    Knowledge Management can be defined as the effective strategies to get the right piece of knowledge to the right person in the right time. Having the main purpose of providing users with information items of their interest, recommender systems seem to be quite valuable for organizational knowledge management environments. Here we present KARe (Knowledgeable Agent for Recommendations), a multiagent recommender system that supports users sharing knowledge in a peer-to-peer environment. Central to this work is the assumption that social interaction is essential for the creation and dissemination of new knowledge.     The purpose of this thesis is to identify the relationship between knowledge management practices and staff performance in Pejabat Setiausaha Kerajaan Negeri Sembilan (SUKNS). The knowledge management practices including knowledge acquisition, knowledge dissemination and knowledge utilization. As for the scope of the reports, the reseacher focus on the staff in SUKNS. A questionnaire was used as the main instrument for the data collection. A total of 116 respondents answered the questionnaires which represented 80% of response rate. It was found that knowledge management practices namely knowledge acquisition, knowledge dissemination and knowledge utilization had significant positive and strong relationship with staff performance. Thus, in order to achieve improvement in staff performance, SUKNS has to ensure that the knowledge management practices were applied wisely. Besides, it also found that the most applied practices in SUKNS was knowledge dissemination compared with knowledge acquisition and knowledge utilization. There is also significant difference in staff performance between male and female that might due to different gendered practices. The reseacher have purposed a few recommendation for the improvement of the staff and SUKNS. One of the recommendation, the staff should be exposed into more detailed about knowledge management practices. Even though, knowledge dissemination was well applied in SUKNS, the staff also should apply the other two knowledge management practices. As for the future research, several recommendation were also made in order to improve the research on relationship between knowledge management practices and staff performance.     The purpose of this study was to investigate the relationship between knowledge management practices and non-academic staff performance in Universiti Teknologi MARA Cawangan Kelantan. The sample for the study is consisted of 144 out of 230 non-academic staffs. The Pearson correlation coefficient and Independent t-test in the Statistical Package for Social Sciences (SPSS) version 22 were utilized for the analysis of data. The finding revealed a significant and positive relationship between knowledge management practices and non academic staff performance. Specifically, knowledge acquisition, knowledge dissemination and knowledge utilization were revealed to have a significant and positive relationship that influence on staff performance. Based on this finding, it was concluded that knowledge dissemination was most applied by the staffs. It is recommended that the staffs need to give feedback and communicate each other to strengthen their knowledge management practices especially knowledge acquisition, knowledge dissemination and knowledge utilization in their everyday activities in Universiti Teknologi MARA Cawangan Kelantan

    A Conceptual Framework for the Industrial District Analysis: from Knowledge to Resources

    Traditional literature on Industrial Districts has remarked the social capital as a core key in the development process of a sustainable territorial competitive advantage. In that concept authors are allocated part of the externalities without being underpined by an integrating conceptual framework. Recent resource-base view and knowledge management theory, as well as intellectual capital approach, can all be use as a conceptual framework to allocate all the industrial district’s special features in a more comprehensive and connected arena. We establish a conceptual framework by integrating different approaches and adapt all of them to specific industrial district case. Moreover, we adapt the SECI knowledge management model to the cluster case as a useful way to understand the tacit knowledge dissemination that occurs in the industrial district.
