    The ergonomics of command and control

    Since its inception, just after the Second World War, ergonomics research has paid special attention to the issues surrounding human control of systems. Command and Control environments continue to represent a challenging domain for Ergonomics research. We take a broad view of Command and Control research, to include C2 (Command and Control), C3 (Command, Control and Communication), and C4 (Command, Control, Communication and Computers) as well as human supervisory control paradigms. This special issue of ERGONOMICS aims to present state-of-the-art research into models of team performance, evaluation of novel interaction technologies, case studies, methodologies and theoretical review papers. We are pleased to present papers that detail research on these topics in domains as diverse as the emergency services (e.g., police, fire, and ambulance), civilian applications (e.g., air traffic control, rail networks, and nuclear power) and military applications (e.g., land, sea and air) of command and control. While the domains of application are very diverse, many of the challenges they face share interesting similarities

    Negotiating the 'trading zone'. Creating a shared information infrastructure in the Dutch public safety sector

    Our main concern in this article is whether nation-wide information technology (IT) infrastructures or systems in emergency response and disaster management are the solution to the communication problems the safety sector suffers from. It has been argued that implementing nation-wide IT systems will help to create shared cognition and situational awareness among relief workers. We put this claim to the test by presenting a case study on the introduction of ‘netcentric work’, an IT system-based platform aiming at the creation of situational awareness for professionals in the safety sector in the Netherlands. The outcome of our research is that the negotiation with relevant stakeholders by the Dutch government has lead to the emergence of several fragmented IT systems. It becomes clear that a top-down implementation strategy for a single nation-wide information system will fail because of the fragmentation of the Dutch safety sector it is supposed to be a solution to. As the US safety sector is at least as fragmented as its Dutch counterpart, this may serve as a caveat for the introduction of similar IT systems in the US

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Training and exercises are an important part of emergency management. Plans are developed based on threat assessment, but they are not useful unless staff members are trained on how to use the plan, and then practice that training. Exercises are also essential for ensuring that the plan is effective, and outcomes from exercises are used to improve the plan. Exercises have been an important part of gauging the preparedness of response organizations since Civil Defense days when full-scale exercises often included the community. Today there are various types of exercises that can be used to evaluate the preparedness of public agencies and communities: seminars, drills, tabletop exercises, functional exercises, facilitated exercises and full-scale exercises. Police and fire agencies have long used drills and full-scale exercises to evaluate the ability of staff to use equipment, protocols and plans. Transit and transportation agencies have seldom been included in these plans, and have little guidance for their participation in the exercises. A research plan was designed to determine whether urban transit systems are holding exercises, and whether they have the training and guidance documents that they need to be successful. The main research question was whether there was a need for a practical handbook to guide the development of transit system exercises

    Supporting Inter-Agency Collaboration in Emergency Management: Recurring Challenges Relevant for CSCW

    Emergency management requires effective collaboration between different agencies. This work implies several challenges due to a heterogeneous mix of actors with different procedures, practices, and support tools. Despite being focused in various research streams, emergency responders still report challenges with sharing information and establishing shared situational awareness in responding to complex events. The paper presents results from a large-scale digital tabletop exercise that illustrate recurring challenges related to support for collaborative procedures, a communication network structure combining several media, use of geocollaborative tools, and configuration of collaborative environments in co-located operations centers.     ENHANCEMENT OF SPECIAL OPERATIONS ORGANIZATION IN THE DHS

    In 2020, the Department of Homeland Security (DHS) Inspector General found that the DHS is ineffective at executing cross-component operations. To address this deficiency, this thesis asks how can DHS special operations teams leverage collective capabilities to increase effectiveness, efficiency, and unity of effort? The thesis reviews academic literature on organizational integrating mechanisms and comparative case studies of U.S. military special operations forces, Operation Eagle Claw, the Goldwater-Nichols Act, United States Special Operations Command (USSOCOM), Joint Special Operations Task Force, and Australian Federal Police Specialist Response Group to seek solutions for the DHS. The results show that organizational design, informal networks, and routines have been successfully used by these organizations to achieve collaboration and interoperability. This thesis recommends that the DHS: 1) create a DHS Joint Special Operations Working Group for interoperability recommendations; 2) create a professional forum for DHS special operations personnel to collaborate; 3) initiate joint training programs; 4) establish liaison roles and exchange programs between Component teams; 5) create a DHS Special Operations Command (DHSSOC) as a joint force structure to coordinate and advocate for special operations; and 6) create a Joint Special Operations Directorate within DHSSOC as a standing force to develop integrated routines and equipment.Civilian, Department of Homeland SecurityApproved for public release.     Shipboard Crisis Management: A Case Study.

