    Toward Universal Broadband in Rural Alaska

    The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan for the state of Alaska and coordinate broadband activities across relevant agencies and organizations.” Thus, a study of the impact of the TERRA project in southwest Alaska is both relevant and timely. This first phase provides baseline data on current access to and use of ICTs and Internet connectivity in rural Alaska, and some insights about perceived benefits and potential barriers to adoption of broadband. It is also intended to provide guidance to the State Broadband Task Force in determining how the extension of broadband throughout the state could contribute to education, social services, and economic activities that would enhance Alaska’s future. Results of the research could also be used proactively to develop strategies to encourage broadband adoption, and to identify applications and support needed by users with limited ICT skills.Connect Alaska.     Between North and South: The EU-ACP Migration Relationship

    Before the turn of the century, international migration had an extremely low profile on the global development agenda. The Millennium Development Goals (MDGs), for example, make no mention at all of international migration. Although a number of studies have attempted to “mainstream” migration into the MDGs after the fact, it is still largely ignored in official assessments of progress made towards them (Usher, 2005; Crush and Frayne 2007; Skeldon, 2008). According to the United Nations (UN), the silence surrounding migration in the MDGs was because it was too divisive and sensitive an issue between developed and developing countries (United Nations Population Fund [UNFPA], 2005). At the time, cooperation between North and South on the governance of migration more broadly seemed highly unlikely. Nation states in the North increasingly believed that their territorial sovereignty was under threat from irregular migration from the South, and states in the South saw their development prospects undermined by a crippling “brain drain” to the North. Repeated efforts by the UN to convene an international conference on migration in the late 1990s were unsuccessful. Since 2000, however, international migration has moved to the top of the global governance agenda and a whole range of bilateral and multilateral partnerships have taken shape (Koser, 2010; Newland, 2010; Betts, 2011; Hansen, Koehler and Money, 2011; Koslowski, 2011; Kunz, Lavenex and Pannizon, 2011). This process began with various initiatives within the UN, notably the 2003 Doyle Report to Secretary-General Kofi Annan and his appointment of a special rapporteur on migration and development. Outside the UN, discussions about international migration gathered momentum with the appointment of the Global Commission on International Migration (GCIM) and the first UN High Level Dialogue (HLD) on International Migration and Development in 2006 (GCIM, 2005; UN, 2006). In 2007, the first meeting of the new Global Forum on Migration and Development (GFMD) was convened in Brussels. This was followed by annual meetings in the Philippines in 2008; Greece in 2009; Mexico in 2010; Switzerland in 2011; and Mauritius in 2012. The GFMD is a state‐led, voluntary, non‐binding consultative process open to all member states and observer states of the UN (Omelianuk, 2008; 2012; Newland, 2012). In 2009, the major UN agencies, plus the International Organization for Migration (IOM), combined to form the Global Migration Group (GMG) with a brief to “promote the wider application of all relevant international and regional instruments and norms relating to migration, and to encourage the adoption of more coherent, comprehensive and better coordinated approaches to the issue of international migration” (GMG, 2012). In 2010, the GMG issued a handbook for states with recommendations on how to mainstream migration into their development planning and vice-versa (GMG, 2010). Another notable feature of the “new optimism” around international migration is the growth of cooperation on the issue within and between regional blocs of states. Regional consultative processes (RCPs) on migration, for example, now exist in many parts of the globe (Thouez and Channac, 2006; Hansen, 2010). While the original focus of many RCPs was migration management, issues of migration and development grew increasingly on their agendas. In Southern Africa, for example, the Migration Dialogue for Southern Africa (MIDSA) was founded by IOM and SAMP as a non-binding consultative forum for Southern African Development Community (SADC) states in 2002 and meets on an annual basis. Originally focussed on regional cooperation in managed migration, the MIDSA agenda has been increasingly shaped by migration and development issues. In addition to the RCPs, geographically dispersed blocs of states also moved migration and development higher on their lists of priorities: these include the Commonwealth, the Organisation for Economic Cooperation and Development (OECD), the Association of Southeast Asian Nations, the African Union (AU) and the African, Caribbean and Pacific (ACP) Group of States (AU, 2006a; AU, 2006b; ACP, 2010; Gagnon and Khoudour- Castéras, 2011; de Boeck, 2012; Melde, 2012; OECD, 2012; Ramphal Institute, 2012). The most recent trend is the emergence of increased dialogue and cooperation on international migration between blocs of states. The European Union (EU) has been a central player in many of these initiatives. Following the adoption of its Global Approach to Migration (GAM) in 2005, the EU pursued “mobility partnerships” with major migrant-sending regions and countries (Parkes, 2009; Devisscher, 2011; Reslow, 2012). In relation to Africa, the Euro-African Ministerial Conference on Migration and Development, held in Rabat, Morocco in July 2006, was followed by the Joint EU-AU Declaration on Migration and Development in Tripoli, Libya in November that year (see: www.unhcr.org/refworld/docid/47fdfb010.html) One of the outcomes of the declaration is the recent Africa-EU Partnership on Migration, Mobility and Employment (MME). The MME partnership commits the parties to dialogue on a broad range of issues, including diasporas; remittances; brain drain; migrant rights; the social consequences of migration; regular, circular and irregular migration; visa issues; smuggling and trafficking of migrants; readmission and return; refugee protection; the mobility of students; and harmonization processes. The partnership’s current 12-point action plan includes the establishment of an African Institute for Remittances in Addis Ababa, the implementation of the Ouagadougou Action Plan to Combat Trafficking in Human Beings and the Diaspora Outreach Initiative. In the space of a decade, how and why has migration shifted from being an issue that was of marginal interest on the international development agenda to one that is increasingly at its centre? How has one of the most contentious North-South issues of the 1990s become the focus of so much bilateral and multilateral dialogue and cooperation between them? The first section of this paper provides a possible answer to these questions, which provides a context for understanding the nature of cooperation between the EU and ACP Group of States on international migration governance

