    Sociological and Human Developmental Explanations of Crime: Conflict or Consensus

    This paper examines multidisciplinary correlates of delinquency in an attempt to integrate sociological and environmental theories of crime with human developmental and biological explanations of crime. Structural equation models are applied to assess links among biological, psychological, and environmental variables collected prospectively from birth through age 17 on a sample of 800 black children at high risk for learning and behavioral disorders. Results show that for both males and females, aggression and disciplinary problems in school during adolescence are the strongest predictors of repeat offense behavior. Whereas school achievement and family income and stability are also significant predictors of delinquency for males, early physical development is the next strongest predictor for females. Results indicate that some effects on delinquency also vary during different ages. It is suggested that behavioral and learning disorders have both sociological and developmental correlates and that adequate educational resources are necessary to ensure channels of legitimate opportunities for high-risk youths

    Does Commuting Reduce Wage Disparities?

    This paper shows that in the Baltic countries, commuting reduces urban- rural wage and employment disparities and increases national output. To quantify the effect of commuting on wage differentials, two sets of earnings functions are estimated (based on Estonian, Latvian, and Lithuanian Labor Force Surveys) with location variables (capital city, rural, etc.) measured at the workplace and at the place of residence. We find that the ceteris paribus wage gap between capital city and rural areas, as well as between capital and other cities is significantly narrowed by commuting in some cases but remains almost unchanged in other. Different outcomes are explained by country-specific spatial patterns of commuting, educational and occupational composition of commuting flows, and presence or absence of wage discrimination against rural residents in urban markets. A treatment effects model is used to estimate individual wage gains to rural—urban or inter-city commuting; these gains are substantial in most but not all cases.     Social returns to commuting in the Baltic states

    To what extent does commuting reduce regional wage disparities? This question is addressed by estimating two sets of earnings functions (based on 2000 LFS data for Estonia, Latvia and Lithuania): with geographical variables (like capital city, rural etc.) measured at the working place and at the place of residence. The main finding is that commuting has narrowed the ceteris paribus wage gap between capital city and rural areas by impressive 16 percentage points in Estonia and by 11 percentage points in Latvia, while the gap between capital and other cities has been reduced by 9 percentage points in both countries. In Lithuania gains from commuting are modest (3 percentage points) and go exclusively to residents of small cities. In the case of Latvia data allowed to estimate also effect of the distance between capital city and working place on wages, as well as individual returns to commuting in terms of the distance between living place and working place.

This book provides an excellent and lucid introduction to the evolution of the gravity and spatial interaction models and their specification. These models are placed within the historical context of the development of the general spatial interaction literature. Haynes and Fotheringham outline the characteristics that have contributed to making these models among the most widely applied in forecasting and in general studies of migration, communications, transportation, and retailing, among other topics in urban and regional analysis.     Commuting in the Baltic States: Patterns, determinants and gains

In Lithuania only residents of urban areas in the capital county manage to catch up significantly with the capital, while overall urban-rural gap remains almost unchanged. So different outcomes are explained by country-specific skills composition of rural – urban commuting flows and wage discrimination against rural residents in Lithuanian urban markets.     How theories of practice can inform transition to a decarbonised transport system

    In this article, I explore the potential of theories of practice to inform the socio-technical transition required to adequately decarbonise the UK transport system. To do so I push existing applications of practice theories by articulating a ‘systems of practice’ approach, which articulates theories of practice with socio-technical systems approaches. After sketching out a theory of practice, I explore the potential of a practice theory approach to illuminate systemic change in transport. I do this by confronting two key criticisms of practice theories; first of their difficulty in accounting for change; second in their limited ability to move beyond a micro-level focus on doing. The counter I offer to these criticisms leads directly into recognising how theories of practice can articulate with socio-technical systems approaches. From this basis, I go on to consider the implications of a practice theory approach for informing interventions to effect a system transition towards decarbonised transport

    An Ecological Assessment of Property and Violent Crime Rates Across a Latino Urban Landscape: The Role of Social Disorganization and Institutional Anomie Theory

    The present research put forth an integrated theoretical framework aimed at providing a more holistic community- level approach explaining crime across a heavily populated Latino city. Guided by social disorganization and institutional anomie theory, this study used several data sources and OLS regression techniques to examine the impact of social disorganization, economic and noneconomic institutional characteristics on rates of property and violent crime across 1,016 census block groups in San Antonio, Texas. While several findings emerged, interactions between alcohol density and concentrated disadvantage were significant and positively associated with property and violent crime. Interactions between welfare generosity and concentrated disadvantage were significant and negatively associated with the outcomes

    From governance to meta-governance in tourism?: Re-incorporating politics,interests and values in the analysis of tourism governance

    Despite its theorization in the political and policy sciences in the early 1990s, the concept of metagovernance has gained relatively little recognition in tourism studies. Nevertheless, its significance in the political sciences and policy literature, especially as a result of the perceived failure of governance systems following the recent global financial crisis, has only served to reinforce its relevance. Metagovernance addresses some of the perceived failures of traditional governance approaches and associated interventions, and has enabled the understanding of central-state led regimes of shadowed hierarchical authorities and local-level micro-practices of social innovation and self-government. In contrast, tourism studies have tended to restrict study of the political dimension of tourism governance and the role of the state under the traditional parallelism between government and governance. Examination of how governance is itself governed enables a better understanding of the practices of planning and policy making affecting tourism and destinations. In particular, the applications of concepts of governance are inextricably linked to a given set of value assumptions which predetermine the range of its application. A short example of the application of the metagovernance paradigm is provided from the New Zealand context. It is concluded that governance mechanisms are not value-neutral and instead serve to highlight the allocation of power in a destination and the dominance of particular values and interests

    Emerging Urban Forests: Opportunities for Promoting the Wild Side of the Urban Green Infrastructure

    Many cities aim to increase urban forest cover to benefit residents through the provision of ecosystem services and to promote biodiversity. As a complement to traditional forest plantings, we address opportunities associated with “emerging urban forests” (i.e., spontaneously developing forests in cities) for urban biodiversity conservation. We quantified the area of successional forests and analyzed the species richness of native and alien plants and of invertebrates (carabid beetles, spiders) in emerging forests dominated by alien or native trees, including Robinia pseudoacacia, Acer platanoides, and Betula pendula. Emerging urban forests were revealed as shared habitats of native and alien species. Native species richness was not profoundly affected by the alien (co-)dominance of the canopy. Instead, native and alien plant species richnesses were positively related. Numbers of endangered plants and invertebrates did not differ between native- and alien-dominated forest patches. Patterns of tree regeneration indicate different successional trajectories for novel forest types. We conclude that these forests (i) provide habitats for native and alien species, including some endangered species, (ii) allow city dwellers to experience wild urban nature, and (iii) support arguments for adapting forests to dynamic urban environments.