    The loss of the "Green Lily" in 1997 is used as a case study to highlight the characteristics of escalating crises. As in similar safety critical industries, these situations are unpredictable events that may require co-ordinated but flexible and creative responses from individuals and teams working in stressful conditions. Fundamental skill requirements for crisis management are situational awareness and decision making. This paper reviews the naturalistic decision making (NDM) model for insights into the nature of these skills and considers the optimal training regimes to cultivate them. The paper concludes with a review of the issues regarding the assessment of crisis management skills and current research into the determination of behavioural markers for measuring competence

    From Common Operational Picture to Common Situational Understanding : A Framework for Information Sharing in Multi-Organizational Emergency Management

    Complex emergencies such as natural disasters are increasing in frequency and scope, in all regions of the world. These emergencies have devastating impacts on people, property, and the environment. Responding to these events and reducing their impact requires that emergency management organizations (EMOs) collaborate in their operations. Complex emergencies require extraordinary efforts from EMOs and often should be handled beyond ordinary routines and structures. Such operations involving multiple stakeholders are typically characterized by inadequate information sharing, decision-making problems, limited situational awareness (SA), and lack of common situational understanding. Despite a high volume of research on these challenges, evaluations from complex disasters and large-scale exercises document that there are still several unsolved issues related to information sharing and the development of common situational understanding. Examples here include fulfillment of heterogeneous information needs, employment of different communication tools and processes with limited interoperability, and information overload resulting from a lack of mechanisms for filtering irrelevant information. Multi-organizational emergency management is an established area of research focusing on how to successfully collaborate and share information for developing common situational understanding. However, the level of complexity and situational dependencies between the involved EMOs create challenges for researchers. An important element for efficient collaboration and information sharing is building and maintaining a common operational picture (COP). Sharing important information is a key element in emergency management involving several EMOs, and both static and dynamic information must be accessible to perform tasks effectively during emergency response. To be proactive and mitigate the emergency impacts requires up-to-date information, both factual information via the COP and the ability to share interpretations and implications through using a communication system for rapid verbal negotiation. The overall research objective is to investigate how stakeholders perceive and develop SA and COP, and to explore and understand key requirements for stakeholders to develop a common situational understanding in complex multi-organizational emergency management.publishedVersio

    DECISIONS IN THE DARK: A FRAMEWORK FOR DECISION-MAKING IN UNFAMILIAR SITUATIONS

    This thesis seeks to understand an appropriate decision-making framework for the fire service to use in unfamiliar situations. Firefighters and emergency responders rely on pattern recognition when they are presented with familiar situations; however, relying on such intuition can result in costly time delays. A case study method was used to evaluate decision-making during disasters in the fire service and the mining industry. The fire service cases include the 1949 Mann Gulch Fire and the fire service response to the 9/11 attack on the World Trade Center. The mining case studies, both of which occurred in 2010, include the Deepwater Horizon oil spill and the Chilean mine collapse. The fire service cases were assessed to determine which decision-making tools were utilized and what additional factors influenced positive and negative outcomes throughout the events. The mining cases were evaluated to understand organizational structures and response systems. This thesis recommends that fire service leaders utilize expanded interdisciplinary teams to creatively seek alternative solutions when addressing unfamiliar problems. Using such teams will require leaders to expand response frameworks and alter familiar patterns of response to include outside agencies and nontraditional emergency responders. Finally, leaders should deliberately encourage open communication about successes and failures to encourage collaboration and innovation throughout the response.Civilian, Portland Fire and RescueApproved for public release.     Inter-agency adult support and protection practice:a realistic evaluation with police, health and social care professionals

    Purpose: Collaborative inter-agency working is of paramount importance for the public protection agenda worldwide. The purpose of this paper is to disseminate the findings from a research study on the inter-agency working within adult support and protection (ASP) roles in the police, health and social care.Design/methodology/approach: This realistic evaluation study with two inter-related phases was funded by the Scottish Institute for Policing Research. This paper reports on Phase 1 which identified existing gaps in the implementation of effective inter-agency practice by reviewing the “state of play” in inter-agency collaboration between the police and health and social care professionals. In total, 13 focus groups comprising representatives from Police Scotland (n¼52), Social Care (n¼31) and Health (n¼18), engaged in single profession and mixed profession groups addressing issues including referral and information exchange.Findings: On analysing context-mechanism-outcome (CMO), gaps in joint working were identified and attributed to the professionals’ own understanding of inter-agency working and the expectations of partner agencies. It recommended the need for further research and inter-agency training on public protection. Research limitations/implications – This unique Scottish study successfully identified the inter-agency practices of health, social services and police. By means of a modified realistic evaluation approach, it provides an in-depth understanding of the challenges that professionals face on a day-to-day basis when safeguarding adults and informed strategic recommendations to overcome the barriers to good practices in organisational working. The methods used to determine CMO could benefit other researchers to develop studies exploring the complexities of multi-causal effects of cross-boundary working. The use of the same case study in each focus group helped to neutralise bias. However, the voluntary nature of participation could have resulted in biased perceptions. The limited numbers of health professionals may have resulted in less representation of health sector views.Practical implications: Collaborative inter-agency working is of paramount importance for public protection worldwide. This paper reports on a Scottish study that focussed on the coordinated and integrated practices amongst the police, health and social services’ professionals who support and protect adult members of society at risk of harm.Social implications: Whilst the focus of this study has been on ASP, the conclusions and recommendations are transferable to public protection issues in many other contexts.Originality/value: Studies on the joint-working practices amongst police and health and social services’ professionals who support and protect adult members of society at risk of harm are uncommon. This  study investigated professionals’ perceptions of gaps and concerns pertaining to integrated working by means of a realistic evaluation approach.
