assumes. Besides the recognized gains for firms from adopting a more open-led perspective of innovation, namely based on U-F relations, our work (also) highlights the benefit deriving to the Universities from the link to companies.     Peculiarities in the Development of Special Economic Zones and Industrial Parks in Russia

    open access journalThis paper investigates the process of developing and implementing Special Economic Zones (SEZs) and industrial parks in Russia. Governments commonly use SEZ policies to develop and diversify exports, create jobs, and launch technology and knowledge sharing. The industrial cluster concept is based on the significance of rivalry and supplier networks within the cluster, the combination of geographical specificities and government policies that lead to innovation and productivity growth. This study reveals that, in Russia, the government’s approach in developing these initiatives has strongly interfered with business activities and prevented the vital competitive and collaborative behavior of firms within these economic zones

    Organising for Effective Academic Entrepreneurship

    The contribution has three parts. In the first part the concept of academic entrepreneurship is explained, defined and put into the context of the entrepreneurial university. In the second part four cases are described: - (1) The Nikos case at the University of Twente: In Nikos teaching, research and spin-off activities are combined into one research institute. - (2) The NICENT case at the University of Ulster: NICENT is set up under the Science and Enterprise Centre activities in the UK. It focuses on education and training of students (undergraduates, graduates and post-graduates) and the stimulation of academic entrepreneurship in the academic constituency. - (3) The S-CIO case at Saxion Universities for Applied Sciences: In 2004 Saxion set up this Centre to have a one-stop shop for all entrepreneurial activities at the University. - (4) The Chair in Technological Entrepreneurship at Tshwane University: The focus of the Chair is on education of (under)graduate students in (technological) entrepreneurship and on the stimulation of entrepreneurship in the wider community. Each case has its own specific angle on academic entrepreneurship and in the thrid part the four cases are compared and analysed according to the model presented in the first part. Finally, some conclusions are formulated regarding the organisation of effective academic entrepreneurship
