    Measuring the Informatization Level of Business: A Study of Brazilian Industrial Companies

    Information Technology (IT) diffusion is a central theme of the new economy and is evidenced through a process, named Informatization, which permeates our society and businesses. Relative to businesses, managers have a need for instruments to evaluate the organizational use of IT and inform them about its possibilities. This paper presents a tool for evaluating the organizational use of IT based on the measurement of the Informatization Level of companies. Four evaluation dimensions are considered: IT assets; IT organizational use; IT governance; and IT impacts. The tool was built starting with 345 survey questions that were summarized to 66 indicators. A sample of 830 industrial companies was covered and structural equation modeling was employed to develop and validate the model. It achieved requirements of reliability and internal validity and showed external validity, as the hypothesis of being related to size and of not being related to IT investment were confirmed

    Strategy for the development of digital competence in the national education system of Ukrainian socety

    The article examines the issue of the strategy for the development of digital competence in the national education system of Ukrainian society under the influence of intensive development of ICT and in the context of practical recommendations provided by UNESCO regarding the structure of ICT competence of teachers. It was determined that there is no uniform policy of ICT education transformation in public institutions of Ukraine and there are no ICT standards - competences of participants in the educational process. The conceptual vision of informatization of the national education system of Ukraine is described, in the context of strengthening the role of digital competences and technologies. A comparative analysis of the large-scale informatization of the global education system, which led to the emergence of new methods and forms of education, was carried out. It is emphasized that the national education system of Ukraine is slowly introducing new methods and forms of education, which leads to a decrease in the competitiveness of Ukrainian education in the globalized educational space, and as a result leads to a decrease in the country's competitiveness in socio-economic and scientific and technical progress as a whole

    An Empirical Study on the Enterprise Cloud Service Adoption

    Enterprise cloud service is a new IS paradigm which allows the storage of data, application software, and even operating platform over the Internet so that a corporation can use them at any time and at any place. It differs from the conventional information systems in that it doesn’t require the companies to build up their own IS resource by allowing them to lease it over the Internet. With this innovative service offering, many companies have expressed much interest to adopt cloud services in practice. However, their apparent adoption behaviors appear to be quite inconsistent. This seemingly comes from the fact that cloud service is not a single product, but a set of different service provisioning options which have different incentives and risks to adopt. This paper configures what kind of service provisioning options are relevant to the true adoption intent of the enterprises and investigates how the intention to adopt differs among various service provisioning options. An integrated research model is set up with the concepts of IS maturity and outsourcing, and tested with the data collected from about two hundred SMEs. From the empirical study, it is found that perceived benefit and risk is differently affecting on the adoption intent, and the conceived conflict between high IS maturity level, especially with high IS infra asset, is negatively affecting on the adoption intent with some cloud service provisioning options

    Innovation, Adoption, Ownership, and Productivity: Evidence from Ukraine

    How do new and foreign firms achieve superior productivity? Do they conduct more and better R&D? Or do they distinguish themselves through computerization and organizational capital? We investigate the determinants of and returns to several types of investment, using a panel of over 40,000 Ukrainian industrial firms in 2000-2007. Foreign firms engage in more non-technological investment and IT and less in R&D than domestic private firms. Similarly, new firms invest more in non-technological capital and IT and less in R&D than initially state-owned firms. Productivity gains from R&D and non-technology investment are insignificantly different across ownership types, whereas foreign firms achieve much higher returns to IT investment than other firms. These results suggest that foreign firms outperform others via organizational capital that is better able to exploit IT investment. New firm productivity growth is a result of higher investment volume rather than investment efficiency.R&D, information technology, foreign ownership, transition, Eastern Europe, Ukraine
