    New Zealand contributions to the global earthquake model’s earthquake consequences database (GEMECD)

    The Global Earthquake Model’s (GEM) Earthquake Consequences Database (GEMECD) aims to develop, for the first time, a standardised framework for collecting and collating geocoded consequence data induced by primary and secondary seismic hazards to different types of buildings, critical facilities, infrastructure and population, and relate this data to estimated ground motion intensity via the USGS ShakeMap Atlas. New Zealand is a partner of the GEMECD consortium and to-date has contributed with 7 events to the database, of which 4 are localised in the South Pacific area (Newcastle 1989; Luzon 1990; South of Java 2006 and Samoa Islands 2009) and 3 are NZ-specific events (Edgecumbe 1987; Darfield 2010 and Christchurch 2011). This contribution to GEMECD represented a unique opportunity for collating, comparing and reviewing existing damage datasets and harmonising them into a common, openly accessible and standardised database, from where the seismic performance of New Zealand buildings can be comparatively assessed. This paper firstly provides an overview of the GEMECD database structure, including taxonomies and guidelines to collect and report on earthquake-induced consequence data. Secondly, the paper presents a summary of the studies implemented for the 7 events, with particular focus on the Darfield (2010) and Christchurch (2011) earthquakes. Finally, examples of specific outcomes and potentials for NZ from using and processing GEMECD are presented, including: 1) the rationale for adopting the GEM taxonomy in NZ and any need for introducing NZ-specific attributes; 2) a complete overview of the building typological distribution in the Christchurch CBD prior to the Canterbury earthquakes and 3) some initial correlations between the level and extent of earthquake-induced physical damage to buildings, building safety/accessibility issues and the induced human casualtie

    Employment and Output Effects of Climate Policies

    Recently academic work has been put forward that argues for a great urgency to implement effective climate policies to stop global warming. Concrete policy proposals for reducing CO2 emissions have been developed by the IPCC. One of the major instruments proposed is a carbon tax. A main obstacle for its implementation, however, are concerns about the short-term effects on employment and output. In order to miti-gate possible negative effects of enviromental taxes on output and employment, several European countries have introduced so-called environmental tax reforms (ETR) which are designed in a budget neutral manner: Revenues from the tax can be used to reduce existing distortionary taxes or to subsidize less polluting activities. We apply this idea to a carbon tax scheme by performing a vector autoregression (VAR) with output and employment data of nine industrialized countries. We impose a simultaneous policy shock on the economy whereby a carbon tax is levied on high-carbon intensive industries and the resulting tax revenue is redistributed to low-carbon intensive industries. Impulse response analysis shows that such a policy allows for net gains in terms of output and employment

    The workshop entitled "The Role of Version Control in Computer Supported Cooperative Work Applications" was held on September 10, 1995 in Stockholm, Sweden in conjunction with the ECSCW'95 conference. Version control, the ability to manage relationships between successive instances of artifacts, organize those instances into meaningful structures, and support navigation and other operations on those structures, is an important problem in CSCW applications. It has long been recognized as a critical issue for inherently cooperative tasks such as software engineering, technical documentation, and authoring. The primary challenge for versioning in these areas is to support opportunistic, open-ended design processes requiring the preservation of historical perspectives in the design process, the reuse of previous designs, and the exploitation of alternative designs. The primary goal of this workshop was to bring together a diverse group of individuals interested in examining the role of versioning in Computer Supported Cooperative Work. Participation was encouraged from members of the research community currently investigating the versioning process in CSCW as well as application designers and developers who are familiar with the real-world requirements for versioning in CSCW. Both groups were represented at the workshop resulting in an exchange of ideas and information that helped to familiarize developers with the most recent research results in the area, and to provide researchers with an updated view of the needs and challenges faced by application developers. In preparing for this workshop, the organizers were able to build upon the results of their previous one entitled "The Workshop on Versioning in Hypertext" held in conjunction with the ECHT'94 conference. The following section of this report contains a summary in which the workshop organizers report the major results of the workshop. The summary is followed by a section that contains the position papers that were accepted to the workshop. The position papers provide more detailed information describing recent research efforts of the workshop participants as well as current challenges that are being encountered in the development of CSCW applications. A list of workshop participants is provided at the end of the report. The organizers would like to thank all of the participants for their contributions which were, of course, vital to the success of the workshop. We would also like to thank the ECSCW'95 conference organizers for providing a forum in which this workshop was possible

    The long term evolution of vertically-related industries

    The paper develops the argument that the long-term structural evolution of an industry depends on the evolution of a vertically-related, downstream industry. We analyse two pairs of vertically-related industries, the jet and turboprop aircraft and engine industries, since the first introduction of the jet and turboprop technologies to 1998. The paper shows that the evolutionary dynamics of the downstream industry, in terms of number of firms and products, entry, exit and concentration, is transmitted to the upstream industry via the structure of the network of vertical exchange relations. We identify two network configurations, partitioned and hierarchical, and show that they are responsible for sharply different transmission effects. An econometric analysis is carried out to demonstrate this difference in the turboprop and jet markets.vertically-related industries; network; industrial concentration; entry; exit.

    Pattern Reification as the Basis for Description-Driven Systems

    One of the main factors driving object-oriented software development for information systems is the requirement for systems to be tolerant to change. To address this issue in designing systems, this paper proposes a pattern-based, object-oriented, description-driven system (DDS) architecture as an extension to the standard UML four-layer meta-model. A DDS architecture is proposed in which aspects of both static and dynamic systems behavior can be captured via descriptive models and meta-models. The proposed architecture embodies four main elements - firstly, the adoption of a multi-layered meta-modeling architecture and reflective meta-level architecture, secondly the identification of four data modeling relationships that can be made explicit such that they can be modified dynamically, thirdly the identification of five design patterns which have emerged from practice and have proved essential in providing reusable building blocks for data management, and fourthly the encoding of the structural properties of the five design patterns by means of one fundamental pattern, the Graph pattern. A practical example of this philosophy, the CRISTAL project, is used to demonstrate the use of description-driven data objects to handle system evolution.Comment: 20 pages, 10 figure

    Partisanship, political constraints and employment protection reforms in an era of austerity

    Why do some governments adopt unpopular reforms entailing far-reaching liberalization of the labour market, while others opt only for marginal adjustments or even regulatory reforms? This paper explains the likelihood of different types of reform as an effect of different constellations of government partisanship and veto players. Combining the ‘blame avoidance’ and ‘veto players’ logics of politics, the paper argues that veto players have either a constraining or enabling effect depending on the partisan orientation of government. Correspondingly, liberalization is most likely to be adopted either by right parties facing few veto players, or by left parties in contexts with a high degree of power sharing. Regulatory reforms are most likely when left governments enjoy strong power concentration, but marginal regulation may be also adopted under external pressure by right governments facing many veto players. An analysis of employment protection reforms in 24 EU countries during 1990-2007 supports the argument that the effect of political constraints and opportunities on the choice of reforms is shaped by partisan difference
