    State promotion of local public goods: The case of public libraries, 1880-1929

    The public library movement of the late nineteenth and early twentieth centuries led to a significant expansion of library services across the United States. We study the impact of state-level institutional development on the creation of local public goods. State library commissions were modestly funded state entities charged with helping localities establish libraries. State library associations were voluntary organizations with a similar mission, having as members the librarians of existing public libraries. Library-enabling legislation clarified the legality and taxation possibilities for local government entities such as towns, municipalities and counties to support libraries. Employing panel data drawn from a series of detailed reports on public libraries conducted by the U.S. Bureau of Education, we use a difference-in-differences methodology to identify the impact of commissions, associations, and enabling legislation on library development in matched pairs of counties that straddle state borders. Our results suggest that state-level institutions and legislation had a statistically and economically significant effect on public library development. The finding has implications for future interpretations of the history of the United States as a “nation of joiners”; local civic engagement and associational life was importantly influenced by larger scale civic and political action.     'Big mobs in the city now' : the increasing number of Aboriginal and Torres Strait Islander people living in urban areas

    The locations and settings in which Australian Indigenous people live varies, however over 70 % of all Aboriginal and Torres Strait Islander people in Australia now live in urban or regional urban areas (ABS 2008). Over half of the total population lives in the two states Queensland and New South Wales. The 2006 Census data indicates that 146, 400 Aboriginal and Torres Strait Islander peoples or 28.3% lives in Queensland. The number of Aboriginal and Torres Strait Islander students in schools in the greater Brisbane area is approximately 29% of the Queensland population. There are other sizeable urban Indigenous populations along the Queensland coast and larger rural towns. The statistics demonstrate that living in urban centres is as much part of reality for Aboriginal and Torres Strait Islander people as living in a remote discrete Aboriginal community. Historically, discrete rural and remote Aboriginal and Torres Strait Islander communities have been the focus of most of the research conducted with Indigenous populations. These locations have provided researchers with an easily identifiable study population. However, unlike rural and remote communities, identifying and accessing urban Indigenous communities can be much more difficult despite the growing number of Aboriginal and Torres Strait Islander people living in urban areas. Limited research has been undertaken on the issues that impact on urban Indigenous communities or have explored methods of undertaking research with urban Indigenous communities. This paper will explore the some of the issues and needs of urban Aboriginal and Torres Strait Islander peoples in South East Queensland and highlight some of the emerging policy, program and research responses

    Assessing the Impacts of Federal Farm Bill Programs on Rural Communities

    This report summarizes the state of scientific knowledge on the impact of federal farm and food programs on rural communities in the United States. We focus on the impacts of five specific programs of what is commonly referred to as the “farm bill.” These five include farm commodity programs; farm risk management, insurance, and disaster programs; agricultural conservation programs; food and nutrition programs; and rural development programs. Although there is extensive research on the relative merits and effectiveness of specific rural development programs and policies on rural community outcomes, the impacts of the other four main farm bill programs on rural America have received much less empirical scrutiny

    Lifelong Learning is a broad umbrella term which includes many different kinds of provision and different forms of learning. At its heart is formal learning, often classroom based, or involving paper and electronic media, undertaken within educational institutions such as colleges and universities. It may or may not lead to an award and it includes learning undertaken for vocational reasons as well as for general interest. It encompasses what are sometimes also known as adult education, continuing education, continuing professional development (cpd), vocational training and the acquisition of basic skills. It may also include work-based learning, and may overlap with post compulsory (post 16) education, i.e. with further education and higher education, but normally applies to all ‘adult learning’ i.e. by people over the age of 19, in particular those who are returning to study after completing their initial education. From the perspective of the individual learner, however, non-formal learning (organised, systematic study carried on outside the framework of the formal system) is also important. This forms a continuum with informal learning that occurs frequently in the process of daily living, sometimes coincidentally for example through information media or through interpretive provision (such as at museums or heritage sites ). This report focuses on those aspects of adult learning which are directly affected by government policies, and thus of prime concern for rural proofing

    The potential of generic social outcomes in promoting the positive impact of the public library: Evidence from the National year of reading in Yorkshire

