    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    The Role of Transportation in Campus Emergency Planning, MTI Report 08-06

    In 2005, Hurricane Katrina created the greatest natural disaster in American history. The states of Louisiana, Mississippi and Alabama sustained significant damage, including 31 colleges and universities. Other institutions of higher education, most notably Louisiana State University (LSU), became resources to the disaster area. This is just one of the many examples of disaster impacts on institutions of higher education. The Federal Department of Homeland Security, under Homeland Security Presidential Directive–5, requires all public agencies that want to receive federal preparedness assistance to comply with the National Incident Management System (NIMS), which includes the creation of an Emergency Operations Plan (EOP). Universities, which may be victims or resources during disasters, must write NIMS–compliant emergency plans. While most university emergency plans address public safety and logistics management, few adequately address the transportation aspects of disaster response and recovery. This MTI report describes the value of integrating transportation infrastructure into the campus emergency plan, including planning for helicopter operations. It offers a list of materials that can be used to educate and inform campus leadership on campus emergency impacts, including books about the Katrina response by LSU and Tulane Hospital, contained in the report´s bibliography. It provides a complete set of Emergency Operations Plan checklists and organization charts updated to acknowledge lessons learned from Katrina, 9/11 and other wide–scale emergencies. Campus emergency planners can quickly update their existing emergency management documents by integrating selected annexes and elements, or create new NIMS–compliant plans by adapting the complete set of annexes to their university´s structures

    A Scenario-Based and Game-Based Geographical Information System (GIS) Approach for Earthquake Disaster Simulation and Crisis Mitigation

    The current research study aims to introduce the experience of implementing a serious game using the concept of game-based GIS approach for crisis management during earthquake disasters. In this study, we aimed to develop a game-based GIS approach and examine its efficiency for simulating earthquake rescue management in Tabriz city. In designing this game, typical scenario-based, game-based GIS methods and techniques were employed, and the proposed approach was applied to crisis management. To achieve this goal, we addressed the technical details regarding the development and implementation of the scenario-based and game-based GIS approach. Based on the results, game-based simulations can be considered an efficient approach for disaster simulation and can improve the skills of rescue teams. The outcome of this application is an intellectual game that almost all users at any age can play, and the game can challenge their ability to solve critical issues. The results are critical for explaining the effectiveness of rescue teams and crisis management facilities. As we intended to develop an approach for the simulation of earthquake disasters and emergency responses, we therefore conclude that the results of this study can also be employed to improve the skills of rescue teams and citizens for dealing with crises resulting from earthquake disasters. As a result of this research, the developed tool is published, together with this paper, as an open source and can be employed for any scenario-based analysis in other case studies.     The Homeland Security Presidential Directive 20 (HSPD-20) requires all local, state, tribal and territorial government agencies, and private sector owners of critical infrastructure and key resources (CI/KR) to create a Continuity of Operations/Continuity of Government Plan (COOP/COG). There is planning and training guidance for generic transportation agency COOP/COG work, and the Transportation Research Board has offered guidance for transportation organizations. However, the special concerns of the state-level transportation agency’s (State DOT’s) plan development are not included, notably the responsibilities for the entire State Highway System and the responsibility to support specific essential functions related to the State DOT Director’s role in the Governor’s cabinet. There is also no guidance on where the COOP/COG planning and organizing fits into the National Incident Management System (NIMS) at the local or state-level department or agency. This report covers the research conducted to determine how to integrate COOP/COG into the overall NIMS approach to emergency management, including a connection between the emergency operations center (EOC) and the COOP/COG activity. The first section is a presentation of the research and its findings and analysis. The second section provides training for the EOC staff of a state-level transportation agency, using a hybrid model of FEMA’s ICS and ESF approaches, including a complete set of EOC position checklists, and other training support material. The third section provides training for the COOP/COG Branch staff of a state-level transportation agency, including a set of personnel position descriptions for the COOP/COG Branch members

    Toward a Better Understanding of Complex Emergency Response Systems: An Event-Driven Lens for Integrating Formal and Volunteer-Based, Participatory Emergency Responses

    abstract: Traditionally, emergency response is in large part the role and responsibility of formal organizations. Advances in information technology enable amateurs or concerned publics to play a meaningful role in emergency response. Indeed, in recent catastrophic disasters or crises such as the 2010 Haiti earthquake and the 2011 Japan earthquake and nuclear crisis, participatory online groups of the general public from both across the globe and the affected areas made significant contributions to the effective response through crowdsourcing vital information and assisting with the allocation of needed resources. Thus, a more integrative lens is needed to understand the responses of various actors to catastrophic crises or disasters by taking into account not only formal organizations with legal responsibilities, but also volunteer-based, participatory groups who actively participate in emergency response. In this dissertation, I first developed an “event-driven” lens for integrating both formal and volunteer-based, participatory emergency responses on the basis of a comprehensive literature review (chapter 1). Then I conducted a deeper analysis of one aspect of the event-driven lens: relationships between participatory online groups and formal organizations in crisis or disaster situations. Specifically, I explored organizational and technical determinants and outcomes of forming such relationships (chapter 2). As a consequence, I found out three determinants (resource dependence, shared understanding, and information technology) and two outcomes (inter-organizational alignment and the effectiveness of coordinated emergency response) of the relationship between participatory online groups and formal organizations and suggested seven hypotheses. Furthermore, I empirically tested these hypotheses, focusing on the 2015 Nepal earthquake case (chapter 3). As a result, I found empirical evidence that supports that shared understanding and information technology improve the development of the relationship between participatory online groups and formal organizations. Moreover, research findings support that the development of the relationship enhances inter-organizational coordination. Lastly, I provide implications for future research (chapter 4). This dissertation is expected to contribute to bridging the disconnect between the emergency management literature and the crisis informatics literature.     How Mobile Devices are Transforming Disaster Relief and Public Safety

    With its growing usage, mobile technology is greatly improving disaster relief and public safety efforts. Countries around the world face threats from natural disasters, climate change, civil unrest, terrorist attacks, and criminal activities, among others. Mobile devices, tablets, and smart phones enable emergency providers and the general public to manage these challenges and mitigate public safety concerns.In this paper, part of the Brookings Mobile Economy Project, we focus on how mobile technology provides an early warning system, aids in emergency coordination, and improves public communications. In particular, we review how mobile devices assist with public safety, disaster planning, and crisis response. We explain how these devices are instrumental in the design and functioning of integrated, multi-layered communications networks. We demonstrate how they have helped save lives and ameliorate human suffering throughout the world

    From the pixels up : processes and procedures in the construction of a neural-site geographic information system

    This study examines the question, is it possible to develop a neutral-site Geographic Information System (GIS) that addresses information needs useful for the training of emergency management personnel? To answer this question a subordinate question requiring an answer is what specific steps are required to accomplish this goal? As a base for the data provided here, the history of cities as an initial root of civilization and the concept of emergency management are discussed. Direct intersections, where the specific applications of emergency management technology provide real benefits to local governmental organizations, such as those at the city level are also considered. One of these potential technologies is a Geographic Information System, or GIS. Using a qualitative method, with thick description, the process and procedures of creating a neutralsite GIS for use in training by organizations who do not currently have access to the technology is then described. The potential benefit for jurisdictions lacking a current GIS is clearly demonstrated. The study concludes with a summation of the research, development and construction of a neutral-site GIS. Specific lessons learned during the entire process are discussed. Finally, areas of further study the process brought to my attention are considered