    Divided Diasporas: Southern Africans in Canada

    The protracted economic and political crisis in Zimbabwe led directly to a major increase in mixed migration flows to South Africa. Migrants were drawn from every sector of society, all education and skill levels, equal numbers of both sexes, and all ages (including unaccompanied child migration). Many migrants claimed asylum in South Africa which gave them the right to work while they waited for a refugee hearing. Many others were arrested and deported back to Zimbabwe. Migrants who were unable to find employment in the formal economy turned to employment and self-employment in the informal economy. These migrant entrepreneurs used personal savings to establish small and micro enterprises in many urban areas. The businesses focused on retail trading, manufacturing and services and contributed to the South African economy in various ways, including providing employment for South Africans. Nationwide xenophobic violence in 2008 targeted all migrants, irrespective of origin and legal status. From 2008 onwards, violent attacks on migrant-owned informal businesses began to escalate. This culminated in a second round of nationwide xenophobic violence in early 2015 when migrant-owned businesses were targeted by mobs. Migrants send essential remittances to family in Zimbabwe and return migration is not a viable or long-term response until Zimbabwe’s economic crisis is resolved. As a result, informal migrant entrepreneurs have adapted to hostile business conditions by adopting a range of strategies to avoid and protect themselves and their businesses from xenophobia. Against this backdrop, this report first discusses the nature of the crisis in Zimbabwe and its connections with large-scale out-migration, particularly to South Africa. The South African response to crisis-driven migration is reviewed showing how the government shifted from a predominantly coercive and control-oriented policy towards a more realistic assessment of the need to accommodate migrants through an immigration amnesty and the right to work in the formal and informal sector. One of the major challenges facing migrants and all stakeholders in South Africa is xenophobic violence. Nationwide attacks on migrants and refugees in 2008 and 2015 have been interspersed with ongoing lower-level episodes of violence. These attacks have increasingly targeted migrants and refugees, including many Zimbabweans, seeking to make a living in the country’s urban informal economy. The research for this report focused on the business activities and responses to xenophobic violence of Zimbabweans in the informal economy. Amongst the key findings were the following: Between 20-30% of Zimbabwean migrants in South African cities are involved in the informal economy and the importance of informal sector employment to Zimbabweans has increased over time. Zimbabweans operating enterprises in the informal economy are predominantly young (50- 75% under the age of 35) and male (60-70%). Nearly two-thirds of the migrant entrepreneurs arrived in South Africa in the peak years of the Zimbabwean crisis between 2000 and 2010 (42%). Another 32% migrated after 2010. Less than 2% migrated to South Africa before the end of apartheid. Economic hardship, unemployment and political persecution are the main push drivers of migration to South Africa. Pull drivers include the assistance of relatives already in South Africa and the prospect of employment. The majority of the Zimbabwean migrant enterprises are in the retail, trade and wholesale sector, followed by services and manufacturing. Around three-quarters of the migrants relied on their personal savings to start their businesses and many worked in the formal economy first. Business expansion has occurred despite the prime obligation of the entrepreneurs to support family still in Zimbabwe. Instead of reinvesting all of the business profits into further expansion, a portion is therefore diverted into remittance channels. Over one-third remit funds at least once per month and only 12% never send remittances. A significant number of the entrepreneurs had been victims of or knew other who had been victims of crime such as looting and robbery, xenophobic abuse and police misconduct abuse. The report then presents the results of in-depth interviews with Zimbabwean business-owners who had experienced xenophobic violence in 2008 and 2015 or at other times. The narratives of the migrants provide insights into the unpredictable nature of the violence, their vulnerability to attack, the loss of business