    Objective - To present the development, planning and implementation of a qualitative research project on the impact of National Year of Reading in Yorkshire. Methods - Generic Social Outcomes (GSO) were used to develop a theoretical framework. Data were gathered via in-depth interviews and focus groups with National Year of Reading (NYR) steering group partners in Calderdale and North Lincolnshire, selected as the two case study authorities. The use of MAXQDA computer-assisted qualitative data analysis software (CAQDAS) enabled data and coding structures to be stored and facilitated comparison in this longitudinal study. Results - The findings using the GSO framework show considerable evidence of NYR related activities in supporting the three first-tier social outcomes: 'Stronger and Safer Communities', 'Health and Well-Being' and 'Strengthening Public Life.' Conclusion - The GSO framework can be used by practitioners to help provide evidence for how public libraries contribute to diverse agendas and demonstrate their value to the community. Public library authorities can use this evidence for planning and for advocacy with a range of audiences including local and central government. © 2012 Rankin

    Rethinking connectivity as interactivity: a case study of Pakistan

    Connectivity in developing countries has traditionally been viewed in terms of investment in transport and communications. This papers makes an effort to go beyond this traditional view and conceptualizes connectivity as networks between people and places. We split the overall national reforms agenda for connectivity into three prongs: a) transportation and related services, b) ICT, and c) social capital.     Toward Universal Broadband in Rural Alaska

    The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan for the state of Alaska and coordinate broadband activities across relevant agencies and organizations.” Thus, a study of the impact of the TERRA project in southwest Alaska is both relevant and timely. This first phase provides baseline data on current access to and use of ICTs and Internet connectivity in rural Alaska, and some insights about perceived benefits and potential barriers to adoption of broadband. It is also intended to provide guidance to the State Broadband Task Force in determining how the extension of broadband throughout the state could contribute to education, social services, and economic activities that would enhance Alaska’s future. Results of the research could also be used proactively to develop strategies to encourage broadband adoption, and to identify applications and support needed by users with limited ICT skills.Connect Alaska.     The Effects Of Parental Reading Socialisation On The Reading Skill Performance Of Rural Primary School Students In Sarawak

    Extant research on home literacy practices such as parental reading socialisation have demonstrated positive impacts on children in terms of academic performance. A particular aspect that sparks pedagogic importance is the scaffolding potential of reading at home to the learning of English language in non-native English Language contexts. This study aimed to examine the effects of mother’s involvement in home- reading sessions on students’ English reading skill performance in Bau, Sarawak. Prior to carrying out the intervention of reading at home with their children, 31 mothers of Bidayuh ethnicity voluntarily attended a one-day workshop to orient them to the intervention and the use of logbooks to record details of their shared readings. However, only 18 mothers conducted reading sessions with their children and submitted a total of 21 logbooks detailing the frequency and material selection for reading. Their children, consisting of primary 1 to 4 students were required to sit for a pre-test and a post-test that measure their English language reading proficiency. The test scores were analysed using the paired-sample T-test. There was a significant increase in the students’ post-test scores following the reading intervention. The results revealed that despite the low frequency of mother-child shared reading sessions, the sessions positively affected the students’ reading performance. This finding suggests that parental reading socialisation can facilitate students’ literacy development. However, the use of materials in Bidayuh as a native language as opposed to Malay or English may increase the rural parents’ participation in home-literacy activities, and encourage early literacy in children

    The Role of Community Values in Wind Energy Development: Exploring the Benefits and Applications of Community Wind for Reducing Local Opposition to Wind Energy Systems

    Worldwide, wind energy generation is growing rapidly as a cleaner and less invasive alternative to traditional fossil-fuel energy sources. Yet, in the United States, the advancement of wind energy has been stunted by three factors: (1) the uncertainty of the federal Production Tax Credit; (2) the lack of transmission lines connecting wind projects to electricity grids; and (3) enduring local cultural and aesthetic objections to wind turbines. Frustrated with the imbalanced allocation of costs and benefits imposed by most wind energy projects, some individuals and municipalities have deployed zoning laws, nuisance claims, or environmentalist arguments to discourage wind energy development in their area. “Community wind” is a model of wind energy generation that improves residents’ perception of turbines by using local ownership, services and utility grids to concentrate the economic benefits of wind power in the communities that produce it. This paper sets forth a proposal for applying the community wind model in a suburban context, through the mechanism of the homeowner’s association (HOA). HOAs are uniquely situated to implement community wind to lower their energy costs, provide affordable housing, enhance local schools, and shift Americans’ perception of wind farms in a more positive direction