goods and property during mob violence and the need to restart from scratch, and the various strategies that they adopt to reduce risk. These strategies include operating in safer areas (not feasible for all), avoiding areas where corrupt police tend to operate, paying for protection and flight when xenophobic violence erupts. Return to Zimbabwe is not considered a viable option because of the economic conditions there. The interviews also provide insights into the migrants’ perceptions of government and stakeholder responses to the xenophobic violence. Almost without exception, the migrants felt that neither government (the Zimbabwean or South African) had done anything to protect or assist them during and after the violence. This perception of inaction also extended to international and non-governmental organisations. The migrants were particularly harsh in their comments about the police who were widely seen as either conniving in the violence or uninterested in protecting migrants. The perceptions of the migrants that nothing is done may simply be a function of who was interviewed and does not necessarily reflect the actual reality. The report therefore evaluates the response of the South African government to the ongoing crisis of xenophobia and concludes that some actions – such as sending in the army – are taken during episodes of nationwide violence but that ongoing daily and weekly attacks are generally ignored. There is a strong official line that these attacks are not motivated by xenophobia and. Indeed, that xenophobia does not even exist. This is clearly contradicted by the migrants who view the attacks as motivated by xenophobia. A second element of the official response is that the migrants are partially to blame for what happens to them as their business success builds resentment amongst South Africans. Government has yet to acknowledge that migrant-owned informal enterprises make a valuable contribution to the economy of the country, including through job creation for South Africans. The primary response to the violence of 2015 was the launching of a military-style Operation Fiela which was justified as a crime-fighting initiative but appears to have targeted migrant enterprises. The final sections of the report examine the responses and programmes of various non-governmental and international organisations to the crisis of xenophobia. During large-scale xenophobic violence there is considerable mobilisation of anti-xenophobia civil society organisations to offer protection and protest. Their effectiveness and impact tends to dissipate when the violence is more scattered and random. The South African Human Rights Commission (SAHRC) has played a major role in the past in holding government to account and articulating extensive recommendations for remedial action, most of which have not been taken up and many of which are still highly relevant. International organisations have tended to target integration and education programming at the community level but there has only been one systematic evaluation (of the UNHCR’s response) which was highly critical of the organisation. These organisations and other governments are considerably hamstrung by xenophobia denialism at the highest level because it means that government will avoid the kinds of partnership that are urgently needed to address this endemic crisis

    Towards Sustainable Fisheries Management: International Examples of Innovation

    Fisheries change often carries its own financial rewards. Many reforms and changes which support conservation also result in higher profits and revenue streams for the involved businesses. This makes fisheries a potentially attractive investment arena for many commercial investors, once reform projects are properly structured and agreed upon between conservationists and the involved businesses. As commercial investors and social investors become more involved in the field of fisheries, the scale of the impacts that can be achieved is expected to expand. Foundations in the field are now looking to support this transition from fisheries conservation as a purely philanthropic investment to a blended conservation and business investment by encouraging non-profits, social change leaders and business entrepreneurs to create innovatively structured projects that can both build value for private investors and improve the speed and scale of fisheries conservation impacts. This report aims to support this transition, by providing information about and high-lighting the work of those at the forefront of innovative fisheries finance
